Environmental Resources Management (ERM) has an outstanding reputation as one of the world’s leading providers of environmental, health, and safety (EHS) management and technical consulting services. ERM’s experience includes over 50 ID/IQ and scope-specific contracts with federal entities, including the Departments of Defense and Energy, U.S. Postal Service, Federal Energy

Regulatory Commission (FERC), and National Parks Service, as well as numerous state and local agencies. We have a history of managing large multi-task contracts for these clients, including the National Guard Bureau (NGB), U.S. Navy, U.S. Air Force, and U.S. Army Corps of Engineers (USACE). ERM is also a member of a team recently awarded a worldwide 5-year IQ contract by the Air Force Center for Environmental Excellence, Environmental Restoration and Construction Services (ENRAC) Program, and ERM was recently awarded a 10-year nationwide ID/IQ contract with the NGB to provide the full suite of environmental, engineering, and technical services.

2.0 ENVIRONMENTAL SERVICES/CAPABILITIES SUMMARY

2.1 SIN 899-1 & 899-1 RC Environmental Consulting Services

ERM is thoroughly familiar with all aspects of the National Environmental Protection Act (NEPA) reports and documentation, including state equivalents, from conducting baseline studies to identify the existing environment, analyzing and documenting the projected effects of the proposed action, and conducting an effective public involvement program.

ERM has completed over 750 NEPA documents, including 11 EAs addressing construction/demolition projects and training exercises for NGB and over 20 EAs and 8 EISs for FERC.

ERM has coordinated with the various stakeholders involved in planning and permitting projects, including federal and state regulatory agencies, National Marine Fisheries Service, U.S. Fish and Wildlife Service, Bureau of Land Management, and the U.S. Forest Service, as well as with Natural Resource Trustees such as Indian tribes and fisheries.

ERM has performed literature and records searches of State Archeological Site Files, National Register of Historic Places (NRHP), and existing Historic Structure Survey Files at State Historic Preservation Offices (SHPO) to determine if previously recorded cultural resources are located within a project’s Area of Potential Effect.

ERM focuses on environmental risk and the inherently associated financial risk in planning projects. ERM has developed technically sound, state-of-the-art strategies for evaluating potential adverse impacts to human health and ecological receptors to ensure they are accurate, realistic, and defensible. Further analysis can determine the financial risk associated with the incurred environmental liabilities to help our clients understand their liabilities and manage them practically and cost-effectively.

2.2 SIN 899-8 & 899-8 RC Remediation and Reclamation Services

ERM has the experience, expertise, and capabilities to develop and implement comprehensive, cost-effective solutions to difficult environmental remediation problems. Our overall approach involves development and implementation of a strategic plan, which allows for timely and cost-efficient site closures to be achieved. Since 1990, we have saved our clients over $1.5 billion.

ERM’s systematic approach to site investigation emphasizes planning, analysis, and integration of engineering data requirements to facilitate the efficient selection of a remedy. We are a leader in the application of risk-based corrective action (RBCA) to achieve appropriate remedial solutions and successful site closure, using risk assessment to determine if remediation is necessary.

Based on site investigation and data analysis, ERM develops feasibility studies to select the most appropriate remediation alternative and then designs the selected remedy. ERM has designed and built, or provided construction management, for virtually every type of conventional soil and ground water remediation system, as well as innovative technologies, for treating soil and ground water contamination. ERM also offers a full range of effective short- and long-term ground water monitoring services, and supplies complete remediation and treatment system operation and maintenance (O&M) services.

ERM’s experience includes:

$170 million annually in CERCLA investigation and remediation services in the U.S.;

Full-scope remedial services at over 1,100 sites under federal regulatory programs, including

CERCLA, RCRA, UST, and NCP, encompassing every USEPA Region, and over 3,000 project sites under state-led programs, successfully achieving hundreds of site closures;

Over 3,500 site assessments encompassing a diverse range of geological settings and contaminants;

Full-scope RCRA task orders at DoE and DoD installations, including a $40-million contract at Fort Wingate, New Mexico;

Closure of 32 UST sites by application of RBCA analysis to Corrective Action Plans for U.S.

Navy, saving $12 million in Installation Restoration Program costs; and

Implementation of full-scope CERCLA and NCP-compliant programs at 244 National Priority Listing Superfund sites in the U.S.
