The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the identified SCA labor categories are based on the U.S.
Department of Labor WD Number(s) identified in the SCA matrix. The prices offered are based on the preponderance of where work is performed and should the Contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.
LABOR CATEGORY POSITION DESCRIPTIONS
PROGRAM MANAGER
Serves as the contractor's contract manager, and shall be the contractor's authorized interface with the Government Contracting Officer, the Contracting Officer's Representative, government management personnel, and customer agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies and goals of the organization to subordinates. Responsible for overall contract performance.
Required Experience A minimum of 10 years of experience in environmental project management is required.
Required Education A BS/BA degree is required.
SENIOR PROJECT MANAGER
Provides management and technical direction to project staff. Exercises independent judgment as well as a high level of analytical skills for solving complex technical and management problems.
Plans, directs, and manages the technical and administrative activities of assigned projects to ensure that the goals and objectives of project are completed within schedule and budget.
Required Experience A minimum of 5 years of experience is required. Experience should include work planning, control of budget, schedule management, contract and subcontract management, and personnel management, supervision, and regulatory compliance.
A BS/BA or equivalent experience is required.
PROJECT MANAGER
Responsible for project performance. Provides direction to project-level activities and personnel.

SENIOR GEOLOGIST
Responsibilities include developing geologic modeling parameters and interpreting geologic settings. Directs maintenance and updates of geological databases and models. Generates periodic resource reports to meet stakeholder and government requirements. Creates and validates interpreted geology cross-sections and maps to ensure consistency of interpretation.
Provides quality control for incorporation of descriptive core logging information into the modeling.
Required Experience A minimum of 5 years of relevant work experience is required.

SENIOR ENVIRONMENTAL SCIENTIST
Duties include advising on, administering, supervising, and performing research or other professional and scientific work in the fields of natural and physical science. Responsible for the design and oversight of field investigations, remedial actions, and report preparation. Serves as liaison between the client and regulatory agencies.
Required Experience A minimum of 4 years of experience in contaminated site investigation, remediation, or other specialized field of study is required.
An MS/MA degree or equivalent experience is required.
ENVIRONMENTAL SCIENTIST
Duties include performing research, professional, and scientific work in any of the fields of natural or physical science. Responsible for conducting field investigations, remedial actions, and report preparation. Has working knowledge of environmental laws and regulations.
Required Experience A minimum of 2 years of experience in contaminated site investigation, remediation, or other specialized field of study is required.
A BS/BA degree or equivalent experience is required.
DRILLER'S HELPER
This position acts as an assistant to drillers. Duties will include assisting with drill rig operations and field tasks such as site layout, soil boring and sampling, obtaining water levels, and installing observation wells.
Required Experience Must be willing to travel. Able to traverse varying terrain. Must possess the physical ability to push, pull, and lift up to 100 pounds. A valid driver's license is required; a commercial driver's license is preferred. Previous experience in drilling, construction, or heavy labor is helpful.
A high school diploma or relevant experience is required.
FIELD SAMPLING TECHNICIAN
Conducts tests and field investigations to obtain data for use by environmental, engineering, and scientific personnel in determining contamination source and methods for controlling and removing pollutants. Duties include the collection of samples from environmental sources to assess pollution problems; preparing samples for the laboratory; and data logging.
A minimum of 1 year of experience in environmental field of study including data logging, sample collection, preparation, documentation, and transportation requirements is required.
A BS/BA degree or relevant experience is required.
SECRETARIAL/CLERICAL
Must possess knowledge of computer software and basic office equipment and have keyboarding ability of 60 WPM minimum. Performs all office duties including, but not limited to, record keeping, receptionist duties, word processing, and file management.
Required Experience Working with the public helpful. Organizational and office skills required. Computer and word processing skills are essential.
A high school diploma is required.
SENIOR FIELD SUPERVISOR
Must possess ability to read and interpret construction plans and be intimately familiar with estimating, scheduling, bidding, change order, RFls, and effective client negotiation and follow-up experience. Requires working knowledge and skills related to permit requirements, application processes, and applicable codes. Must have excellent communication/problem-solving skills, strong sense of urgency, deadline- and detail-oriented, ability to effectively manage workforce with strong subcontractor and vendor relations, ability to work under pressure, track multiple projects, and manage multiple projects and staff.
Required Experience A minimum of 10 to 15 years of experience in all phases of construction is required. Must possess a complete and thorough understanding of all contractual specifications and drawings and be knowledgeable of QA/QC terminology.
Required Education A BS degree in Construction Management, Engineering, Architecture, or demonstrated equivalent combination of education, training, and related experience is required.
FIELD SUPERVISOR
Ability to read and interpret construction plans and be intimately familiar with estimating, scheduling, bidding, change order, RFls, and effective client negotiation and follow-up experience. Working knowledge and skills related to permit requirements, application processes, and applicable codes. Excellent communication/problem-solving skills, strong sense of urgency, deadline- and detail-oriented, ability to effectively manage workforce with strong subcontractor and vendor relations, ability to work under pressure, track multiple projects, self-starter, able to work under minimum supervision.
A minimum of 5 years experience in all phases of construction is required. Complete and thorough understanding of all contractual specifications and drawings. Must be knowledgeable of QA/QC terminology, permitting, and applicable codes.
Required Education A demonstrated combination of education, training, and related experience as it relates to the construction industry is required.
FOREMAN
This position is a first-line supervisory position. Has extensive knowledge of the trade and the work involved, along with an ability to resolve problems with appropriate and timely decisions.
Reports directly to a Supervisor or Senior Supervisor. Responsibilities include pre-planning and executing work for a crew, providing training opportunities for trade persons, and overseeing safety procedures, quality of workmanship, production costs, task completion, and crew morale.
Required Experience One year of supervisory experience in building construction or maintenance and repair, supplemented by three years of skilled level experience in one or more of the building trades is required. Other combinations of experience and education that meet the minimum requirements may be substituted. Must be over 21 years of age.
A high school diploma or relative work experience is required.
EQUIPMENT OPERATOR
Job duties include operating a wide variety of heavy-duty, self-propelled construction equipment.
Performs minor maintenance on equipment to ensure safe, efficient operation.
Required Experience A minimum of 2 years of experience operating commercial equipment, site work, or other relevant equipment operation is required.
A high school diploma or relevant work experience is required.
FIELD TECHNICIAN I
Performs tasks involving physical labor for excavation, demolition, and environmental projects.
May operate hand and power tools of all types. May clean and prepare sites, dig trenches, clean up rubble, and remove waste materials as directed by the supervisor on site.
Required Experience A minimum of 2 years of experience in construction or equivalent experience is required.
A high school diploma or equivalent and OSHA Training 40-Hour Certification are required.
FIELD TECHNICIAN II
Performs tasks involving physical labor for excavation, demolition, and environmental projects.
May operate hand and power tools of all types. May clean and prepare sites, dig trenches, clean up rubble, and remove waste materials as directed by the supervisor on site.
Required Experience A minimum of 2 years of experience in construction or equivalent experience is required.
