SCA Applicability
The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the indicated SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the matrix. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.

| Position Title: Cultural Resource Specialist 7 |
Minimum/General Experience: 10 years Cultural Resource Management (CRM) or related experience in project management with 7 years experience in business management.
Functional Responsibility: Formulates and implements program strategies and or research goals. Establishes overall program budget. Manages multiple technical projects, including subordinate specialists and project personnel. Responsible for and participates in establishing and implementing corporate polices & procedures as they relate overall program effort. Maintains comprehensive expert understanding of relevant statutes, regulations, ordinances and other legal directives pertinent to the business and professional operations of the program. Responsible for compliance with all contract conditions, profitability, and quality control.
Minimum Education: PhD or MS/MA in a CRM related discipline.

Position Title: Cultural Resource Specialist 5
Minimum/General Experience: 6 years CRM or related experience including 4 years in supervisory roles. Demonstrated ability to integrate academic and management issues in sophisticated research designs and scopes of work.
Functional Responsibility: Regularly manages projects and project personnel on multiple projects during all project phases: pre-field, field, laboratory, analysis and reporting for survey/inventory, extended survey, evaluation, and treatment or mitigation projects. Assists in establishing and effectively communicates overall objectives and standards to achieve project goals. Participates in risk assessments and business administration as directed by supervisor. Assists in preparing CRM management documents such as Programmatic Agreements and Memoranda of Agreement, complex research designs, and project scopes of work and budgets. Defines project teams and delegates responsibilities and authorities for lead positions and product contributions. Maintains expert knowledge of appropriate state and local laws and ordinances.

Position Title: Cultural Resource Specialist 4
Minimum/General Experience: 4 years CRM or related experience including 2 years supervisory experience working on multiple simultaneous projects. Expertise in at least one area of technical specialization (e.g., lithic analysis, faunal analysis, obsidian hydration dating, osteology, historical materials, etc.) or cultural resource regulatory compliance.
Functional Responsibility: Develops and refines research designs, scopes of work, report contents, conducts and/or directs necessary analysis, contributes major written sections, and monitors quality control for fieldwork, lab analysis, writing and production (graphics, technical review, editing, etc.). Defines project teams and delegates responsibilities and authorities for subordinate positions and product contributions for assigned projects. Participates in developing and meeting project budgets and other objectives as assigned. Organizes and manages project files from start to close. Responsible for technical and fiscal aspects of projects and project personnel. Responsible for working effectively with clients and other project stakeholders and ensuring productive application of staff efforts.

Minimum/General Experience: 3 years CRM or related experience plus field school with 12 months supervisory experience. Shown to be proficient in at least one area of technical specialization with appropriate information technology skills and experience. Experienced in fieldwork in multiple geographic areas.
Functional Responsibility: Manages projects and project personnel during one or more project phases: pre-field, field, laboratory, analysis and reporting. Participates in development of project budgets and responsible for meeting budget objectives as assigned. Able to develop and refines report contents, conducts and/or directs necessary analysis, contributes major written report sections, and monitors quality control for fieldwork, lab analysis, writing and production (graphics, technical review, editing, etc.) Organizes and manages project files. Responsible for ensuring safety requirements are met on all assigned projects. Safety officer for assigned projects.

Functional Responsibility: Makes daily job assignments to project team(s) and is responsible for monitoring daily performance of project personnel. Maintains thorough records of work performed as assigned (e.g., daily work log, site records, excavation level records, etc.) Responsible for immediately reporting recognized potential or actual work problems to supervisor/project manager. May serve as project Safety Officer, conducting and documenting weekly Safety Meetings. May be responsible for monitoring budget and schedule for assigned work. Contributes to project analysis and report writing as assigned. Has good understanding of essential CRM laws and regulations.

Position Title: Cultural Resource Specialist 1
Minimum/General Experience: Introductory course in archaeology and archaeological field school. Applicable information technology knowledge and/or certifications.
Functional Responsibility: Works under general supervision. Able to perform basic functions, including methods and techniques for cultural resource inventory, archaeological fieldwork, field documentation and record keeping, and laboratory methods. Maintains basic understanding of archaeology and general goals of CRM. Responsible for completing assigned work in a timely and effective manner. Works courteously and safely with co-workers, clients, and other project stakeholders. Promptly reports any unsafe work conditions.

Position Title: Contract Manager
Minimum/General Experience: 3 years of relevant professional experience. Must possess excellent problem-solving and organizational skills and be capable of managing multiple tasks. Understanding and ability to apply Contract Cost Accounting Standards and appropriate Federal Acquisition Regulations. Must be proficient with accounting software, word-processing, spreadsheet, database, and electronic mail computer applications.
Functional Responsibility: Maintains accurate project record-keeping including information in accounting system. Reviews and negotiates client contract terms. Prepares client/project invoices on a monthly basis with appropriate supporting documentation. Collects accounts receivable on assigned projects adhering to company's credit and collections policy. Works in close coordination with Pacific Legacy project managers / supervisors and clients to ensure contract compliance. Reviews and monitors adherence to project budgets and schedules. Supervises daily tasks of administrative personnel as assigned.
Minimum Education: BS/BA or Professional Certification in a CRM related field.

Position Title: Graphics Specialist
Minimum/General Experience: 2 years CRM or related experience plus field school, including 6 months graphics preparation. Good working knowledge of a variety of computer platforms and software. Proficient in field, mapping, and graphing methods and techniques, and can effectively direct subordinate project personnel in daily tasks. Should have demonstrated writing skills adequate to contribute to project reports.
Functional Responsibility: Regularly assists project managers in organizing and directing subordinate staff for mapping, graphics, analysis, and reporting phases of projects. Coordinates with and seeks guidance from assigned supervisor. Contributes to project report presentation and reporting as assigned. Work may be performed in rural, urban and industrial areas, confined spaces or heavily vegetated areas. May be required to complete HAZWOPER training and work in areas where hazardous materials or substances occur.
