Company Profile The RBA Group was founded in 1968 to provide new town planning services for rapidly expanding suburban areas across the United States. Today, RBA provides engineering, architectural, planning and comprehensive environmental services in the northeast. For over forty years, the Company has continued its mission of providing innovative, quality service, enhancing the quality of life. Examples of Federal Contracts Picatinny Arsenal

Access Control Points Improvements Project - Prepared environmental permit applications and oversaw completion of a NEPA Environmental Assessment for improvements to physical security installations at four Arsenal Entrance Gates.

Ballistic Evaluation Facility/Guns & Weapons Tech Data Facility Project - Prepared environmental permit applications for construction of larger testing facility buildings, a new slugbutt, reconstruction of existing roadway and drainage infrastructure.

13 MP Fiberoptic System Installation - Prepared environmental permits for authorizing the fiberoptic installation.

New Child Development Center Soil Erosion and Sedimentation Control - Designed all required stormwater management facilities and prepared a soil erosion and sedimentation control plan to obtain authorization from the Morris County Soil Conservation District for construction of a new Child Development Center.

Arsenal Wide Flood Study – An Arsenal-Wide flood study, in accordance with New Jersey Department of Environmental Protection criteria, will produce digital flood mapping for the entire arsenal, delineating flood hazard areas, floodway limits and NJDEP mandated riparian buffer limits.

BRAC Wetland Delineations (Multiple Sites) - Completed wetland delineation and report for permit applications required for all building expansions/improvements at multiple sites within the Arsenal as part of the Base Realignment and Closure process.

Building 1029 Waterline Rehabilitation Project - Delineated wetlands and prepared an NJDEP Statewide General Permit to allow rehabilitation of an existing waterline system.

Rod and Gun Club Relocation – Provided archaeological monitoring services, in coordination with the State Historic Preservation Office throughout the relocation process; completed a wetland delineation and prepared all NJDEP permits.

“Navy Hill” Housing Area – Completed a detailed wetland field delineation and applied for an NJDEP Letter of Interpretation (LOI) to confirm the delineated wetland boundaries and determine the wetland resource category classification.

“Gorge” Area Erosion Control Stabilization Project - To control erosion from a steep sand bank at a munitions test range, RBA prepared designs for a stabilization plan, rehabilitation of an existing stormwater management basin and riprap bank slope protection sufficient to withstand fragmentation impacts from ongoing munitions testing; completed wetland field delineation;

prepared all NJDEP environmental permit applications.

Precision Munitions Facility Project- As part of a large weapons targeting system research project, which included construction of a 200’+ high tower and associated target structures throughout the Arsenal, , RBA completed the site design, detailed wetland field delineations of proposed disturbance areas, evaluated soil test pits for stormwater management and on-site septic disposal and prepared all NJDEP permit applications.

Seven NJDOT Multi Discipline Environmental Task Order Contracts Performed tasks including integration of environmental requirements with project design and to obtain NEPA and other environmental approvals to support capital project delivery, often on expedited schedules. Included project management and coordination; NEPA documentation with multidiscipline technical studies; permit applications involving NJDEP, USACOE, HMDC, USEPA, NJSHPO, Pinelands Commission, D&R Canal Commission, FHWA, US Coast Guard and USF&WS; expert testimony and support at regulatory hearings; community outreach and public hearings; NJDOT environmental process improvements; NJDOT training on state of the art regulatory requirements.

Four NJDOT Environmental Hydrology and Hydraulics Task Order Contracts

Performed tasks including flood studies, preparation of Flood Hazard Area Permits, obtaining hardship waivers, mitigation design (including riparian zone), stormwater management design (occasionally in tightly constrained/ environmentally degraded transportation corridors), water quality treatment, drainage design, preparation of construction plans and specifications, construction support services.

New Jersey Turnpike Authority Environmental Services Task Order Contract

Performed Inspection and oversight for asbestos abatement at PNC Arts Center, Forked River Service Area, Hightstown Central Shop Maintenance Boiler Room;

prepared NJTA Internal Environmental Procedure for contaminated soil management; performed tracking and review of multiple E.O. 215 documents and multidiscipline studies; provided support at regulatory meetings; provided input and oversight to NJTA on environmental standards, permit applications, and environmental documents.

AASHTO Center for Environmental Excellence Task Order Contract

Performed tasks including: Review/ analysis of FHWA proposed Noise regulations;

evaluation of Programmatic Environmental Agreements developed by State DOTs and provided recommendations for top performing documents to AAASHTO and FHWA for promotion and further development under FHWA’s Every Day Counts initiative for streamlining the environmental process. Through this contract, RBA gained nationwide access to the current examples of environmental streamlining and state of the art environmental practice.

FTA NEPA Documentation for Bronx Zoo Intermodal Transportation Study

Client: The Wildlife Conservation Society, Bronx, NY - Performed environmental services including preparation of technical supporting studies for NEPA and Section 4(f) applicability documentation in accordance with FTA NEPA/ 4(f) and Section 106 requirements for a new Intermodal facility at the Bronx Zoo’s Bronx River Gate and a surface parking lot.

Greystone Psychiatric Hospital Demolition & Site Restoration Client: NJ Dept. of Treasury. RBA was retained for this high profile site restoration of the historic Main Building, 20 surrounding structures and 90 acres of property.

Tasks included developing Hazardous Building Material Surveys/ Reports comprised of assessing asbestos containing materials, lead based paint and universal waste; a Recyclable Materials Survey and Report; and the development of a remedial action program. 72 AOCs are to be addressed involving soil, sediment and groundwater contamination.

Contaminated Soil Management Client: NJ Turnpike Authority; Location: Carlstadt, NJ NJTA roadway widening at Interchange 18W. To address presence of unanticipated contaminated soils during construction, on an emergency basis, RBA designed a soil sampling program which allowed the Contractor to continue working while simultaneously addressing soil contamination and waste classification disposal requirements. RBA’s streamlined program prevented substantial claim charges.

NJDOT, U.S. Route 1 & 9 Truck Improvements, Pulaski Skyway HAER Completed full evaluative-level cultural resource surveys (including archaeological and historic architectural) for this major urban highway project. RBA is currently completing a range of mitigation-related tasks, including archaeological data recovery and several recordation efforts. This latter activity includes completion of Historic American Engineering Record (HAER) documentation for the Pulaski

Skyway and the U.S. Route 1 & 9Truck/St. Paul’s Avenue-Conrail Bridge, both key contributing elements within the U.S.Route 1 & 9 Corridor Historic District.

NJDOT Portway Feasibility Assessment The Portway project, new and improved highway sections, provides access between the Newark/ Elizabeth Seaport and Airport Complex and regional intermodal rail and trucking distribution facilities. Performed overall environmental coordination, preparation of Environmental Studies, NEPA CE and EA documents, wetland delineation, wetland impact assessment, NEPA coordination, socioeconomic assessment, air & noise quality, cultural resource studies, Environmental Justice Evaluation, hazardous investigation, and community involvement.

NJDOT Cultural Resource Digests Prepared two non-technical interpretive summaries of detailed Cultural Resource Studies involving project impacts to the Historic Morris Canal and the House’s Corner Farmstead. The Morris Canal is listed on the State and Federal Registers of Historic Places and the House’s Corner Farmstead is eligible for the State and Federal Registers of Historic Places. The summaries, termed as “Cultural Resources Digests” and formatted by NJDOT were to serve as a publication series for the general public.

NJDOT Borinski Farms Wetland Mitigation Site Monitoring The 15.81 acre Borinski Farms Wetland Mitigation Site, in Lincoln Park, NJ, was constructed to provide compensatory mitigation for four NJDOT roadway improvement projects. To address NJDEP Freshwater Wetland Permit conditions, RBA conducted a five year monitoring program which included annual reporting of mitigation success. The site also included a unique effort by NJDOT to control

Purple Loosestrife, an invasive species, using Galerucella spp., a beetle that feeds almost exclusively on Purple Loosestrife.

Various Dam Evaluation/ Restoration/ Replacement Design Projects for Public and Private Clients Services included regular and formal inspections, dam hazard classifications, dam breach feasibility evaluations, dam replacement/ repair designs, permitting, Operation and Maintenance Manuals, Emergency Action Plans, construction supervision

Environmental Screening and NEPA Related Services for Corrections Corporation of America Through a term agreement, provided environmental screening/ feasibility services for several proposed correctional facilities. Work also included preparation of NEPA environmental documentation in accordance with Federal Bureau of Prisons requirements, for a 2,500 low security Contractor-Owned/ Contractor Operated correctional facility for non-U.S. citizen, criminal aliens.

Minimum Education and Minimum Experience/Degree and applicable training or certification:

Must meet minimum professional qualifications, per 36 CFR Part 61. The minimum professional qualifications in history are: a graduate degree in history or closely related field; or a bachelor’s degree in history or closely related field plus one of the following: (1) at least two years of full-time experience in research, writing, or teaching in history with an academic institution, historical organization or agency, museum, or other professional institution; or (2) substantial contribution through research and publication to the body of scholarly knowledge in the field of history. 10 years experience in supervisory role.

Principal Archaeologist: Thorough familiarity with field and lab methods, archaeological theory, and cultural sequence of region. Familiarity with Section 106 compliance studies requirements. Must be able to participate in development of project schedules and budgets as well as assist in project management and administration. Must have excellent communication and writing skills. Ability to direct archaeological field and laboratory studies. Ability to produce appropriate technical reports. Will serve as Principal Investigator for archaeology projects. Responsible for overall conduct of project, including maintaining efficient scheduling and budget performance. Will provide a major contribution to reports, including primary responsibility for interpretations, recommendations and conclusions, management summaries and progress reports. May serve as project manager on smaller projects. May have specific marketing responsibilities. Must satisfy the Secretary of the Interior’s Standards as an archaeologist.

Technician: Familiar with company’s archaeological field methodology, with a special emphasis on knowledge of field forms and recordation procedures. Familiar with general cultural sequence for region. Some familiarity with historical, archival, and public records repository research. Able to excavate and record STPs under supervision. Should be able to discriminate some archaeological features and artifacts in the field.

In the Field: Excavate STPs and test units, conduct surface reconnaissance as coordinated with the Field Director and/or archaeologists. Assist in loading and unloading equipment from vehicles.

Create bag logs and perform other tasks associated with managing artifacts in the field.

In the Lab: Clean artifacts to facilitate subsequent analyses. Label and bag artifacts to facilitate submission. Assist in maintaining equipment and ordering/purchasing supplies, as directed by the Lab Director.

Research: Conduct basic deed searches, historic map searches, census research, or other historic research on an as-needed basis as directed by architectural historian.

Minimum Education and Minimum Experience/Degree and applicable training or certification:

Accredited College Degree (BA/BS) in archaeology, anthropology, or related field; 0 to 3 years field experience including a field school.

Supervising Environmental Engineer: Applies sound/diversified knowledge of environmental engineering principals, practices and procedures in broad areas of assignments and related fields.

Makes independent decisions on engineering problems and methods. Requires knowledge/ implementation of advanced techniques and the modification/ extension of theories, procedures and practices. Provides supervision/guidance related to overall objectives, critical issues, new concepts and policy matters. Provides supervision/ guidance with unusual problems and developments. Supervises, coordinates, reviews work of subordinate staff environmental specialists/engineers/ technicians.

Manages multiple routine to moderately complex design projects under supervision of supervising engineer/ director. Responsible for all aspects of design projects including proposal/ CCM preparation, client contact/coordination, technical product quality, forecasting, manpower, scheduling, budgets, invoicing, etc. Good communication skills. Considered “discipline specialist” responsible for providing project oversight, staff guidance/ training, performance/ progress assessments. Senior Environmental Engineer: Fully competent environmental engineer in all conventional aspects of subject matter or functional area of assignment. Should have sound knowledge of principals, practices, and procedures in area of specialty and good working knowledge of these areas in related disciplines.

Plans/conducts work requiring judgment in independently evaluating, selecting and substantial adaptation and modification of standard techniques, procedures and criteria. Develop new ideas/approaches to resolve problems. Works independently on most assignments with instructions to general results expected. Receives technical guidance on unusual/complex problems, supervisory approval, needed on proposed plans for projects. Manages simple to routine design projects under the supervision of senior staff members; including responsibility for entire tasks of project (i.e., client contact/coordination, technical aspects, manpower, scheduling, budgets, proposal/CCM preparation, forecasting, invoicing, etc.). Good communication skills. Provides training and technical oversight to subordinate staff. Computer technology and application to area of specialty desired. Reviews standard tasks of junior staff. Professional registration (PE) required (w/o professional registration 8 years minimum engineering experience).

Environmental Engineer: Works independently to evaluate select and apply standard engineering techniques, procedures and criteria, using judgment in making minor adaptations and modifications.

Assignments have clear and specified objectives; require investigation of limited number of variables.

Receives instructions on specific assignment, objectives, complex features and possible solutions.

Demonstrates ability to handle standard tasks completely and independently. Assistance provided on unusual problems and is reviewed for application of professional sound judgment. May supervise assistant engineers, technicians and drafters. Should be in charge/single tasks and associated budget;

specific project task responsibility. Work reviewed and checked by senior staff. Computer background/experience in appropriate area of specialty desired.

Minimum Education and Minimum Experience/Degree and applicable training or certification:

Accredited degree (BS), 2 years minimum experience. EIT certification required (without EIT certification 4 years minimum engineering experience).

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the cited SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCA matrix and above. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.
