Research Associates of Syracuse (RAS) is a small business of highly qualified engineers and analysts working in EW, ELINT, ESM, and related fields. RAS has 23 years corporate experience in professional engineering services, performing critical studies, analysis, and systems engineering work for the US Intelligence Community since 1986.
RAS provides advanced support to the Pentagon and the US intelligence community.
RAS is active in signals intelligence, electronic warfare, network-centric operations and warfare, and digital receivers design and implementation. We are the leaders in specific emitter identification/tracking (SEI/SET) technology. We provide training in ELINT, EW, and radar applications and theory.
Research Associates of Syracuse performs studies, models algorithms via simulation, develops hardware and software prototypes and provides technical training for signal detection, characterization, identification, geo-location and tracking. RAS collects and exploits modern signals of interest (including conventional radar, Low Probability of Intercept (LPI) and recently RF MASINT emitters) and has developed an extensive digital library of collected signals (actively used by several other organizations). RAS developed robust real-time equalization techniques to mitigate receiver distortion, processes for real-time specific emitter tracking (SET) and multi-technique specific emitter identification (SEI), and for intercepting and characterizing LPI and wideband signals. The company has provided integration and test support for a key USAF ISR platform. For the US Army, a real time specific emitter tracking was developed, integrated and tested with a prototype ESM digital channelizer. For the US Navy, RAS developed high performance Intentional Modulation on Pulse (IMOP) characterization algorithms for Field Programmable Gate Array (FPGA) cores. Algorithms are being ported to FPGA implementations for real-time broadband spectral monitoring to be transitioned to developmental and production systems for operational use. In addition, RAS is working on advanced concepts for Network Electronic Warfare Training Systems (NEWTS). RAS provides subject matter experts in support of national EW database development efforts. The company has offices in Syracuse, NY, and Rome, NY, with computing resources and a laboratory for classified work.
Our primary engineering facility in Rome, NY provides 7400 square feet of office/conference space, with approximately 400 square feet of lab space. The laboratory and classified computer is accredited for classified processing and storage.

RAS owns multiple licenses for MATLAB, MS Office, MS software development packages and the Xilinx VDHL development and synthesis tool. RAS has invested in capital equipment for digital receiver development tools, test equipment and signal processing IRAD. Development platforms include a Pentek 6821 213.33 MHz, 12 bit A/D, dual Xilinx 2VP50-5 FPGA, VME development board, and an Annapolis Microsystems Wildstar II dual 2VP70-5 FPGA, PCI development board. Our VHDL design tools include the Xilinx ISE development environment (7.1i), XST logic synthesis, and ChipScope Pro 8.2, FPGA logic analyzer from Synplify, 8.2 logic synthesis and mapping from Synplicity, and Modelsim SE HDL simulator from Mentor Graphics. Test equipment includes an Agilent MSO6034 300MHz digital storage Oscilloscope/Logic Analyzer (4 analog, 16 logic channels), Tektronix AWG610 Arbitrary Waveform Generator Tektronics 2236 analog oscilloscope, HP 8555A Spectrum Analyzer, HP 8620C Sweep Oscillator, HP 8410B Network Analyzer, a HP 8412A Phase-Magnitude Display, a 500 MHz Log Video Detector and FM Discriminator.
RAS provides professional engineering services in the Electrical Engineering PED, and within that PED, in the specialties of Aerospace and Electronic Systems, Antennas and Propagation, Circuits and Systems, Computers, and Microwave Theory and Techniques.
Our engineering services relate to general engineering and military and aerospace equipment and military weapons.
Contract Overview
Research Associates of Syracuse (RAS) has been awarded a GSA Federal Supply Schedule contract for Professional Engineering Services, Contract Number GS-10F- 0217V. The contract period is from June 5, 2009 through June 4, 2014. Under this contract, RAS is authorized to accept fixed price or time and materials contracts using the labor categories and ceiling rates defined for the contract.
The Special Item Numbers (SIN) available under this contract are:

Task orders for engineering services may be placed for any of these three SINs as long as the work is covered by the definition of that SIN.
