1. Labor Category Description for Analyst I

Commercial Job Title: Analyst I

Minimum or General Experience: 25 or more years of directly related experience. The Analyst I must possess training or equivalent experience in one or more of the following functional areas: test and evaluation; RF measurement;

quality assurance; workflow and imaging; data acquisition, mining, analysis and storage; information architecture;

knowledge management; or mission planning. Significant demonstrated data manipulation skills are required.

Functional Duties and Responsibilities: Act as recognized expert in one or more specialized functional areas such as data gathering and analysis. Develop workable action plans, schedules, and data requirements. Document the results of test/demonstrations, user audits and interviews, in-progress reviews, and other milestone activities ensuring items are noted and adhered to in data gathering and software development. Perform analysis of the program and make recommendations in conjunction with the assigned Program Manager. The Analyst I may be required to visit customer sites to capture data on which to perform analysis.

There is significant travel required in order to successfully fulfill the position’s functional duties and responsibilities.

The ability to move objects of up to 25 pounds is required.

The Associate Analyst must possess training or equivalent experience in one or more of the following functional areas: test and evaluation; RF measurement; quality assurance; workflow and imaging; data acquisition, mining, analysis and storage; information architecture; knowledge management; or mission planning. data collection, instrumentation of various specialized test instruments, test and evaluation. A basic level of data manipulation skills is required.

Functional Duties and Responsibilities: Work in a specialized functional area such as data gathering and analysis. Assist in the development of workable action plans, schedules, and data requirements. Assist in generating and documenting the results of test/demonstrations, user audits and interviews, in-progress reviews, and other milestone activities ensuring items are noted and adhered to in data gathering and software development. Perform data collection tasks using a variety of techniques including but not limited to video data, automated as well as manual operator data logger, system-under-test data and some truth data systems. Install, initialize and operate data collection instrumentation to include Spectrum Analyzers, Signal Collection devices and other specialized test instrumentation. Harvest data from various instrumentation sources using techniques determined appropriate by the Program Manager or designee and, as directed, prepare data for analysis purposes. Perform Test Observer duties as assigned.

Work will be performed under the direction of the assigned Program Manager. The Associate Analyst may be required to visit customer sites to capture data on which to perform analysis. There is significant travel required in order to successfully fulfill the position’s functional duties and responsibilities. The ability to move objects of up to 50 pounds is required.

Minimum Education: Bachelor’s Degree in Engineering, Computer Science, Business Administration, Science or Arts (or other appropriate field). Up to five (5) years of directly related experience and/or military service may be substituted for the Bachelor’s degree.

Commercial Job Title: Subject Matter Expert

Minimum or General Experience: 20 or more years of directly related and demonstrated experience in a particular discipline or subject matter, including but not limited to Electronic Warfare, Combat Identification, Distributed Kill Chains, Data Fusion, Intelligence, Surveillance and Reconnaissance Systems, National Technical Means, Air Defense, Suppression of Enemy Air Defense, Air Surveillance Systems, Radars, Radio Frequency Measurement, etc.

Coordinate and manage the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems.

Functional Duties and Responsibilities: Direct the efforts -- on one or more active programs -- of technical teams composed of information technology, engineering and scientific professionals. Manage expenses, track milestones on schedules and complete performance requirements. Direct the overall technology/research development, financial management, staffing & resource allocation, and evaluates individual performance. Engage in the expansion of the scope of the projects and market additional capabilities of Mercury Solutions, Inc.

Develop and deliver oral and/or written reports to the customer or assigned representative. Interacts with various levels of personnel from both within and outside the company resolving issues as necessary. All deliverables will be approved at this level.

Functional Duties and Responsibilities: Define and execute requirements analysis, planning, design, software development, testing and validation. Develop and apply complex advanced technologies, scientific principles, theories and concepts in related technical disciplines acting as the principal technical contributor on the program. In addition, the Engineer II may be called upon to deliver technical presentations and engineering updates to Senior Program Management, clients or other entities as may be required. Occasionally, the Engineer II may be called upon to act as a Program Manager on smaller efforts.

Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Engineering Services (PES) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
