MANAGEMENT CATEGORIES.

Senior Project Manager Education: BA or BS and 10 years’ experience required or 12 years relevant experience.

Duties: Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Program Manager, this individual is responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.

Performs enterprise wide horizontal integration planning and interfaces to other functional systems.

Project Manager Education: BA or BS and 3 years’ experience required or 5 years relevant experience.

Duties: Serves as the project manager for a task order or a group of task orders affecting the same common/standard/migration system and shall assist the Program Manager in working with the government management personnel and customer agency representatives. Under the guidance of the Program Manager, this individual is responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems.

CONSULTING CATEGORIES Senior Executive Consultant Education: MA or MS degree with 10 years’ experience or 18 years of consulting experience.

Duties – Serves as the senior technical architect or advisor for strategies for designing and implementing large-scale, highly complex systems involving information processing, communications, and transformation strategy. Knowledgeable of emerging technologies, organizational disciplines, and process improvement methodologies.

Senior Consultant Education: MA or MS degree with 5 years’ experience or 10 years of industry experience.

Duties: Identifies appropriate areas of research, evaluates feasibility, and develops priorities, develops methodologies, establishes methods and procedures to assure quality of data collected. Identifies questionable or erroneous data, reviews and determines statistical accuracy of studies compiles or reviews conclusions and research summaries. Analyzes user needs to determine functional requirements as they apply to management processes, IT systems, or solutions. Works as a member of a team and demonstrates superior oral and written communications skills. Approves draft reports, identifies areas suitable for follow-up studies. Supervises and directs research staff.

Data Architect Consultant Education: MS and 2 years’ experience required or 5 years relevant experience.

Duties: Design and builds relational databases for data storage or processing. Develops strategies for warehouse implementation, data acquisition, and archive recovery. Cleans and maintains the database by removing and deleting old data. Evaluate new data sources for adherence to the organization’s quality standards and ease of integration. Has knowledge of commonly-used concepts, practices, and procedures within a particular field.

Business Case Consultant Education: BA or BS degree with 7 years’ experience or 10 years of consulting experience.

Duties: Plans, organizes and conducts research, collects, records, and analyzes and evaluates facts relative to customer strategic and operational environment. Develops research methodology, procedures and tools for data collection; develops documentation for defining reports; develops justifications for IT portfolio investment, improved business process and organizational change management. (Business Case Consultant continued) plan and OMB 300 reporting. Reports IT development alignment with user needs to determine functional requirements are met as they apply to management processes, IT systems, or solutions. Consultant Education: BA or BS degree with 3 years’ experience or 8 years of industry experience.

Duties: Plans, organizes and conducts research, collects, records, analyzes and evaluates facts. Develops research methodology, procedures and tools for data collection; develops documentation for defining reporting fields; develops sampling and quality control techniques; writes and/or designs and modifies computer applications, programs and/or databases to perform data analysis; edits, modifies and compiles statistical data. Reviews data to determine statistical accuracy of data files and reports identified erroneous or questionable data; develops conclusions, makes recommendations; interprets trends and results of studies; and drafts reports and studies. Analyzes user needs to determine functional requirements as they apply to management processes, IT systems, or solutions. Works as a member of a team and demonstrates superior oral and written communications skills.

Call Center Business Analyst Education: BS degree and at least 3 years of progressively responsible related experience.

Duties: Works directly with the customer service management team analyzing contact center and customer service data to plan and forecast the impact that customer contacts (phone and e-mail, other channels) will have on daily operations (i.e. service level targets, scheduling needs, agent handle times, etc.) to ensure effective and efficient operations. Generates custom, system and ad hoc reports related to contact center and customer service business performance measures and use technical and business knowledge for evaluating and developing reports, queries, scenarios and requirements to assist and guide the management of the multiple retail customers service locations. Serves in s vital role for ensuring a positive customer experience through the ability to develop and delivery timely and accurate forecasts and reports to assist management in decision making to meet designated performance targets.

Curriculum Developer Education: BA or BS degree or at least 3 years’ experience in developing and providing training.

Duties: Designs and develops leader-led and/or self-paced instructional programs and materials. Applies instructional systems design (ISD) theories and adjust learning principles. Conducts evaluations and revises programs and materials based on feedback. Utilizes desktop tools and multi-media design tools to develop learning solutions. Leverages the knowledge of subject matter experts. Assesses customer needs, provides recommendations, and develops solutions.

(Curriculum Developer continued) Understands how training interventions fit within a business solution. Supervises and directs training staff.

Education: BA or BS degree or at least 1 years’ experience in developing and providing training.

Duties: Conducts research necessary to develop and revise training courses. Develops and revises these courses and prepares appropriate training catalogs. This individual develops all instructor and student materials to include course outline, background material, and training aids, course manuals, workbooks, handouts, completion certificates, and course critique forms. Trains personnel by conducting formal classroom courses, workshops, seminars, and/or computer based/computer aided training. Supervises and directs training staff.

Technical Writer Education: BA or BS degree or at least 3 years’ experience in developing and providing training.

Duties: Organize material and complete writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology. Maintain records and files of work and revisions. Edit, standardize, or make changes to material prepared by other writers or establishment personnel. Confer with customer representatives, vendors, plant executives, or publisher to establish technical specifications and to determine subject material to be developed for publication. Review published materials and recommend revisions or changes in scope, format, content, and methods of reproduction and binding. Select photographs, drawings, sketches, diagrams, and charts to illustrate material. Study drawings, specifications, mockups, and product samples to integrate and delineate technology, operating procedure, and production sequence and detail. Interview production and engineering personnel and read journals and other material to become familiar with product technologies and production methods. Observe production, developmental, and experimental activities to determine operating procedures and detail. Arrange for typing, duplication, and distribution of material. Assist in laying out material for publication. Analyze developments in specific field to determine need for revisions in previously published materials and development of new material. Review manufacturer’s and trade catalogs, drawings and other data relative to operation, maintenance, and service of equipment. Draw sketches to illustrate specific materials or assembly sequence.

ADMINISTRATIVE CATEGORIES

Administrative Assistant/Documentation Education: High school diploma or GED, Entry level – experience in the appropriate area.

(Administrative Assistant/Documentation continued) Duties: Provides general-purpose administrative and clerical support for project tasks. May include secretarial, word processing, graphics, desktop publishing, editing, documentation and coordination.

The labor category that falls under the requirements of the Service Contract Act (SCA) (i.e. non-exempt labor category) is identified in the matrix below. The price for this labor category meets or exceeds the requirements in the SCA Wage Determinations identified below. The matrix and narrative are incorporated into this contract and must also be included in the contractor’s electronic price list in GSA advantage.

The SCA is applicable to this contract and it includes SCA applicable labor category. The prices for the indicated SCA labor category is based on the U.S. Department of Labor Wage Determination Number(s) identified in the matrix. The prices offered are based on the preponderance of where work is performed, and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.

The method of escalation for the SCA labor category will be the same as the exempt labor categories.
