Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract. In accordance with FAR Part 22, service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates. The SCLS is applicable to the labor categories below awarded under the contract and following Wage Determination number was reviewed. Western EcoSystems Technology, Inc. (WEST) certifies the GSA awarded rate meets or exceeds the minimum wage rate as identified in Wage Determination 2015-5405, Revision 19, dated 12/27/2022, currently incorporated into the Solicitation 47QSMD20R0001 for the SCLS non-exempt labor categories identified in the matrix below.

Below is a list of all offered labor categories, which matches all offered labor categories identified in the
Proposal Price List, as well as a detailed description for each labor category. All offered position descriptions include functional responsibilities, minimum years of experience, minimum education/degree requirements and any applicable training or certification requirements.
WEST’s goal is to hire individuals with the education specified. However, in select cases, experience may be substituted for an advanced degree. If a person has a bachelor’s degree in a specified scientific or mathematical area, 5 years directly related experience will be considered equivalent to a master’s degree. If the individual has a master’s degree in a specified scientific or mathematical area, then 12 years directly related experience will be equivalent to a Ph.D.
Principal Biometrician (PB): Ph.D. in statistics; 15 years of relevant experience; design research studies; draw conclusions based on data summaries or statistical analyses; write detailed analysis plans and descriptions of analyses and findings; analyze data using various methods;
calculate sample size requirements; determine project plans, timelines, technical objectives for statistical aspects of research studies.

Below is a list of all offered labor categories, which matches all offered labor categories identified in the Proposal Price List, as well as a detailed description for each labor category. All offered position descriptions include functional responsibilities, minimum years of experience, minimum education/degree requirements and any applicable training or certification requirements.
WEST’s goal is to hire individuals with the education specified. However, in select cases, experience may be substituted for an advanced degree. If a person has a bachelor’s degree in a specified scientific or mathematical area, 5 years directly related experience will be considered equivalent to a master’s degree. If the individual has a master’s degree in a specified scientific or mathematical area, then 12 years directly related experience will be equivalent to a Ph.D.
Principal Biometrician (PB): Ph.D. in statistics; 15 years of relevant experience; design research studies; draw conclusions based on data summaries or statistical analyses; write detailed analysis plans and descriptions of analyses and findings; analyze data using various methods;
calculate sample size requirements; determine project plans, timelines, technical objectives for statistical aspects of research studies.
