Labor Category Descriptions
1. Principal Biologist, Level 4 – Manages multiple projects, including staffing, schedule, budgeting, and approach, or provides noted technical expertise. Generally, the lead of a topic or work area and requires limited quality control (QC) direction from principals or officers. Significant team player within and across work areas and significant experience in biological and environmental data.
Education/Experience Required: This individual has a doctoral degree (PhD or ScD) and 10 years of experience.
2. Principal Engineer, Level 4 – Generally the lead of a topic or work area and requires limited quality control (QC) direction from principals or officers. Significant team player within and across work areas and significant experience in Numerical modeling of hydrodynamics and water quality in rivers, lakes, estuaries, and coastal regions; environmental impact assessments, expert testimony and permitting assistance.

Principal Expert Scientist Engineer, Level 4 – This individual is generally the expert scientist of a topic or work area and requires limited quality control (QC) direction from principals or officers. a significant team player within and across work areas and possesses significant experience in oil and hazardous material fate and impact modeling, computational fluid dynamics and hydrodynamics.

4. Scientist/Engineer/Computer Specialist, Level 3 Responsibilities: This person serves in the most senior technical position and is responsible for the design, implementation, and results of one or more projects. The individual is directly accountable for their work products and has managerial responsibility for directing individual studies/efforts.
Education/Experience Required: This individual will possess a Master of Science (MS) Degree in the discipline of interest, plus eight (8) years of relevant experience.
5. Scientist/Engineer/Computer Specialist, Level 2 Responsibilities: This person has primary responsibility for performing work for individual project tasks at the direction of a Senior Scientist (L3). This person also assists senior scientists with project design, integration, or implementation.
Education/Experience Required: This individual will possess a MS plus three (3) years of relevant experience.
6. Scientist Engineer, Level 1 Responsibilities: Individuals in this group serve as entry-level scientists. They will support the work of the Scientists (Level II) and Senior Scientists in conducting specific projects. These individuals must have demonstrated technical experience in the areas of interest for the projects being undertaken.
Education/Experience Required: This individual will possess a BS degree plus a minimum of one (1) year of relevant experience.
7. Intern – Interns work with supervision from consulting staff to gather and evaluate data, perform various analyses, and communicate results in written and oral form.
Education/Experience Required: High School, 0 years’ experience.
8. Research Leader/Sr. Associate – Work consists of planning/preparation for field work, conducting field studies, and post-field data summary. Under the general supervision of the Program Director, supervises and manages field data collection, surveys, and monitoring projects, and other aspects of biology/land use projects, particularly larger projects demanding more management and/or field time. Supervises all aspects of field research, data analysis and interpretation, and writing of project reports. Schedules personnel, vehicles, and other equipment and resources, and maintains budget requirements. Instructs and oversees personnel in methods of data collection, and provides verbal and written instructions for specific tasks. Follows procedures and budgetary restraints outlined in proposals to conclude projects on budget and on time. Produces proposals, reports, and other technical documents. Conducts field procedures, including surveys, monitoring, mapping, photographing, and data recovery.
Education/Experience Required: M.S. in Biology, Ecology, Land Use or Environmental Planning, Botany, Environmental Science, Natural Resource Management, or a related field, in conjunction with a minimum of five (5) years field experience. Familiar with NEPA and other federal and state regulations. Certified in Basic First Aid and CPR training.
9. Associate (Level 2) – Works with Task Manager to define, manage, and compile data.
• Performs analytical and writing tasks

• Some programming duties as related to data analysis
• Ensure adequacy and legitimacy of data

• Devise and implement efficient and secure procedures for data management

10. Associate (Level 1) – – Works with Task Manager to define, manage, and compile data for analysis.

• May assist with development of technical reports for project clients

• Write code to assist in data analysis

11. GIS Technician - Performs as a GIS technician under periodic supervision. Involved in a variety of tasks as detailed in each individual task order, such as field sampling and data collection, analysis of data, creating GIS and mapping products, and assisting staff in locating and displaying data. All work performed will be for a specified fishery management, resource protection, habitat conservation project or a specified scientific research project.
Education/Experience Required: Bachelor’s degree from an accredited college or university in geography or field of study relating to the specific task order plus a minimum of one (1) year of demonstrated experience in the field directly related to each individual task order study.
12. GIS Specialist - Performs independently as a GIS professional. Able to independently design and develop GIS projects in consultation with scientific staff. Involved in a variety of tasks as detailed in each individual task order, such as field sampling and data collection, analysis of data, creating GIS and mapping products, and assisting staff in locating and displaying data. All work performed will be for a specified fishery management, resource protection, habitat conservation project or a specified scientific research project.
Education/Experience Required: Master’s degree plus a minimum of three (3) years of demonstrated experience in the field directly related to each individual task order study.
13. Research Analyst - Research Associates or Research Analysts work with supervision from consulting staff to gather and evaluate data, perform various analyses, and communicate results in written and oral form.
Required knowledge, skills and abilities: undergraduate training in a variety of disciplines (e.g., economics, environmental science, mathematics) with an emphasis on quantitative coursework and writing skills.
Education/Experience Required: BA/BS; O years experience.
14. Software Programmer/Web Developer (Level 1) – Entry level Programmer/Developer assists Level 2 or Level 3 programmers by applying the principles of software engineering to assist with the development, maintenance, testing, and implementation of computer software based on the requirements defined by the Senior Programmer/Developer. This involves the actual writing and unit testing of software programs that meet the specific requirements provided.
Education/Experience Required: BA/BS plus 0 years’ experience.
15. Software Programmer/Web Developer (Level 2) – Mid-level Programmer/Developer performs tasks in direct support of a project manager. This person also assists level 1 programmers and performs peer reviews to ensure quality code. This person also assists level 3 programmers by applying the principles of software engineering to support the design, development, maintenance, testing, and implementation of computer software based on the requirements defined by the client and level 3 programmers. This involves participation in the design, and the actual writing and unit testing of software programs that meet the specific requirements necessary.
Education/Experience Required: BA/BS plus three (3) years of experience.
16. Software Programmer/Web Developer (Level 3) – Senior Programmer/Developer is responsible for the overall design and implementation of one or more projects. This person has managerial responsibility for directing the level 1 and level 2 programmers on a project, ensures the appropriate application of software engineering principles, is responsible for the proper design, development, maintenance, testing, and implementation of computer software based on the requirements defined by the client. This involves the oversight and review of the work completed by the level 1 and level 2 programmers, driving the design of the solution required, the actual writing and unit testing of software programs that meet the specific requirements necessary, and the review of the software programs written by the level 1 and level 2 programmers. This person meets directly with the client as needed to ensure requirements are understood and are being met. The Senior Programmer/Developer maintains key knowledge of the project and provides quick turn-around when questions are raised by client and the software user-groups.
Education/Experience Required: Masters Degree plus three (3) years of experience.
Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
