Labor Category Descriptions

Manager (Patient Safety, Risk, and Quality)

Functional Responsibility: Supervises and manages work of analysts and administrative coordinators.

Assists in ensuring quality across all aspects of consulting engagements and deliverables. Applies business and project management experience to define technical approaches, standards, execution approach, organizational design, cost analysis, performance outcomes, process design, and program management. Applies principles, processes, and methods of program and project planning and management related to research, evaluations, studies, analyses, surveys, publications, advisory and technical assistance services.

Minimum Education / Experience: Master’s Degree and 12 years’ experience.

Senior Analyst (Patient Safety, Risk, and Quality)

Functional Responsibility: Leads complex projects and may lead project teams. Provides senior level subject matter expertise in healthcare risk management, quality, and patient safety. May provide training and technical supervision to less experienced staff. Reviews collected data and analyses using standard practices and techniques. Direct liaison to clients. Independently works on assignments that are complex under indirect supervision where there is latitude for independent action and decision-making. Develops, researches, and writes or updates client specific topical reports, and risk management/patient safety resources/tools. Provides analysis of patient safety and quality concerns in healthcare, clinical content, risk and quality assessment, survey and report writing services to support analytic, consulting and assessment projects of the quality, patient safety, and risk management functions.

Minimum Education / Experience: Bachelor’s Degree and 10 years’ experience.

Analyst (Patient Safety, Risk, and Quality)

Functional Responsibility: Generally assists in projects and project teams under direction of senior analysts or program managers. Provides subject matter expertise in healthcare risk management, quality, and patient safety. Reviews collected data and analyses using standard practices and techniques. Develops, researches, and writes or updates client specific topical reports, and risk management/patient safety resources/tools. Provides analysis of patient safety and quality concerns in healthcare, clinical content, risk and quality assessment, survey and report writing services to support analytic, consulting and assessment projects of the quality, patient safety, and risk management functions.

Minimum Education / Experience: Bachelor’s Degree and 7 years of experience.

Clinical Informatics/Data Analyst (Patient Safety, Risk, and Quality)

Functional Responsibility: Utilizes and applies analysis tools such as statistical software, natural language processing software and other quantitative and qualitative data analytic computer applications to various databases of information. Assists in recommending and prioritizing the system enhancements that support client/user satisfaction and system adoption. Participates in creation of specifications and testing of data collection systems and data warehouses. Ensure and optimize integration of system with other internal systems and business unit workflows. Provides technical support for report development and data analysis.

Minimum Education / Experience: Bachelor’s Degree and 3 years of experience.

Administrative Coordinator (Patient Safety, Risk, and Quality)

Functional Responsibility: Work is generally of an administrative nature related to activities of a specific department or program. Typically provides administrative support of a more routine, repetitive nature to relieve and assist managers with administrative duties. May also provide ongoing outreach, support, and assistance to the organization’s clients including onboarding and orientation;

telephone, e-mail, and online support; and other efforts to promote client utilization of services. Uses a variety of computer applications including word processing, spreadsheets, web editing, graphics, slide presentations, and database applications.

Minimum Education / Experience: Bachelor’s Degree and 3 years of experience.

Emergency Care Research Institute reserves the right to make the following substitutions in the education and/or experience requirements of any of the service skill categories set forth herein.

1. One year of experience is the equivalent of one year of education.

2. One year of education is the equivalent of one year of experience.

Service Contract Labor Standards (SCLS)

Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
