The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the Contractor adds SCA labor categories/employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

PG has been awarded the following area of expertise or Special Item Numbers (SIN) under the GSA Environmental Services contract. PG’s specific services being offered under this SIN are identified below:

Environmental Planning Services & Documentation

PG is a recognized expert in the development, implementation, and oversight of the Clean Water Act (CWA) programs. PG has a unique set of the technical skills, expertise, and staff that is routinely requested by U.S.

Environmental Protection Agency (EPA) Headquarters and Regional Offices. PG also has direct experience supporting EPA’s Office of Science and Technology, Engineering and Analysis Division, with the development and documentation of national technology-based regulations for various industry categories. The specific services being proposed include:

1) Development of NPDES permits which includes the review and analysis of permit data (including site visits); preparation of technology- and water quality-based effluent limitations; completion of statistical analyses; assessment of treatment system performance; permit development; public comment response; and documentation and administrative record management associated with final permit issuance.

2) Technical support in conducting studies of, and in developing regulations applicable to, select industries. This includes collection of information and materials to provide factual technical, engineering, economic and/or statistical studies and analyses to support EPA in developing national regulations.

3) Technical support in performing water quality assessments and studies.

Environmental Compliance Services One of the primary areas of specialization for PG is providing technical support for the implementation of regulatory programs including compliance and enforcement. As a result, we have developed the staff and protocols needed to ensure the successful implementation of compliance projects of any size and complexity.

We thoroughly understand the intent, meaning, and anticipated outcomes of NPDES and SDWA compliance activities and the underlying regulations, and this understanding is reflected in the execution of our work. PG currently supports various EPA Regions, EPA headquarters, the U.S. Department of Justice (DOJ), and state regulatory agencies with the implementation of an array of compliance activities. Our inspectors are highly trained and are considered experts in the field. The specific services being proposed include:

1) Compliance evaluation inspections of permitted municipal and industrial wastewater treatment plants;

2) Industrial pretreatment compliance inspections and audits;

3) Industrial, construction, and municipal storm water inspections;

4) Combined sewer overflow (CSO) and sanitary sewer overflow (SSO) inspections; confined animal feeding operation (CAFO) inspections; wastewater treatment plant diagnostic inspections; and monitoring report reviews;

5) Jurisdictional waters determinations and pollutant runoff analyses; and

6) SDWA sanitary surveys and sampling.

Environmental Advisory Services PG has considerable experience in providing ongoing advice and assistance in support of environmental regulations. Since 2005, PG’s staff has supported EPA and state environmental protection agencies in assessing the adequacy of administrative procedures, field inspection focus and protocol, inspection reports, and the tracking system for a variety of elements of their water quality protection programs. As part of these comprehensive evaluations, PG staff reviewed existing procedures and manuals, interviewed staff, assessed the adequacy of programs and their ability to meet stated goals and objectives, and suggested general and specific areas for improvement and clarification. From these efforts PG has recommended significant improvements to the existing format and content of the overall program including recommended templates for a variety of inspection and permit types. The specific services being proposed include:

1) Evaluate state compliance and permitting programs and recommend areas for improvement;

2) Provide standard operating procedures and checklists aimed at improving the thoroughness and effectiveness of field activities;

3) Consult with environmental program managers and staff to discuss options and alternatives for the continual improvement of the overall program;

4) Participate in meetings, analyze permitting and compliance procedures and programmatic results, conduct technical evaluations and prepare reports, provide informal training and consultation, and conduct management briefings; and

5) Facilitate improvements by successfully designing and implementing pilot-test scale programs prior to full deployment.
