The Service Contract Act (SCA) is applicable to this contract and includes SCA applicable categories. The prices for the indicated SCA labor categories are based on the U.S. Department of Labor Wage Determination indentified in the SCA matrix. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.

CHRS, Inc. is an economically strong firm with the financial and human resources to perform any tasks that may be required of us. Our main office in North Wales, Pennsylvania contains 7,000 square feet, nearly a third of which is devoted to laboratory space. Our staff has extensive experience and broad backgrounds in the areas of prehistoric and historic archeology; historic structure evaluation and documentation; archival and oral historical research; conservation, and cultural resources management projects at all levels of effort, from preliminary location/identification studies, through evaluation of National Register of Historic Places eligibility, to large-scale data recovery excavation and architectural recording projects. CHRS, Inc. is familiar with the Section 106 process and has consulted with various State Historic Preservation Offices (SHPOs) and agencies. Our staff is encouraged to attend seminars, conferences and trainings in order to further refine their knowledge and expertise as well as to learn new technology and skills.
CHRS, Inc. has the experience and capability to perform a wide variety of Historic Preservation tasks, including site survey and documentation, preservation planning, and preparation of all documents necessary to complete Historic Preservation tasks. We are experts in the preparation of historic contexts, reconnaissance-level surveys/windshield surveys, Historic Resource Surveys, Determination of Eligibility Reports, Criteria of Effect Reports, MOAs/MOUs/PAs, state-level and HABS/HAER recordations, preservation plans and guidelines and Historic Structures Assessments, as well as creative forms of mitigation and documentation. We have studied all types of resources, including urban, rural, industrial, and transportation-related sites. Landscape studies, including rural historic districts, historic mining communities, and other industrial landscapes have also been studied. Our Conservator specializes in Historic Structures Assessments and material conservation—in particular, masonry conservation (i.e., cemetery monuments).
CHRS, Inc. also has the experience and capability to perform a wide variety of archeological tasks. CHRS, Inc. has completed projects on a variety of levels including Phase I, Phase II, and Phase III surveys. We have assembled both prehistoric and historic archeological sensitivity models and have worked with all types of resources from the prehistoric and historic periods. In addition to possessing the usual equipment necessary to perform surveys and data recovery projects, CHRS, Inc. has medium format photography and video capabilities, an all-weather excavation structure, heaters, sump pumps, a flotation device for the separation of soils, graduated sieves, balances, stereoscopic microscopes, other special tools for the analysis of recovered data, and a corporate library of more than 1,200 volumes covering historic archeological and prehistoric archeological material culture, prehistoric and historic archeology, regional and local history and architectural history, and floral and faunal analysis.
CHRS, Inc. maintains a separate Historic Research staff which works to tailor the background research to the needs of each project. The research staff also performed specialized research projects and prepared and/or assisted in the preparation of public dissemination documents. The research staff has produced pamphlets, booklets, exhibits, posters, signs and videos for various mitigation projects. The work relies on the blending the skills of historic and prehistoric archeologists, architectural historians, historians, conservators, and technical support staff.
