LABOR CATEGORY DESCRIPTIONS

Project Manager

Functional Responsibility: The Project Manager will direct, plan, organize, control and manage the program to ensure that all contractual obligations are fulfilled in an efficient and timely manner. The Project Manager must be able to manage multiple concurrent analysis and development tasks, serve as the contractor's point of contact with the government contracting officer and the government contracting officer's representative;

formulate and enforce work standards, develop schedules, review work discrepancies, and communicate agency policies, purposes, and goals to subordinates; manage and control funds and resources, and monitor the program budget at the top level, staff the program with qualified personnel, and ensure the schedule and deliverables are in compliance with the contract and the delivery orders.

Minimum Education/Experience: The Project Manager will have a Bachelor’s degree and 20 years’ experience or Master’s degree in Business or in a field appropriate to their expertise area (e.g., business/management, environmental studies, public policy, engineering, construction management) and 15 years’ experience. The remainder may be specialized or general experience in project development from inception to implementation, with a demonstrated ability to provide guidance and direction in tasks similar to those identified in the Statement of Work.

Subject Matter Expert

Functional Responsibility: The Subject Matter Expert will serve on a project team to ensure quality control and content accuracy in an area of their expertise. The Subject

Matter Expert will help set the appropriate research direction when appropriate and review all deliverables for content rigor and accuracy. The Subject Matter Expert must have specific knowledge in their field of expertise and have published work and/or presented publicly on topics related to that field.

Minimum Education/Experience: This individual will have a Master’s degree and 20 years’ experience or Ph.D. and 15 years’ experience in a field appropriate to their expertise area (e.g., business/management, environmental studies, public policy, engineering, construction management).

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire

Professional Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA, this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable wage determination number. Failure to do so may result in cancellation of the contract.
