The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire

Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Principal Associate

PhD 15 Principal Associates write and produce reports and presentations for scientists, practitioners, and the general public, and contribute to the profession by participating in professional associations. As senior staff members, Principal Associates contribute to the leadership, management and other capacities of Community Science (e.g. lead internal committee; provide internal training, protocol or manual development, etc.). The Principal Associate role is distinguished by an individual’s reputation and level of prominence in the field. Notably, a Principal Associate’s clients consider him or her the “go to” consultant for new projects as well as ongoing services.

Substitution Methodology: Doctoral degree in psychology, sociology, public health, or related field and at least 20 years of the above noted experience.

Sr.

Associate

Masters 10 A Senior Associate’s primary responsibilities are to market and develop new business, serve as Project Director on more than one project ($250K+), publish and present in one or more content areas, supervise and mentor staff, and provide technical quality control. Senior Associates write and produce reports and presentations for scientists, practitioners, and the general public, and contribute to the profession by participating in professional associations. As senior staff members, Senior Associates contribute to the leadership, management and other capacities of Community Science (e.g. lead internal committee;

provide internal training, protocol or manual development, etc.).

II

Masters 5 Managing Associates (MAs) lead technical tasks, manage budgets, timelines and resource plans for projects, ensure technical quality control, supervise staff and assist in business development. MAs must continue to develop a professional niche and advance their managerial skills with the support of senior staff. A Managing Associate II has demonstrated success implementing a major task or larger project ($250K+) independently, serves as a proposal lead, and is able to manage client relations. MA IIs are able to bring in work at this project size as well. MAs participate in Business Development meetings with other senior staff members.

Substitution Methodology: Doctoral degree in psychology, sociology, public health, or related field and at least 3 years of the above noted

Managing

I

Masters 4 Managing Associates (MAs) lead technical tasks, manage budgets, timelines and resource plans for projects, ensure technical quality control, supervise staff and assist in business development. MAs must continue to develop a professional niche and advance their managerial skills with the support of senior staff. An MA is responsible for project reports and contributes to or serves as the sole author of major sections of reports including the interpretation of findings and recommendations. MAs serve as staff supervisors. A Managing Associate I can implement a task or serve as Project Director for projects and large tasks (generally $100K-$250K) with supervision. This includes managing budgets, timelines and staff members supporting the task. MAs communicate periodically with clients at a PD’s request;

and take the lead in proposals valued in the same range.

II

Masters 4 An Associate II’s primary responsibilities are to lead and manage project tasks, ensure technical quality control over assigned research, evaluation and other tasks, and assist in writing proposals. All Associates (I and II), as developing professionals, are expected to demonstrate their commitment to develop their expertise in a chosen content area and task management skills under supervision of senior staff. An Associate II summarizes findings and writes major sections of reports pertaining to findings and their implications with minimal supervision. An Associate II can implement a task or small project or proposal (e.g. up to $100K) with close supervision. This includes managing budgets, timelines and staff members supporting the task.

Associate IIs can develop business leads.

I

Masters 3 An Associate I’s primary responsibilities are to lead and manage project tasks, ensure technical quality control over assigned research, evaluation and other tasks, and assist in writing proposals. All Associates, as developing professionals, are expected to demonstrate their commitment to develop their expertise in a chosen content area and task management skills under supervision of senior staff. An Associate summarizes findings and writes major sections of reports pertaining to findings and their implications with minimal supervision.

Associate Is can lead small projects and advanced project tasks under senior staff supervision and makes presentations. An Associate I writes technical sections for proposals.

Project Manager

Bachelors 3 A Project Manager uses project management methodology on all projects to ensure that deliverables are on time, within budget, and of high quality. Project Managers develop project schedules for each project and keeps them updated, tracks hours used against budgeted hours weekly, and shifts resources and hours as necessary and in conjunction with the Project Director.

Senior Analyst

Masters 3 Senior Analysts fill the role of project team members, where their primary focus is on executing their assigned work on research and evaluation and other technical tasks independently. A Senior Analyst fulfills Analyst duties with more complex subject matter independently. Specifically, a Senior Analyst can conduct focus groups independently with higher level participants, and write the interpretation of data for reports. A Senior Analyst must demonstrate the ability to manage the quality and timelines of small tasks.

Substitution Methodology: Doctoral degree in psychology, sociology, public health, or related field and at least two years of the above noted experience.

Analyst Masters 2 Analysts fill the role of project team members, where their primary focus is on executing their assigned work on research and evaluation and other technical tasks semi- independently. An Analyst collects and analyzes qualitative and quantitative data, assists with agenda preparation for meetings, conducts basic interviews and focus groups with supervision, and provides technical assistance. An Analyst contributes some writing of background information for reports and proposals, and analyzes, summarizes and presents basic findings.

Analysts coordinate projects, proposals, or tasks, and write project and proposal correspondence. Analysts have the opportunity to conduct presentations.

Analysts oversee basic technical tasks performed by RAs and/or contracted project assistants and assist in project management.

Research Assistant

Masters 1 Research Assistants (RAs) fill the role of project team members, where their primary focus is on executing their assigned work under close supervision by Project Directors and task managers. An RA assists in the coordination and technical duties of research projects and provides administrative support, organizes and manages data and performs basic data analyses. Other duties include conducting literature reviews and setting up databases and online surveys. An RA is responsible for note-taking in focus groups and interviews, and reports findings and assembles documents for research and evaluation projects. RAs also provide proposal support (e.g. coordination, assembling background materials).

Substitution Methodology: Bachelor’s degree in psychology, sociology, public health, or related field and at least three years of the above noted experience.
