LABOR CATEGORY TITLE EDUCATION EXPERIENCE
Senior Specialist PhD 15 years Provides high level technical expertise in their subject area and is professionally recognized as an expert in their field. Provides technical advice, and counsel to other professionals and brings both specialty and broad experience to review new developments and problem solutions generated by others. Serves as technical expert on projects which include specialty area. Generally, operates with wide latitude and limited oversight. Plans, conducts, and supervises projects of major significance that require advanced knowledge and the ability to develop and apply new and unique methods and procedures. Example discipline areas include photogrammetry, remote sensing, digital image processing, GIS analyses, geological interpretation and mapping, hydrogeology assessments, vegetation mapping and habitat modeling, land cover and land use mapping, landscape architecture and general planning, or similar discipline areas relevant to environmental applications.
Specialist Masters 12 years Requires advanced professional knowledge and skills in appropriate geospatial discipline(s), such as GIS and remote sensing, for environmental applications. Under minimal direction, provides the expertise of an experienced practitioner and applies advanced concepts and techniques to unconventional problems.
Capable of handling complex assignments requiring the development of new or improved techniques and procedures. Develops and evaluates plans and criteria in terms of quality assurance and quality control.
Analyzes technical problems. Conducts GIS-related studies including data gathering, conversion and analysis of geospatial data. Assembles technical data and prepares data documentation or metadata for all project work. Monitors, coordinates and/or provides direction on quality control efforts within area of responsibility. Participates in project design and proposal writing. Conducts client needs analyses and performs technical elements of projects.
Project Manager Masters 15 years Responsible for the overall management of tasks performed under each contract. Management activities typically include defining project requirements, establishing budgets and schedules, allocation of staff and other resources and the management and oversight of other staff and subcontractor's activities. Designs work plans to define project deliverables and milestones and realistic schedules. Primary point of contact to customers for contract issues. Monitors project performance for compliance to schedules, quality, and other contract terms and conditions. Discipline background in environmental field, preferably with emphasis on GIS and remote sensing.

Project Leader Masters 10 years Coordinates a technical team that provides geospatial support for environmental applications. Participates in definition of proposals and project plans. Develops and evaluates plans and criteria in terms of quality assurance and quality control. Provides technical lead and support for many or all aspects of project activities, including data gathering, conversion, analyses, and reporting. Monitors, coordinates and/or provides direction on quality control efforts for specific projects. Coordinates project work assignments and provides technical guidance and training to other professional staff. May act as principal investigator for research and development projects. Discipline background and professional experience in appropriate geospatial field, such as GIS, remote sensing, geography, geology, biology, environmental science, or similar discipline area.
Senior Analyst Masters 8 years Requires senior professional knowledge and skills in appropriate geospatial discipline(s), such as GIS and remote sensing, for environmental applications. Under minimal direction, provides the expertise of an experienced geospatial practitioner and applies advanced concepts and techniques to unconventional problems. Carries out complex assignments requiring the development of new or improved techniques and procedures or alternative solutions. Conducts geospatial studies using GIS methods including data gathering, conversion and analysis of geospatial data. Assembles technical data and prepares data documentation or metadata for all project work. Monitors, coordinates and/or provides direction on quality control efforts within area of responsibility. Conducts client needs analyses and participate in proposal writing and project design.
Analyst Bachelors 3 years Requires the application of professional knowledge and skills in the mapping (GIS) and/or remote sensing sciences. Under the direction of a technical manager, applies full competency in GIS studies related to functional area of assignment. Conducts data gathering, conversion, analysis, manipulation and processing of spatial data using GIS, image processing, or database software. Prepares data documentation or metadata for GIS projects. Recommends solutions to problems. Participates in or conducts client needs analyses. Monitors and coordinates quality control efforts and/or provides direction on quality control efforts within area of responsibility. May participate in project design and proposal writing.
Junior Analyst High School Diploma 0 years (must demonstrate aptitude for using geospatial data processing software)
Works under close supervision and executes well-defined project tasks. Performs simple geospatial project work while developing professional proficiency. Applies standard practices and techniques in specific situations which may include the following: data gathering; conversion and analysis of GIS data; data documentation or metadata for GIS Projects.
Secretary High School Diploma 3 years Under management supervision, performs routine office duties, including word processing, phone receptionist, office and equipment supplies, equipment, maintenance contracts, and other office support as needed.
Clerk High School Diploma Qualified user of standard word processing applications
Under general supervision, performs routine office duties including typing, filing, and receptionist duties. Requires proficient typing skills and word processing training.
