Arven Services LLC provides complete full scale Supply Chain Management and Logistics support on a global level. Our firm was established in 2009 by the current President and CEO, Edward Brown Jr. Mr. Brown capitalizes on over 28 years of technical and managerial experience in the field of government contracting, logistics/transportation and management. Mr. Brown entered the logistics and transportation field in 1993 as a member of the United States Army. This experience afforded Mr. Brown an opportunity to receive the required training, learn the craft on the job while leading other service members through the logistics and transportation processes from contract conception to contract closeout.
Mr. Brown’s experience and extensive travel has prepared him for the diversity that is America by working with various cultures, customs and ethnicities Mr. Brown has represented the United States Government (specifically SDDC – Surface Deployment and Distribution Command) as a Director and as a Deputy of Transportation for more than 10 years. This experience is what inspired Mr.
Brown to create Arven Services. Mr. Brown has a Top Secret security clearance. Arven Services has a Facility Clearance, allowing for secure work with various agencies.

Very experienced dispatchers, pricing and documentation specialist, as well as transportation and logistical managers exist on the front lines. Our operations team is led by Vice President, V Kelly Bennett. He has more than 23 years transportation experience, inclusive of truck, rail, ocean and air. Mr. Bennett spent ten years as a Senior Logistics manager for American President Lines (APL), one of the leading steamship carriers in the world. His operations experience insures that Arven Services is always prepared to meet industry and client demands.
Carlos A. Rentas, Logistics and Special Actions Program Director, brings years of military experience, Top Secret clearance and multi-lingual experience to Arven Services. Carolos brings over 30 years experience and a proven record of achievement in security management, logistics management, requisitioning, acquisition, budget management, storage inventory, shipping, receiving, projects, operations, finance, quality assurance and customer service. Solid experience and knowledge in drafting and writing Concept of Support Agreements, Inter-service Support Agreements, Scope of Work (SOW), Pre-deployment Site Surveys (PDSS), Memorandums of Understanding (MOU) and Standing Operating Procedures (SOP).

6. Basic Discount Terms: Pricing is predicated on its commercial market rates and offeror agrees/confirms it does not maintain and/or utilize a Commercial Price List.

1% discount on task orders equal to or exceeding $150,000.00; 1.5% discount on task orders equal to or exceeding $300,000 and 2.0% discount on task orders equal to or exceeding $500,000.

Service Contract Act: The Service Contract Act (SCA) is applicable to this contract and it includes SCA eligible labor categories. The prices for the cited SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCA matrix below. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.

LABOR CATEGORY DESCRIPTIONS
1. Director – Global Logistics (AS001) Minimum/General Experience:
Eight (8) years of relevant experience.
Specialized Experience:
Requires competence in logistics project development from inception to deployment and providing guidance and direction in engineering tasks and business.
Functional Responsibilities:
Provides advice and guidance regarding the design, development, installation, operation, and maintenance of complex logistics information systems and business practices. Evaluates problems of workflow, organization, and planning and develops enterprise-wide or large-scale logistics computer system or business solutions. Designs logistics architecture to include the software, hardware, and communications to support the total requirements as well as provides for present and future cross-functional requirements and interfaces. Ensures logistics systems are compatible and in compliance with standards for open systems architectures as they apply to the implementation and specification of the information management solution of the application platform, across the application program interface, and the external environment/software applications. May provide daily supervision and direction to support staff.
Directs completion of tasks within estimated time frames and budget constraints. Schedules and assigns duties to subordinates and subcontractors and ensures assignments are completed as directed. Enforces work standards and review/resolves work discrepancies to ensure compliance with contract requirements. Interfaces with internal and Government management personnel.
Minimum Education:
Bachelors degree in Computer Science, Engineering, Business, or related logistics field.
2. Senior Logistics Analyst (AS002) Minimum/General Experience:
Three (3) years of relevant experience.
Specialized Experience:
Three (3) years of experience as lead analyst for tasks and activities within a logistics' project. These activities will consist of at least two (2) of the following: requirements' analysis system’s , architecture design, network or application tuning and performance management, capacity planning, testing and validation, benchmarking, information engineering.
Functional Responsibilities:
Provides design, analysis, implementation, and modification of logistics systems and process support. Defines and uses analytical and quantitative methods for modeling logistics support. Develops support documentation to include, as a minimum, elements such as support equipment, technical orders, supply support, computer resources support, and maintenance/support concepts. Provides acquisition logistics expertise in the procurement and management processes of support equipment, technical orders, spares, and computer resources, and in the logistics associated reliability and maintainability functions.
Minimum Education:
Bachelors degree in Computer Science, Engineering, Business, or related logistics field.
3. Logistics Engineer (AS004) Minimum/General Experience:
Five (5) years of relevant experience.
Specialized Experience:
Specialized experience must include supervisory or senior management level experience in the management of complex acquisition logistics efforts, technical expertise in developing and reviewing documents, developing documentation for Requests for Proposal, including tasking such as Logistics Support Analysis, and overall logistics planning of other logistics support elements.
Functional Responsibilities:
Responsible for the design, analysis, implementation, and modification of logistics systems and processes. Defines and uses analytical and quantitative methods for modeling logistics support. Develops support documentation to include, as a minimum, elements such as support equipment, technical orders, supply support, computer resources support, and maintenance/support concepts. Specialized Experience:
Three (3) years of recent experience in the supervision and management of warehouse operations or any of the logistics disciplines (supply, transportation, maintenance, property accountability). Possesses demonstrated work related experience in supervision of projects and /or tasks associated with the receiving, storing, picking, issuing, and shipping of equipment as well as inventory management and maintenance activities. May require knowledge of specialized processes or technical skills including operation of support equipment.
Functional Responsibilities:
Responsible for the supervision and management of warehouse operation specialists and other warehouse related positions in performing warehousing, packaging, shipping, and maintenance of equipment. Responsible for the performance of inventory management, cataloging, material coordination, data entry, maintenance, and property control in support of various supply and/or storage activities. May use a variety of logistics automation and information technology assets. Uses own judgment and initiative in providing direction to ensure performance and problem resolution.
Minimum Education:
Associate’s degree in Computer Science, Engineering, Business, or related logistics field.
5. Warehouse Operations Specialist (AS006) Minimum/General Experience:
One (1) year of relevant experience.
Specialized Experience:
Applies knowledge of receiving, storing picking, issuing, and shipping as well as inventory management and maintenance activities. May require knowledge of specialized processes or technical skills including operation of support equipment.
