1. Special Item Numbers (SINs)

Ricardo Defense has been awarded the following Special Item Numbers (SINs) under the Professional Services Schedule as defined below. The SIN numbers followed by (RC) denotes an award for Disaster Recovery Purchasing. State and local government entities may purchase Ricardo Defense’s products and services in advance of a major disaster declared by the president, as well as in the aftermath of an emergency to facilitate recovery from a major disaster, terrorism, or nuclear, biological, chemical, or radiological attack. Labor rates for services provided under these SINs are in Section 5. Section 6 contains Ricardo Defense labor category descriptions.

2. Maximum order: $1,000,000.00 for SINs 541330ENG, 541420, and 541715;

$250,000 for SIN 541380; $250,000 for OLM. Notwithstanding this limit, agencies may place and Ricardo Defense may honor orders exceeding this limit in accordance with FAR 8.404. In accordance with the Maximum Order provisions contained in the Schedule, a delivery order may be placed against the schedule even though it exceeds the maximum order threshold. There is no maximum ceiling for any task order. Ordering agencies are encouraged to seek price reductions in excess of this

Maximum Order Threshold and the contractor may 1) offer a new lower price, 2) offer the lowest price available under the contract, or 3) decline the order.

3. SIN Descriptions:

541330ENG Strategic Planning for Technology Programs/Activities Services available under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, concept development, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing.

541380 Testing Laboratory Services / Concept Development and Requirements Analysis Services available under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, testing services, and quality assurance.

541420 System Design, Engineering and Integration Services available under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing.

541715 Test and Evaluation Services required under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing.

OLM Order Level Materials (OLMs) OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a GSA Schedule contract or BPA. Prices are established at the order level. Items are purchased under the authority of the FSS Program, in accordance with GSAR Clause 552.238-115 Special Ordering Procedures for the Acquisition of Order-Level Materials. OLMs are ancillary to the primary purpose of a task or delivery order. OLMs must be procured in conjunction with one or more of the other SINs listed on this schedule (541330ENG, 541380, 541420, and/or 541715). OLMs may not exceed 33.33% of the total order or BPA. OLMs may not may exceed the ceiling price listed in the Maximum Order section.

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the Contractor adds SCA labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable Wage Determination (WD) number. Failure to do so may result in cancellation of the contract.

Engineers

Description Create and define requirements, trade off cost and performance, and develop detailed specifications.

Will typically work in an engineering discipline performing any of the following: research, development, software, test, product improvement, sustainment, or process definition. Higher levels of engineers will lead projects and tasks or be a principal contributor by providing specialized skill and design expertise. They will also be required to interact with the customer, monitor progress and status, and deliver technical presentations.

Field Service Representatives

Applies technical engineering and drafting techniques in the preparation of civil engineering drawings and other graphic material using computer-aided drafting and/or manual drafting methods. Observes and records details that help determine areas of opportunities in order to reduce waste and increase overall productivity; informs work coordinators of observations.

Assists or leads the development of presentations. Performs editorial and quality assurance support for document preparation and delivery. Familiar with a variety of project support requirements, practices, and procedures. Assists project management function with the implementation of Configuration Management, Data Management and Risk Management activities.

Provides support to earned value management and tracking budgets.
