The Service Contract Labor Standards (SCLS) is applicable to this contract and as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29CRF 5413.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the Contractor adds SCLS labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.

ALTA provides document translation, using a native speaker of the target language with 5+ years of full-time translation experience. Translators will be matched to documents based on their backgrounds and subject matter expertise. All translations go through a designed quality control process including an extra proofreader to ensure translation quality.

TESTING SERVICES
Language Services: Language Testing (SIN 611630) Language Testing: Description of Services.
1. Language Testing: Speaking and Listening Assessment: This test is performed over the phone and is available 24 hours per day, seven days per week.
ALTA’s clients are given access to a secure account on ALTA’s portal where they will assign the test.
They will be given the choice to either have the test administered immediately on the site or to send a notification email to the candidate. The candidate will then call the phone number provided and will enter a unique code to access the test. They will be given instructions as well as sample/practice questions and answers to get familiar with the system. They will be asked to state their name and agree to an honor statement. The test will then start, with questions prompted automatically.
The general Listening and Speaking test has 23 objectives, and each objective has between 10 and 50 questions. The ALTA system will randomly select one question per objective making each test unique to each candidate. Each objective is designed to elicit the full range of the target language in order to identify what the candidates can do with the language through performance of various tasks (such as giving a description, talking about a hypothetical event, providing an opinion, etc.) as well as how well the candidates use and control the language. The candidates simply answer the questions presented, which are general in nature. There is no right or wrong answer to a question except where it pertains to demonstrating comprehension of the topic. Candidates will have some time to think about their response and then will be given an average of 40 seconds to answer. The test does not last more than 30 minutes. At the end of the test, the candidates are instructed to hang up. The recording is sent to an evaluator who will score the performance based on the subcategories of communication, comprehension, grammar, and vocabulary, and an overall score on the ALTA or/and ILR scale is assigned. Results are provided in one (1) business day. They are available on the ALTA portal and emailed to the list of recipients provided by the client.
2. Language Testing: Writing Assessment: This test is created by you thru our portal and is administered on site or sent to a proctor. The test consists of several requests for a response in the target language. The written test requires the candidate to demonstrate what he or she can do with the language through performance of various tasks (writing a letter, giving an opinion, describing a rule or procedure), as well as how well he or she uses and controls the language.
The candidate simply writes his or her response to each question in the space provided. At the end of the test, it is collected and sent back to ALTA for scoring. The evaluator scores the writing based on expression, understanding of the given topics, grammar, vocabulary and spelling, and an overall score is assigned. This score along with comments is sent to you or your administrator within two business days.
3. Language Testing: Reading Assessment: This test is performed online and consists of a selection of passages, each followed by a series of questions about the passage/recording. This is a multilevel test (ILR 2+-3+/ALTA 8-10) which allows candidates to be scored at four levels on both the ALTA and ILR scales. The candidates simply mark their selection for each question and submit their answers when finished. The test length is 60 minutes, at which time it will automatically expire. Candidates will receive a warning at 55 minutes. The score is automatically calculated and is available for immediate viewing by the client.

Price/Discount: Our prices per test are very competitive compared to other GSA vendors.
These rates provide a 16-35% discount from commercial pricing.
Turnaround: Most test results take 1-2 business days to assess. When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged to contact the Contractor for the purpose of obtaining accelerated delivery. If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.
Accuracy: In the event a test score is disputed, we will initiate an independent review to resolve any discrepancies at no charge to you.
