Overview Davidson Brown, Inc. (DB) specializes in construction management services from project inception through project closeout. We are located in Williamsburg, Virginia with additional offices located on various job sites. Our skilled and experienced managers provide effective leadership, sharp attention to detail, and a valued partnership with owners, developers, architects, engineers, and contractors.
Familiar with Government procurement and contract administration, we have experience in modern commercial office fit out (information technology, audiovisual, office furniture, MEP, and physical security), heavy commercial and industrial construction, and quality control/assurance inspections.
In addition to project management, DB provides cost estimating, CPM scheduling, schedule delay analysis, claims defense, litigation support, budget development, earned value management, risk management, and construction inspection.
Davidson Brown was founded in 2006 and has grown steadily each year adding new customers and staff necessary to support the demand for our services. In 2007, we began serving as post award services project managers for the U.S.
General Services Administration's (GSA) National Broker Contract solicitations under prime contractor, Savills Inc. We have successfully managed projects throughout the Mid-Atlantic, New York, New England, Florida, Texas, and the Caribbean regions. In 2010, we were accepted into the SBA 8(a) business development program as a minority disadvantaged owned business.
In 2011, DB began working with the U.S. Coast Guard providing construction inspection and construction management services. Since that time, DB has completed numerous projects and is currently providing construction inspection services to the USCG. Also in 2011, Davidson Brown began providing cost estimating services to GSA in the National Capital Region (NCR) as a subcontractor on an IDIQ contract. Subsequently, DB was awarded a BPA contract in GSA Region 3 in 2013 and another in Region 2 in 2014. Currently, DB prepares over 100 estimates annually ranging from minor alterations to $100M+ full site development estimates.

PROJECT MANAGER
Experience: 2 years of experience in the field of engineering, architecture, or construction management Education: Bachelor’s degree in engineering, architecture, or construction management Duties: Primary responsibility for project management on specific projects assigned.
Duties include budget and schedule control, organization of overall project team to ensure project deliverables are identified and executed.
QA/QC MANAGER / INSPECTOR
Experience: 10+ years of experience in the field of engineering, architecture, or construction management Education: Bachelor’s degree in engineering, architecture, or construction management Duties: Coordinate and ensure the necessary project controls, management, and inspection to ensure the overall quality of the project. Review construction documents, IT/AV system specifications, Security designs, furniture designs, and other technical documents to identify quality concerns and methods to ensure compliance with the approved design.
SENIOR COST ESTIMATOR
Experience: 10+ years of experience in the field of engineering, architecture, or construction management Education: Bachelor’s degree in engineering, architecture, or construction management Duties: Perform detailed cost estimating including design, construction, furniture, IT/AV systems, security systems, and other components of the modern commercial office environment. Prepare cost estimate reports and Independent Government Estimates when acting on behalf of the Government. Identify value engineering alternatives to reduce initial cost and/or overall life cycle costs. Perform cost-benefit analyses to assist in selection of various options.
SENIOR SCHEDULER
Experience: 10+ years of experience in the field of engineering, architecture, or construction management Education: Bachelor’s degree in engineering, architecture, or construction management Duties: Prepare critical path method (CPM) schedules including all project tasks, including design, construction, furniture, IT/AV systems, security systems, and other components of the modern commercial office environment. Monitor the schedule during the project and update periodically as required. Identify time impacts and prepare mitigation strategies. Analyze delays to identify responsible parties.
CAD TECHNICIAN
Experience: 1 year of experience in the development of CAD drawings Education: High School diploma Duties: Utilize computer aided design (CAD) software to develop or edit drawings.
Take field measurements and examine conditions to produce as-built drawings. Incorporate multiple layers to organize various disciplines. Perform CAD design under the supervision of a project manager or interior designer.
COST ESTIMATOR
Experience: 1+ years of experience in the field of engineering, architecture, or construction management Education: Bachelor’s degree in engineering, architecture, or construction management Duties: Provides estimating support under the direct supervision of a Senior Cost
Estimator, Lead Cost Estimator, or Principal. Perform detailed cost estimating including design, construction, furniture, IT/AV systems, security systems, and other components of the modern commercial office environment. Prepare cost estimate reports and Independent Government Estimates when acting on behalf of the Government. Identify value engineering alternatives to reduce initial cost and/or overall life cycle costs. Perform cost-benefit analyses to assist in selection of various options.
LEAD COST ESTIMATOR
Experience: 5+ years of experience in the field of engineering, architecture, or construction management Education: Bachelor’s degree in engineering, architecture, or construction management Duties: Perform detailed cost estimating including design, construction, furniture, IT/AV systems, security systems, and other components of the modern commercial office environment. Prepare cost estimate reports and Independent Government Estimates when acting on behalf of the Government. PRINCIPAL
Experience: 20+ years of experience in the field of engineering, architecture, or construction management Education: Bachelor’s degree in engineering, architecture, or construction management Duties: Primary responsibility for coordination and oversite of contracts including project management, cost estimating, CPM scheduling, and claims analysis.
Principal is responsible for negotiating and executing subcontracts, retaining employees including hiring as necessary, and providing high level support of
DB senior staff. The Principal is responsible for successful delivery of services to the customer while managing subcontractors and employees.
On all positions, the candidates’ experience and alternative bachelor’s degree are taken into consideration with respect to education requirements. For example, five years of construction experience will be accepted in place of a bachelor’s degree. Also, there are specific circumstances, where a bachelor’s degree in business or accounting may be substituted for engineering, architecture, or construction management degrees.

This price is the Government price based on a unit of one, exclusive of any quantity/dollar volume, prompt payment, or any other concession affecting price. Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) is applicable to this contract and as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29CRF 5413.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the Contractor adds SCLS labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.
