Performance History
DISTRICT OF COLUMBIA DEPARTMENT OF PUBLIC WORKS – RECYCLING ADVISORY SERVICES
RRS was contracted from 2017 to present (as of posting of the document) by the District of Columbia Department of Public Works (DC DPW) to provide various advisory services including contracts development, waste flow and contamination evaluation, and other areas related to recycling. As part of this work, RRS has performed the following activities.
• Waste sort – RRS conducted waste audits to inform the development of a solicitation with recycling contract terms and language informed by best practices to meet the District’s operational, environmental, and financial goals.
• Process and technology solutions – RRS evaluated and proposed process and technology solutions for identifying contaminated loads of recycling and rejecting loads and/or reclassifying loads to reduce and hold accountable contaminated loads of recycling brought to the transfer station by commercial haulers.
• Identify sources of contamination – RRS reviewed data and pictures associated with loads of recyclables rejected by the material recovery facility which processed the District's recyclables and scale ticket data to identify potential sources of contamination. The team provided recommendations on how to reduce contamination in the stream.
• Outreach campaign – RRS provided expert communications, social media, and public engagement guidance to support multi-lingual education about acceptable materials for curbside recycling and educational video creation.
DISTRICT OF COLUMBIA DEPARTMENT OF PUBLIC WORKS – COMPOST FEASIBILITY STUDY
RRS was hired by the District of Columbia Department of Public Works (DC DPW) to complete a composting collection progress and feasibility report. RRS developed an analytical model to address generation and potential capture of source separated organics (SSO) in a curbside program for residents serviced by DC DPW. The report also includes generation rates and potential capture of SSO from commercially serviced multi-family residents, and the industrial, commercial, and institutional (ICI) sector. In addition, the feasibility of a commercial landscaper yard waste drop-off program was assessed. Finally, RRS examined the regional processing capacity of the Washington D.C. area, and the possibility of moving SSO through the transfer stations to a nearby processing facility. At the end of the assessment, RRS provided recommendations of transfer and a roll-out plan for the SSO curbside collections program. The Compost Feasibility Study, issued in May 2017, provides an overview of the compost initiatives underway in the District and assesses the feasibility of the District implementing an organics curbside collection program.
DISTRICT OF COLUMBIA DEPARTMENT OF PUBLIC WORKS – CO-DIGESTION FEASIBILITY STUDY
RRS worked with subcontractors Storm Fisher and JKMuir to evaluate the feasibility of diverting commercially and industrially derived food waste generated in the District of Columbia to the District Water’s Blue Plains Advanced Wastewater Treatment Plant (WWTP) for anaerobic digestion. The project evaluated institutional, commercial, and industrial (ICI) organic waste streams as described in the Compost Collections Progress Feasibility study to determine which specific sectors and streams were most appropriate for anaerobic digestion at the District’s WWTP. The project summarized WWTP digestion-related facility capital improvement requirements, provided options for capital construction of a new organics receiving facility, and discussed transportation costs and constraints of low solids food waste. The study included a detailed economic analysis demonstrating the feasibility of the plan in comparison with other disposal and recovery options. The feasibility study focused on defining the scale and scope of a project in consideration of the District Water’s current operational constraints and economics.
US EPA REGION 4 – INTEGRATED SOLID WASTE MANAGEMENT TOOLS
EPA Region 4 sought to develop tools to help local governments in the region with integrated solid waste management (ISWM) planning. EPA Region 4 hired CSRA and RRS (as a subcontractor) to help propose a set of tools to state solid waste managers from the eight states in Region 4, help the states choose a handful of tools to be developed, and then to develop the tools. EPA Region 4 sought the expertise of parties with on-the-ground solid waste management experience. RRS was hired to develop ideas for possible tools to propose to the state solid waste managers, and once three tools were chosen from the list of options, RRS was hired to develop two of those tools. RRS developed tools that can be used by local governments throughout the Southeast to help them with the challenges of integrated solid waste management: a Full Cost Accounting Guide for ISWM and Benchmarking Analytics for ISWM. These free tools are hosted on the Southeast Recycling Development Council (SERDC) website.
• An Introduction to Funding and Accounting is a guide to assist local governments with analyzing and maximizing their solid waste systems to identify, collect, track, and analyze costs associated with their services. The tool helps solid waste/recycling personnel and their elected leadership to ask appropriate questions and introduces methods of funding to assist in optimizing their community program based on local conditions.
• The Recycling Program Scenario Model is an Excel®-based model that uses community-specific data (e.g., location, number of households, participation level, etc.) to calculate estimates for various recycling program scenarios including collection types, hub-and-spoke models and more.
COLORADO DEPARTMENT OF PUBLIC HEALTH & ENVIRONMENT – NEXTCYCLE END MARKET DEVELOPMENT
PROGRAM
The Colorado Department of Public Health & Environment (CDPHE) Integrated Solid Waste and Materials Management Plan is organized to more than double the state’s recycling rate by 2036. Achieving this goal will require the development of strong regional infrastructure as well as a robust end market system. Although there are viable local end markets in the state of Colorado (e.g., composters, glass bottlers, fiberglass and cellulosic insulation, small scale plastic operations, etc.) the majority of Colorado’s recyclables are shipped out of state, or even out of country for remanufacture. Building upon our previous market development work with CDPHE, RRS worked with CDPHE to leverage existing grant fund dollars to provide direct economic support and incentives to develop local recycling markets. NextCycle is designed to stimulate cross sectional teams (private sector, public sector, universities, investors, and others) to innovate local and regional ideas for end market development. As teams advance through NextCycle, they are given access to an increasing level of data and assistance including a data room and content library, a technical advisory committee, and full project team staff. These resources help the teams transform their initial ideas into viable business plans. By the end of the NextCycle process, the teams had fully formed business plans, could apply for grant funding, and were ripe for private sector investment and support.
MICHIGAN DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY – NEXTCYCLE MICHIGAN
RRS is deploying its partnership and innovation tools, NextCycle and the Renew Partnership Portal, to support the state of Michigan in reaching its 45% recycling rate. The work is targeting the necessary improvements to recycling infrastructure and end markets required to create a more robust circular economy. In early 2020, RRS was awarded a state-wide, multi-year contract to deploy the NextCycle Michigan and Renew Partnership Portal platforms to establish partnerships to grow material recovery and recycled-content businesses in Michigan. The work is guided by a baseline data-driven gap analysis that identifies specific areas of opportunity within the state and the necessary resources to direct to those opportunities. The NextCycle Michigan Innovation Challenge tracks recruit public and private sector teams and support their success in organics, collaborations, small-scale improvements, recycling technology, supply chain infrastructure, and roads. The teams receive access to data, mentoring, and potential funding from state and private investors. NextCycle Michigan, an idea accelerator program, is unique in that it leverages both public and private funding to support small- to large-scale projects that have environmental, economic, and societal impact. RRS established the program’s structure, manages the implementation and continued operation, is developing a web-based team engagement and application portal, and tracks and reports metrics. RRS works with subcontracted partners, including the Michigan Recycling Coalition and Centrepolis Accelerator, to build teams, identify sponsors/investors, and advance the program.
Additionally, RRS provides communications planning and management, website development, and continued outreach to promote the initiative and recruit participation.
OHIO ENVIRONMENTAL PROTECTION AGENCY – SOLID WASTE PLAN UPDATES
RRS was engaged by the Ohio EPA under subcontract to assist in producing plan updates for Districts that failed to produce an acceptable solid waste management plan per state requirements. The Ohio EPA identified Districts that RRS was then authorized to intervene in order to undertake plan development steps that met the requirements of the District Solid Waste Management Plan Format and utilized the applicable provisions of the State Solid Waste Management Plan. As part of this work RRS contributed to tasks that resulted in:
• Updating the District’s system inventories;
• Obtaining updated information on residential, commercial and industrial waste generation and waste management practices;
• Evaluating District recycling processing infrastructure, assessing the adequacy of existing recycling opportunities (primarily for the residential and commercial sectors), and determining what new programs and/or program modifications can be implemented to make waste reduction cost-competitive;
• Evaluating current transfer station and landfill facilities available for disposing of District waste. Key issues include whether adequate competition and capacity exist in the marketplace and what trends may occur during the planning period; and
• Ensuring adequate funding mechanisms to implement the strategies and programs recommended in plan updates.
CITY OF ANN ARBOR, MICHIGAN – CITYWIDE INTEGRATED WASTE MANAGEMENT SERVICES
RRS has long been a partner with the City of Ann Arbor dating back to 1995. Through our long partnership, RRS has assisted the City in the following areas:
• Solid Waste Planning and Strategy – Solid waste plans; established recycling at public recreational facilities, schools, and institutions; implementation of solid waste/recycling projects including transfer station relocation, MRF upgrades, relocation and expansion of compost processing area and design, permitting and procurement of a relocated and expanded drop‐off station.
• Commercial Recycling - Feasibility studies; commercial business strategy development, implementation, and financial planning; recycling requirements for all businesses, independent of whether serviced by the City;
increased recycling collection services to small businesses using curb carts; alliances with area governments to support regional commercial recycling; technical support to businesses in reducing waste and maximizing recycling.
• Financial Performance - Change funding strategy from solid waste millage to an enterprise fund to ensure long‐term viability and self‐sufficiency of services; performance-based contracting for recycling services;
business case justification for transfer station, recycling facility, compost facility and super drop‐off expansions/upgrades; capital funding for MRF/transfer station and recycling collection upgrades.
• Policy Development - Ordinance, rule and regulation development required for implementing the recommended commercial recycling programs; assistance in soliciting, evaluating, and contracting with franchise collection hauler.
• Organics/Composting – Assessment of composting processing contracting options; designed/oversaw construction of compost pad expansion; expanded pilot program for food waste composting.
FOUNDATION FOR CHEMISTRY RESEARCH AND INITIATIVES – MATERIALS RECOVERY FOR THE FUTURE
The Materials Recovery for the Future (MRFF) program, is an RRS-designed research project to develop new sorting, reprocessing and end markets to achieve post-consumer curbside recycling of the fastest growing category of consumer packaging, flexible plastic, and films. It is housed at The Foundation for Chemistry Research and Initiatives (FCRI), a non-profit research arm of the American Chemistry Council (ACC). For five years MRFF brought together brands, manufacturers, packaging companies, retailers, and the recycling industry to conduct comprehensive sorting research, material recovery facility (MRF), and end market testing that culminated in a proof-of-concept pilot in the north central region of Pennsylvania. RRS provided facilitation, annual action planning, as well as project management to execute the collaborative research program through the value chain. RRS also provided engineering, communications, and project coordination for the MRF testing, equipment lad testing, and pilot installation of equipment. Additionally, RRS identified current and future end markets for the sorted material and prepared economic analyses.
SOUTHEAST RECYCLING DEVELOPMENT COUNCIL – TENNESSEE DEPARTMENT OF ENVIRONMENT AND
CONSERVATION CHARACTERIZATION OF THE RECYCLING ECONOMY IN TENNESSEE
RRS contracted with the Southeast Recycling Development Council (SERDC) to assist the Tennessee Department of Environment and Conservation (TDEC) in a characterization of Tennessee’s current recycling economy, material flow, and potential opportunities that could increase local government collection of key recyclable materials. RRS analyzed how the five traditional household recyclable materials (paper, glass, aluminum, steel, and plastic) move from generation, to collection, to recycling and processing, and then as a feedstock input for mills and local manufacturing processes. RRS developed a web-accessible map of collection points in the Tennessee materials market which allowed users to visualize both the material flows and end uses. The map allowed a recycle-shed delineation of commodities needed by local mills and end users within the state. Finally, RRS assessed the status of local recycling programs and their access to collection services, location, and capacity of the recycling markets, identified the regional end users and manufacturers, and developed projections on what the economic impact would be with expanding recycling programs locally.
SOUTHEAST RECYCLING DEVELOPMENT COUNCIL – SYMPOSIUM TO ADVANCE PACKAGING STEWARDSHIP IN
THE SOUTHEAST
The Southeast Recycling Development Council (SERDC) entered into a cooperative agreement with the U.S.
Environmental Protection Agency (US EPA) Region 4, to improve the practice of sustainable materials management (SMM) in the Southeast. RRS coordinated with SERDC to develop a Southeast-tailored background document that covered the current state of packaging recovery including policies, players, stakeholders, and infrastructure that have led to both successes and challenges; identification of opportunities and advantages (cost and environmental) for increased recovery; and identification of where to increase focus of packaging recovery efforts. RRS hosted a one-day Symposium in Atlanta, Georgia targeting the following audience:
stakeholders from all included states (AL, AR, FL, GA, KY, LA, MS, NC, SC, TN, VA), as well as the public, private, and non-profit sectors including: state and local solid waste and recycling officials; product manufacturers and retailers; packaging manufacturers; collectors and recyclers; owners of manufacturing facilities reliant upon recycled material; brand-owners; environmental non-profit organizations; and product stewardship organizations. RRS developed an action plan that focused on the reduction in the volume of packaging materials entering the MSW stream while addressing local government costs, as well as reductions in greenhouse gas emissions and the creation of recycling jobs. After the symposium, a collaboration of stakeholders formed to work toward increasing recovery throughout the country, beginning with the Southeast. RRS developed governance documents to outline the function of the group. RRS and “SERDC 120” recruited communities, developed recovery opportunity profiles, and evaluated a financial contribution for each community’s level of participation interest. The project culminated at Walmart’s Sustainable Product Expo where RRS presented the findings from the 120 days of outreach, data gathering, and analysis in a data and graphic rich format that emphasized the recovery potential for each potential project in the Southeast. RRS worked with Curbside Value Partnership to outline a plan to continue the momentum and evolve the project into the Recycling Partnership initiative.
CARTON COUNCIL – BUILDING CARTON RECYCLING ACCESS NATIONWIDE
RRS is directly responsible for management of a nationwide supply chain development campaign for the Carton Council of North America, a group of carton manufacturing companies leading the recovery of cartons for recycling. The campaign aims to increase household access to shelf-stable and refrigerated carton recycling across the United States. As part of the campaign, RRS applies material flow models and GIS to forecast available volume of post-consumer cartons from residential, commercial and institutional sources; tracks the progress of MRFs across the U.S. to receive, process, and market post-consumer cartons; works closely with suppliers of MRF equipment systems to co-market the carton recycling program to MRFs; uses RRS data tracking tools to match recycling transfer stations and hauler networks to specific MRFs, and prioritizes the adoption of carton recycling into community recycling programs (curbside, drop-off, schools, etc.). RRS provides the Carton Council with data on access to carton recycling in real time, monitoring over 8,000 community recycling programs nationwide. This data helps to identify opportunities to make investments and conduct campaigns to build access to carton recycling and increase recovery of cartons.
VARIOUS CLIENTELE - TRUCYCLE® RECYCLABILITY/COMPOSTABILITY ASSESSMENT
In response to the ever-changing packaging waste stream, RRS has worked with a variety of organizations to evaluate the recyclability or compostability of product packaging in the U.S., Canada, Europe, and a variety of international markets. Acknowledging that collection does not always equal recoverability, RRS developed TruCycle® to assess the compatibility of a specific material with each life cycle stage in the recovery value chain.
TruCycle® assessments are done to inform product development and gain a realistic understanding of the recoverability of packaging. RRS utilizes its community program database of US and international community recycling and/or organics recovery programs to determine access to consumer-based recycling and/or organics programs. RRS then evaluates the materials compatibility for sorting or degradability based on local policies, regulations, programs, and facility configurations. RRS then assesses the marketability of the material-to-material reprocessors the availability of resale or beneficial us of the resulting compost. For each stage of the assessment, RRS provides a detailed account of material compatibility and a high-level summary in report card format. In addition, strengths or weaknesses are identified that could improve recyclability or compostability performance. Due to the proprietary nature of the study information, most TruCycle® assessments are covered under non-disclosure agreements.
