Service Contract Act: The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
Description of Labor Categories:
Professional III General Summary Upper level environmental consultant personnel who provide professional services in their specific disciplines.
Disciplines may include surveying, geology, hydrogeology, and chemistry. Professional Level III staff perform onsite reviews and technical assistance and support, and environmental project management. They are responsible for ensuring final deliverables meet all defined objectives and oversee Level I and II staff members.
Job Requirements Level III Professionals must possess a Bachelor’s Degree from an accredited school in a discipline that directly relates to a GSA Performance Work Statement requirement. Additionally, Level III Professionals will have a minimum of 11 years of directly applicable technically related experience since receiving degree required. Eight (8) years directly related experience in the subject field can be substituted for a Bachelor’s Degree.
Professional II
Mid-level environmental consultant personnel who provide professional services in their specific disciplines, under the supervision of a Professional III. Disciplines may include surveying, geology, hydrogeology, and chemistry.
Professional Level II staff interact with clients, perform second reviews of work completed by other staff members, and develop technical assessments of data collected in support of environmental cleanup projects.
Level II Professionals must possess a Bachelor’s Degree from an accredited school in a discipline that directly relates to a GSA Performance Work Statement requirement. Additionally Level II Professionals will have a minimum of 6 to 10 years of directly applicable technically related experience since receiving degree required.
Eight (8) years directly related experience in the subject field can be substituted for a Bachelor’s Degree.
Professional I
Entry-level environmental personnel who provide professional services in their specific disciplines. Professional I employees perform environmental data entry, project tracking, document review, and technical writing under the supervision of a Professional II employee or a Project Manager. Disciplines may include surveying, geology, hydrogeology, and chemistry. Professional Level I staff perform data entry, first level technical reviews of environmental data, and write draft reports under the supervision of Level II and/or Level III Professionals.
Level I Professionals must possess a Bachelor’s Degree from an accredited school in a discipline that directly relates to a GSA Performance Work Statement requirement. Level 1 Professionals will have a minimum of 1–5 years of directly applicable technically related experience since receiving degree required. Eight (8) years directly related experience in the subject field can be substituted for a Bachelor’s Degree. Four (4) years of experience and an Associate’s Degree in a directly related subject can be substituted for a Bachelor’s Degree..
