Ordering Requirements Exceeding the Maximum Order of $750,000
a. In accordance with FAR 8.404, before placing an order that exceeds the maximum order threshold ($750,000), ordering offi ces shall ---
1. Based upon the initial evaluation, generally seek price reductions from the schedule contractor(s) appearing to provide the best value (considering price and other factors);
and
2. After price reductions have been sought, place the order with the schedule contractor that provides the best value and results in the lowest overall cost alternative (see FAR 8.404a). If further price reductions are not offered, an order may still be placed, if the ordering offi ce determines that it is appropriate.
b. For orders exceeding the maximum order threshold, Boyken may:
1. offer a new, lower price for the requirement;
2. offer the lowest price available under the contract; or
3. decline the order (orders must be returned in accordance with PES-52.216-19).
Professional Engineering Services
The Primary Engineering Discipline offered by Boyken under this contract is Civil Engineering as it relates to all aspects of facilities. In this schedule, Civil Engineering encompasses the entire realm of planning, evaluation and management involved with constructed infrastructure, facilities and buildings, transportation systems, water, earthworks, and other structures.

Construction and Architect-Engineering services as set forth in FAR Part 36 [including design, construction, alteration or repair (including dredging, excavating and painting) of buildings, structures, or other real property)] are not included.

Services required under this category involve the defi nition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc. Typical associated tasks include analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing.
Strategic planning is a critical phase in the project management process. SIN 871-2 Concept Development and Requirements Analysis
Services required under this category involve abstract or concept studies and analysis, requirements defi nition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifi cations of a system, project, mission or activity. Typical associated tasks include requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing.
Boyken works with clients to develop high-level technical alternatives to determine the goals of the system, assess how the systems and personnel will be affected, and then recommend solutions. Solutions are examined against the major goals of the program and ongoing evaluations are performed at regular intervals.
Boyken International uses the latest management information system tools including Primavera P6, Prolog, and Share File. These web based applications allow all key program personnel including the owner to access the overall program or individual project data including schedules, budgets, and all correspondence and design plans. Our team is able to increase effi ciency, and develop a standardized code-based project control system.
We have also successfully reduced budgets by millions of dollars with challenging value engineering sessions using a prescribed process.

SIN 871-4 Test and Evaluation
Services required under this category involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include prototype testing, environmental testing, independent verifi cation and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing.

SIN 871-6 Acquisition and Life Cycle Management
Services required under this SIN involve all of the planning, budgetary, contract and systems/program management execution functions required to procure and/ or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specifi c logistics) to technology-based systems, activities, subsystems, projects, etc. Typical associated tasks include operation and maintenance, program/project management (including but not limited to construction management) technology transfer/insertion, training, privatization and outsourcing.
Boyken’s experience in life cycle management includes developing the master and milestone schedules, coordinating and participating in meetings, assisting in planning and coordinating public meetings, assisting in the negotiation of the A/E contract, implementing and maintaining the project controls throughout the life of the project and facilities maintenance planning.
Boyken’s services include monitoring and managing design through both conceptual and detailed design, value engineering, services and equipment procurement, cost estimating (including development of the conceptual and baseline construction cost estimates), project scheduling (including development of the Summary Master Schedule), establishment and maintenance of project controls throughout performance, and technical supervision of construction activities.
Once in the fi eld, Boyken International provides full-time monitoring, processes all pay applications and change order requests, completely documents the project, and verifi es that work is being performed in accordance with project requirements. SIN 871-7 Construction Management Services
Construction Management Services is a professional services discipline applied to the planning, design and construction process of capital improvement projects. As a provider of professional services to customer agencies, the Construction Manager organizes the effort, develops the management plan, monitors participants’ progress against the plan and identifi es the necessary actions to be taken in the event of deviance from the plan.
Construction Managers apply and integrate comprehensive project controls to manage the critical issues of time, scope, cost and quality. The Construction Manager also provides expert advice in support of the customer agency’s decisions in the implementation of the project. The following are some of the tasks to be covered under Construction Management:
Project Design Phase Services: Design technical reviews; code compliance reviews;
constructability reviews; analysis of Value Engineering proposals; preparation of cost estimates (including independent check estimates); cost analysis; cost control/monitoring;
energy studies; utility studies; site investigations; site surveys; scheduling (including preparation of schedules and schedule reviews); review of design scope changes (including analysis of schedule impact); scheduling/conducting/documenting design related meetings; and performing market studies (material availability, contractor interest, etc.).
Project Procurement Phase Services: Provide assistance to the Contracting Offi cer in contract procurement; answer bid/RFP questions; participate in site visits; participate in pre-bid conferences; prepare and issue solicitation amendments for review and approval by the Government Contracting Offi cer; and performing cost/bid/proposal analysis.
Project Construction Phase Services: Establish temporary fi eld offi ces; set up job fi les, working folders, and record keeping systems; maintain organized construction fi les;
scheduling and conducting preconstruction meetings; documenting actions taken and decisions made, etc.; monitor the submittal review process; review and monitoring of project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work fl ow, material deliveries, test dates, etc.; assisting in problem resolution and handling of disputed issues (including development of Government position); maintain marked up sets of project plans and specifi cations for future as-built drawings; perform routing inspections of construction as work proceeds, take action to identify work that does not conform to the contract requirements, and notify the contractors when work requires correction; compiling, through site inspections, list defects and omissions related to the work performed and provide these lists to the contractor for correction; review of construction contractor payment requests (including preparation of necessary forms for payment processing); monitor project fi nancial data and budgetary cost accounting; administration of construction contract change orders (issue proposal requests, prepare cost estimates, review cost proposals, assist agency in negotiations, prepare change order packages for processing); scheduling, conducting, and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues; scheduling, conducting, and documenting (prepare minutes, etc. for distribution) construction related project meetings; monitor construction contractor compliance with established safety standards (note and report unsafe working conditions, failures to adhere to safety plan required by construction contract); Monitor construction contractor compliance with contract labor standards;
coordination of construction activities with customer Managers and occupying agency personnel; monitor the design and construction clarifi cation process and, when appropriate, remind the A/E and other parties involved of the need for timely actions;
participate in all Partnering activities during construction (workshops, meetings, etc.);
prepare special reports and regular project status reports; providing for progress and/or fi nal photographs of project work; perform site surveys; provide assistance in obtaining permits; perform hazardous material assessments and monitoring of hazardous material abatement work; and provide cost estimating assistance.
Commissioning Services: These services shall include, but are not limited to, providing professional and technical expertise for start-up, calibration, and/or certifi cation of a facility or operating systems within a facility. The CM must be able to provide any level of commissioning need from total support to specialty services. Commissioning services may require start-up planning, forecasting start-up duration, estimating start-up costs, determining start-up objectives, organizing start-up teams and team assignments, testing building system components, conducting performance tests.
Testing Services: Provide the services of an independent testing agency/laboratory to perform project specifi c quality control testing and inspection services. The services may include, but are not limited to, testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fi reproofi ng, roofi ng, curtain walls/glazing, and elevator installations.
Claim Services: Provide Claims Services when and as required by the Government for specifi c projects. Review disputes and claims from the A&E and/or construction contractor(s) and render all assistance that the Government may require, including, but not limited to, the following: Furnishing reports with supporting information necessary to resolve disputes or defend against the claims. Preparation and assembly of appeal fi les. Participation in meetings or negotiations with claimants, appearance in legal proceedings, preparation of cost estimates for use in claims negotiations, preparation of risk assessments/analyses relative to claim exposures, preparation of fi ndings of fact and any other documentation required by the Government.
Post Construction Services: Perform Post Occupancy Evaluations (POEs). Assist Agency in the formation of lessons learned, provide occupancy planning including development of move schedules, cost estimates, inventory lists, etc. Provide move coordination, relocation assistance, and/or furniture coordination.

Labor Category Definition Principal Program oversight. Ensures resources are available and that tasks are fully staffed with personnel, equipment and other required support. Assigns the task to the appropriate Program Manager. Bachelor’s degree or higher in an engineering or architectural field. 20 years or more of relevant experience.
Program Manager/ Senior Project Manager
Provides business, technical and personnel management across a major single project or multiple projects involving multi-disciplinary and diverse functional activities, subordinate groups of technical and administrative personnel. Bachelor’s degree or higher in an engineering or architectural field. 15 or more years relevant experience.
Project Manager Provides business, technical, and personnel management and coordination for individual projects.
Provides comprehensive definition of all technical aspects of project requirement. Program development, analysis of program mission, goals, and objectives.
Bachelor’s degree or higher in an engineering or architectural field. 10 or more years relevant experience.
Assistant Project Manager Supports the Project Manager. Gathers data and performs basic analysis of the gathered information.
Bachelor’s degree or higher in a technical field. 3 or more years relevant experience.
Senior Engineer/ Architect Consultant
Provides leadership developing complex technical solutions for planning and engineering studies and analysis. Plans project coordination and management.
Provides comprehensive definition of all technical aspects of project requirements within engineering disciplines. Knowledgeable of local and national codes.
Performs evaluation of alternatives and assessments of risks and costs as well as investigative engineering.
Bachelor’s degree in an Engineering/ Architectural field. 10 years of relevant experience.
Labor Category Definition Project Engineer/ Architect Consultant
Provides leadership developing basic technical solutions for planning and engineering studies and analysis. Reviews organizations' functions, interrelationships and program requirements. Provides space utilization planning, functional relationships and offfice layout. Supports the Project Manager or Senior Engineer/Architect. Bachelor's degree in an Engineering/Architectural field. At least 2 years of relevant experience.
Junior Engineer/ Architect
Junior Engineer/Architect provides technical assistance in applications under the direction of more senior personnel.
Usually assigned to a project as an assistant Project Manager.
Requires Bachelor’s degree or equivalent.
Senior Scheduler Develops and administers overall plans/schedules for all projects, including establishment of project work breakdown structure resource and cost loading, critical path identification and manage- ment, and earned value analysis.
10 years experience in Scheduling construction is provided.
Scheduler Provides preparation and maintenance of project schedule & resource plans in a CPM format using Primavera P3 and/or MS Project. Responsible for maintenance and updating of the project schedule from initiation to completion of a project. Provides project planning and scheduling support to project managers on various program management assignments. Two years experience scheduling construction projects using Primavera/MS Office/ Primavera Project Planner. A.S. degree in Engineering Technology or Building Construction or Architecture or related field. PMP Certification.
Senior Cost Estimator The Senior Estimator operates in the lead role for the costing team. This person is responsible for the overall coordination of all costing projects. The goal of the Chief Estimator is to maintain and manage a costing team to achieve project goals.
The Chief Estimator reports to the Vice President of Operations. Ten or more years experience as an Estimator for building construction projects. Certification as CCE/CCC or equivalent certification, prior experience supervising professional staff. Knowledge of most accepted estimating packages per client specific needs. Preferred to have a B.S.
degree in Engineering, Building Construction, Architecture or related field. 10 years since B.A.
Labor Category Definition Cost Estimator Performs construction cost estimating. Provides conceptual cost estimates during Pre-design phase. Performs quantity surveys from design documents and applies cost to quantities of materials. Identifies unusually high cost items in relation to other facilities. AA degree or equivalent.

Senior Quality Control Manager
Performs audits of construction and quality control. Checks compliance to specifications, standards, and construction practices. AA degree or equivalent. 8 years of relevant experience.
Quality Control Manager Performs audits of construction and quality control. Checks compliance to specifications, standards, and construction practices. Works under the supervision of a Senior Inspector or Project Manager. AA degree or equivalent. 4 years of relevant experience.
Senior Inspector Performs audits of construction and quality control. Checks compliance to specifications, standards and construction practices. AA degree or equivalent. 8 years of relevant experience.
Inspector Performs audits of construction and quality control. Checks compliance to specifications, standards and construction practices. Works under the supervision of a Senior Inspector or Project Manager. AA degree or equivalent. 4 years of relevant experience.
Clerical Performs clerical and word processing functions including typing, word processing, data entry, filing, copying, binding, faxing and telephone switchboard. High School Diploma. 2 years experience.

The GSA has determined that the rates for services contained in Boyken’s price list applicable to this schedule are fair and reasonable. However, the ordering offi ce using this contract is responsible for considering the level of effort and mix of labor proposed to perform the specifi c task being ordered and for making a determination that the total fi rm-fi xed price or ceiling price is fair and reasonable. The prices, terms and conditions stated apply exclusively to Professional Engineering Services (PES) within the scope of this FSS Schedule. All prices include the GSA .75% Industrial Funding Fee which Boyken forwards to GSA quarterly based on sales received under this Schedule.
