Gray & Associates, LC, is a service-disabled, veteran-owned small business. We have been providing historical support services to the Federal government since 1998. We are experienced with staffing, book publishing, conducting oral histories, transcription, and all aspects of running a successful history program. Gray & Associates is also the publisher of Synopsis, which is the most timely publication for the House, Senate, and Conference and highlights the Defense Health Program and Medical items in Research and Procurement Appropriations. Urgent Requirements: In accordance with I-FSS-140-B URGENT REQUIREMENTS (Jan 1994), when the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract. Agencies may also contact the contractor’s representative to effect a faster delivery.

Required Education/Relevant Experience: The person in this position will hold a Master’s Degree with a minimum of 10 years of experience working in that field. This person must also be experienced in research and writing.

Management Analyst II

Assists in review of all related documentation and historical research.

Required Education/Relevant Experience: The person in this position will hold a Master’s Degree with a minimum of 5 years of experience working in that field. This person must also be experienced in research and writing.

Data Technician

Functional Responsibilities: Assists Management Analysts, Historians, and Subject Matter Experts by collecting, entering, retrieving, organizing, or maintaining historical data. Performs technical document typing and editing, desktop publishing, data entry/retrieval, report generation, and other direct technical administrative support for Management Analysts, Historians, and Subject Matter Experts. Catalogs historical data for use in creating future management plans and best practices.

Required Education/Relevant Experience: The person in this position will hold an Associate’s Degree or equivalent work experience in the field of computer system’s operations.

Subject Matter Expert/Advanced Historian

Functional Responsibilities: Researches historical events, business practices, periods, and organizations to ascertain management theories, policies, practices, and structures. Studies and analyzes collected data to formulate practices to apply to current organizations. Constructs and applies best practices and process structures based on historical research. Makes recommendations to Management Analysts and other staff regarding the identification, maintenance, and long-term preservation of historical data for future use.

Required Education/Relevant Experience: The person in this position will hold a Master’s Degree in History or related field with a minimum of 8 years of experience working in that field. A person in this position may also hold a Master’s of Library Science with a minimum of 2 years of experience in the research and archival field. Plans and conducts work requiring judgment in the evaluation, selection, and adaptation and/or modification of methodologies and tools.

Required Education/Relevant Experience: The person in this position will hold a Ph.D. in History or related field and/or a minimum of 10 years of experience working in that field. This person must also be experienced working with oral histories. A person in this position may also hold a Master’s of Library Science with a minimum of 5 years of experience in the research and archival field.

Functional Specialist/Historian

Consults with Senior Functional Specialist/Senior Historian on unusual or complex problems. Required Education/Relevant Experience: The person in this position will hold a Bachelor’s Degree in History or related field with a minimum of 5 years of experience working in that field. A person in this position may also hold a Master’s of Library Science. This person must also be experienced in research and writing.

Senior Technical Writer

Functional Responsibilities: Interacts with Functional Specialists/Historians, Analysts, Data Technicians, and the customer in the development, preparation, presentation, and publication of organizational and management concepts, information, instructions, procedures, and reports. Coordinates, assembles, reviews, researches, edits, updates, analyzes, and prepares technical reports both in hard copy and electronically. Communicates research and ideas orally and in writing; supervises the development, preparation, editing, writing, updating, and printing of historical documentation and the application of that research to modern management practices; maintains the status of writing projects and sets timely goals and dates for completion; writes, edits, and delivers technical documentation; manages, creates, and updates technical content; and uses word processing, financial/spreadsheet, presentation graphics, and desktop publishing applications and tools.

The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the Contractor adds SCLS labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
