Principal Consultant I

Work includes security program development, business process analysis, policy development, architecture and requirements definition, definition of life-cycle management operations, and establishment of security awareness programs. Coordinates and technically leads major security projects, as well as security professional staff, and is capable of integrating business and technical concepts into complete security solutions. Maintains Government security clearance. Requires a bachelor’s degree in business or engineering from an accredited institution and 8 or more years of security related experience, or 13 or more years of related experience with a lesser or no degree.

Consultant

A mid-level, yet experienced professional who performs selective engineering and business and policy analysis tasks in the research, development and design of security solutions. Work includes collection and analysis activities in support of requirements generation, design, test and implementation of security solutions. Work requires strong fundamental engineering and problem solving skills and the ability to work with peers and supervisory staff. Maintains Government security clearance. Requires a bachelor’s degree in business or engineering from an accredited institution and 5 or more years of security related experience, or 10 or more years of related experience with a lesser or no degree.

Quality Assurance Analyst

A highly experienced professional who performs a variety of complex and routine quality and data management and analysis activities. Works closely with Program Managers and Consultants in managing customer activities to ensure customer products and solutions are delivered in accordance with contract requirements. Requires extensive working knowledge of organizational practices and procedures and the interaction with staff at all levels of the organization. Requires a bachelor’s degree and 5 or more years of related experience, or 10 or more years of related experience with a lesser or no degree.

Research Analyst

A junior level professional who performs routine security assignments under general supervision. Assists in the definition, design and implementation of security solutions by collecting and compiling information or data, searching references, assisting in analyzing results, and documenting results. A bachelor’s degree in business or engineering with some level of security coursework is preferred.

Data Analyst

A relatively experienced professional who performs a variety of routine administrative and customer management duties. Requires general knowledge of organizational practices and procedures and the interaction with appropriate staff. Requires a bachelor’s degree, or 5 or more years of related experience with a lesser or no degree.

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire MOBIS Schedule and all services provided. While no specific labor categories have been identified by A & N Associates Inc. as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300) as stated in an option letter received from Mr. Yuriy Dzambasow on March 11, 2010, this contract still maintains the provisions and protections for SCA eligible labor categories. A & N Associates Inc. does understand should they add labor categories to their contract subject to the SCA, they would need to submit a SCA matrix identifying those labor categories. They would also be responsible for paying, at a minimum, the prevailing wage rate and fringe benefit rate requirements in the current Index of Register of Wage Determinations under the Service Contract Act incorporated into the contract.
