lb. Statement of Lowest Price: Identification of the lowest priced model number and lowest unit price for that model for each special item number awarded in the contract. This price is the Government price based on a unit of one, exclusive of any quantity/dollar volume, prompt payment, or any other concession affecting price. Those contracts that have unit prices based on the geographic location of the customer, should show the range of the lowest price, and cite the areas to which the prices apply.

The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide).
LABOR CATEGORY DESCRIPTIONS
Subject Matter Expert I The Subject Matter Expert serves as the expert and technical authority in area of expertise. Serves as consultant to senior management, senior Government officials and/or the corporate customers. Regularly applies extensive and diversified knowledge and experience of highly advanced technologies, scientific principles and theories contributing to the development of new processes, methods and concepts. Provides technical coordination on assigned programs and may assume the lead role in a project or program. The majority of the time, they are top of their field and highly sought after due to scientific specialties. Their level of expertise is in the top 5% in the nation. These professionals are often called upon by federal agencies to act as expert witnesses going up against heavy hitting, powerful civilian companies for wrongdoings. The Subject Matter Expert must be able to:
· Inspect completed work and direct any rework or modification.
· Based on broad objectives from management and/or customers, independently provides guidance and advice related to significant technical problems and operational processes which typically require the development of new or refined algorithms, techniques, equipment, materials, processes, products, systems concepts and/or scientific methods.
· Encourages optimum design within customer specifications, quality standards, schedule and funding limitations.
· Performs complex evaluation for major program to enhance the technical and economic development of the product and/or service. Assesses the feasibility and soundness of proposed evaluation tests, products, or equipment.
· Represents the company as a prime technical customer contact on contracts or programs.
· Consults and advises senior management and/or the customer regarding feasibility of new projects, systems or approaches to meet long-term goals.
· Develops and delivers complex technical presentations to senior management and customers.
· Attends and represents the Company in high-level meetings with the customer, vendors and/or subcontractors.
· Provides functional and technical guidance to engineering staff and management. May perform as a project lead on advanced specialized projects or in resolution of technical problems that would critically impact performance, schedule or cost.
· Conceptualizes solutions to significant customer problems
Minimum Education/Experience: BS degree or higher. 15 years experience.

Minimum Education/Experience: Bachelor’s degree or higher. 20 years experience.
Program Manager
Develops and executes initial delivery/task orders and insure compliance under the contract terms and conditions. Responsible for staffing and managing all site resources. This includes training on the latest Government Regulations, Government Processes and employee development as required to execute business secured. Identifies resources and technical competencies needed to provide the scope of services described above for large and complex government sites. Establishes standards and procedures for all site based activities. Participates in standards development for other activities of the Government Business Unit. Continuously evaluates resource requirements and advises the team on capacity issues. Assists in strategy development and presenting detailed proposals for IDIQ contracts and delivery/task orders as required. PE license is a plus along with continuing professional development. Experience of successful management and leadership. Demonstrated ability to manage a diverse group of internal and external resources to accomplish results under a compressed time schedule.
Minimum Education/Experience: Bachelors Degree in Business, Engineering, or Related Field. 15 years experience, Industry expertise, Multi-site management experience.
Project Manager

Management Consultant
Management consultant expert with extensive knowledge, demonstrated experience in developing solutions and recommendations covering multiple complex tasks. Defines strategic direction and project objectives. Identifies all task responsibilities and reports any changes, suggestions or performance variances accordingly to both the client and corporate management. Responsibilities include providing visions and leadership to client and project teams to achieve complex assignment objectives. Manages process and data modeling supporting planning ans analysis efforts, typically with automated tools. May direct the activities of other consultants on an assignment team. Experience of successful management and leadership.
Minimum Education/Experience: Masters in Business Administration degree. 10 Years experience, Industry expertise, Multi-site management experience.
Director
Provides management, organizational, business and technical leadership and services. Develop sound strategic plans for corporate growth, organizational management and controls. Manage the functions and initiatives of multiple divisions and districts. Coordinates, provides leadership and supervise the development of external and internal programs for communications and human resources. Build client relationships—represents the company with relationships to customers, employees, suppliers, government and industry groups, professional organizations and community organizations. Monitors customer feedback. Insures that all corporate business elements are conducted in compliance with applicable Federal, State and local laws and regulations.
· Performs complex evaluation for major programs to enhance the operations and economic development of the service.
· Assesses the feasibility and soundness of proposed evaluation tests.
· Represents the company as a prime management customer contact on contracts or programs.
· Consults and advises the customer regarding feasibility of new systems or approaches to meet longterm goals.

Division Manager/Principal Consultant
Oversee the responsibilities of the Project Managers in executing construction management projects. Manage the functions of a division, such as Construction, Industrial, Forensic, & Environmental. Serves as project manager across all major technical areas of the project, apply diverse spectrum of skills in the planning, analysis, design, implementation and support of assigned tasks. As appropriate, directs team in reverse engineering applications and re-engineering disciplines to develop migration strategic and planning documents. Often involved in developing analytics and computational techniques and methodologies for problem solutions. Responsible for quality assurance on technical matters.
Minimum Education/Experience: Bachelors Degree in Engineering, Business or Related Field. 15 Years experience, Industry expertise, Multi-site management experience.
District Manager/Senior Manager
Plan, execute and finalize construction management projects according project scope, project deadlines and budget. Oversee quality control.
Minimum Education/Experience: Bachelors Degree in Engineering, Architecture or Related Field. 10+ Years experience, Construction industry expertise, Multi-site management experience.
Branch Manager/Senior Consultant
Review engineering drawings and construction documents including contracts, sub-contracts, change orders, schedules, and bid specifications. Determine the merit and financial impact of variances or disputes. Oversee quality control. Serves as senior technical specialist in one or more project tasks in design, analysis planning and implementation. Performs process and data modeling in support of the analysis activities using both manual and automated tools. Develop reports for Project Managers.
Minimum Education/Experience: Bachelors Degree in Engineering, Business or Related Field. 10 Years, Construction industry expertise including 5+ years; must be in management.
Consultant
Inspects construction work for conformance with construction contract documents and engineering documents. Survey evaluations of construction related damage. Serves as technical specialist in one or more project tasks in design and analysis. Performs process and data modeling in support of the analysis activities using both manual and automated tools. Develop reports for Project Managers and Principal Consultants.
Minimum Education/Experience: Bachelors Degree in Engineering, Business or Related Field. 5 Years experience, Industry expertise.
Project Assistant
Assists field engineers or project team member consultants gather and organize data for evaluation and presentation to clients; supervision of administrative staff; database creation, indexing, cataloging, data collection and database maintenance.
Minimum Education/Experience: Associates Degree. 5 Years experience, Intermediate to excellent software skills.
