CUSTOMER INFORMATION OVERVIEW

BSA Environmental Services, Inc. (BSA) is a professional environmental services company with 30 years of extensive experience providing research quality, cost-effective aquatic support services to both government and commercial clients throughout North America. BSA’s reputation for superior contract performance and adherence to standards of excellence is well known to our clients. We provide research quality, cost-effective aquatic support services to Government and commercial clients. BSA is known for maintaining the highest level of quality and responsiveness. Each project we undertake is conducted in accordance with prescribed client standards for quality of services, including timely submission of work products

We perform a wide range of aquatic microbiology analyses. Our core aquatic services include:

Phytoplankton and periphyton analysis Zooplankton analysis Taxonomic identification/enumeration Biomass/biovolume estimates Algal systematics Taste and odor algae identification Cyanotoxin analysis Cyanobacteria identification HAB identification Macroinvertebrate analysis Aquatic invasive species identification Permanent slides/voucher collections Larval fish gut analysis Statistical analysis and data report writing Manuscript preparation

Our laboratory is widely considered to be among the best for commercial plankton analyses resulting from our performance providing consistently accurate taxonomic determinations and rigorous internal quality assurance/quality control (QA/QC) measures.

BSA provides reliable and effective aquatic laboratory services to over 100 discrete entities (excluding multiple offices of the same agency). Clients include numerous federal and state agencies, municipalities, Native American entities, universities, consulting firms, and non-profit entities. We have completed well over 500,000 aquatic analyses since inception of the firm and have experience in managing large, complex projects. BSA has completed 6 projects for $1M+ and 9 projects for $500K+. Our capacity to perform this specific work has more than tripled in the last decade with more than 80% of our revenues originating from phytoplankton and zooplankton analyses. In 2019, BSA has completed more than 10,000 phytoplankton, diatom, and zooplankton analyses in our laboratory.

BSA was chosen twice to perform as the prime contractor for the 2012 and the 2017 USEPA National Lake Assessments (NLA). BSA analyzed and submitted more than 8,000 phytoplankton, microcystin, and zooplankton analyses for the 2012 NLA and more than 5,000 phytoplankton and zooplankton analyses for the 2017 NLA. For the 2012 NLA, our data for that project was determined to be accurate by U.S. EPA’s outside laboratory determinations and our contract received the highest performance rating given by your agency. For the 2017 NLA, all analyses were completed onsite at our Beachwood facility, within 18 months from contract initiation, with less analysts than we currently have on staff, and to the satisfaction of the client.

In addition to our diverse array of clients, BSA has extensive biogeographical experience performing taxonomic analyses for projects from lakes, wetlands, coasts and estuaries, and rivers and streams. Our Team is particularly attuned to the importance of ecoregion as a determinant of species composition as well as identification of invasive species in plankton samples.

Our extensive knowledge of North American aquatic ecosystems and taxonomy combined with our ability to process large quantities of aquatic samples means we can efficiently analyze the subject samples in large batches, increasing efficiency and taxonomic accuracy. BSA offers consistency and continuity in taxonomic and analytical techniques which are essential to determine trends over time and/or for cross-comparisons in plankton communities.

We are confident that our plankton analytical methods produce scientifically defensible data and they have been vetted. Our laboratory generated data have been used in numerous refereed publications, government reports, and scientific presentations concerning a diverse array of study objectives including water quality, eutrophication, fisheries management, larval fish rearing, invasive species, monitoring for nuclear and electric power plants, toxic algae, recreational safety, water reclamation, water treatment plants, agricultural impacts, endangered species, paleolimnology, nutrient manipulation, drought and hurricane impacts, ballast water, dam removal, taste and odor problems, food web interactions, and hydroacoustic studies.

Our aquatic services, techniques and prices are dictated by client needs. We help Government and commercial clients determine the level of taxonomic effort, subsample size and turnaround time based on their individual research objectives and budget constraints. By establishing a close working relationship with our clients, BSA ensures coordination of effort for compliance with agreed upon analytical standards. Quality taxonomic data suitable for long term monitoring projects and publication is our commitment to our clients.

“The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.”
