Labor Category Descriptions Principal Investigator/Consultant
Duties - Principal investigator shall be responsible for the design, conduct, data analyses and reports of findings for all research studies tasked under this contract. It is expected that s/he will be directly involved in each phase of the research as opposed to only monitoring the efforts of others.
Minimum Education - Ph.D. or Ed.D. with concentration in social, industrial, and/or organizational psychology.
Minimum Experience - Ten (10) years of experience with organization related research and consulting projects. Experience in designing and conducting consulting and research studies in the field of human resources, organization development and strategic planning.
Sr. Investigator/Consultant
Specific Duties — Sr. Investigator/Consultant shall assist in the design, conduct, data analysis, report, and presentation of specific consulting tasks and or research studies tasked under this contract. Sr. Investigator/Consultant will work directly with the client organization to define project/task requirements and prepare and execute project plans. Responsible for progress coordination and reporting to client organization, Minimum Education — MA or BA with equivalent experience
Minimum Experience — Five (10) to ten (15) years of experience with managing projects and organization or project related research and consulting assignments. Experience in managing project cost, schedule and technical performance and in the design management and conduct of consulting and research studies in the field of management and organization development, business streamlining, project management and strategic planning.
Associate Investigator/Consultant Specific Duties - Associate investigator shall assist in the design, conduct, data analysis, report, and presentation of specific consulting tasks and or research studies tasked under this contract.
Minimum Education - BA with concentration in business or the social sciences
Minimum Experience — Seven (7) years of experience with organization related research project management and consulting projects. Experience in assisting in the design and conduct of consulting and research studies in the field of management and organization development, project management and strategic planning.
Senior Analyst
Specific Duties - Design and conduct program consulting, research and evaluation studies. Responsibilities include interviews, survey construction, coding administration, monitoring response rate, conducting follow-up, analyses, interpretation, final report writing, presentation of final results. Other responsibilities include providing expert consulting in designing and conducting specific research projects.
Minimum Education - Ph.D. or Ed.D. with behavioral science doctoral training in statistics and measurement and industrial/organization theory.
Minimum Experience - Demonstrated experience with standard statistical packages such as SPSS, SAS, BMDP, etc. Five (5) years organization experience and five (5) years of experience in presenting and interpreting research results to executives and managers.
Analyst
Specific Duties - Data entry, analyses and preparation of feedback reports, causal models and other statistical reports for management and organization development programs. Design and conduct consulting, program research and evaluation studies. Responsibilities include interviews; surveying construction, coding administration, monitoring response rate, and conducting follow-up; data entry, analyses, interpretation, and final report writing.
Minimum Education — MA or BA
Minimum Experience.- Two (2) years organization experience and five (5) years experience utilizing statistical packages such as SPSS, SAS, BMDP, etc., which employ advanced statistical procedures.
Project Manager
Specific Duties - Responsible for the support of project management consulting tasks. Provides expertise in the project management disciplines such as project planning and control.
Minimum Education — Bachelors degree in a business or technical discipline

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule (PSS) and all services provided. While no specific labor categories have been identified as being subject to the SCA due to exemptions for professional employees (FAR 22.1101; 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and/or when the contractor adds SCA labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable wage determination number.
