Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
LABOR CATEGORY DESCRIPTIONS
Minimum Education and Experience Requirements Skill Level 1 – Bachelors degree in related discipline plus one (1) year of related experience; depending upon area of technology, a combination of vocational and/or military certifications plus three (3) to five (5) years of experience may be substituted for degree, or six (6) years of related experience.
Skill Level 2 – Bachelors degree in related discipline plus four (4) years of related experience; depending upon area of technology, a combination of vocational and/or military certifications plus three (3) to five (5) years of experience may be substituted for degree, or eight (8) years of related experience.
Skill Level 3 – Masters degree in related discipline plus four (4) to six (6) years of related experience; or Bachelors degree in related discipline and eight (8) to ten (10) years of related experience; depending upon area of technology, a combination of vocational and/or military certifications plus three (3) to five (5) years of experience may be substituted for degree.
Skill Level 4 – Masters degree in related discipline plus eight (8) to ten (10) years of related experience; or Bachelors degree in related discipline and twelve (12) to fifteen (15) years of related experience; depending upon area of technology, a combination of vocational and/or military certifications plus three
(3) to five (5) years experience may be substituted for degree.
Substitution – Three (3) years of applicable experience may be substituted for degree.
Administrative Specialist: Provides administrative support such as technical typing, editing of word processing and other computer based manuscripts, integration of various sources into a cohesive product which may be delivered as computer-based magnetic media, preparation of graphical and narrative presentation material. Provide assistance with maintaining personnel and other files. Possess previous federal government work experience, or comparable military or private sector work experience that allows for broad administrative skills. Extensive knowledge of and experience in event and conference planning, correspondence schedules, and execution to include the ability to brief leaders. Ability to communicate effectively orally and in writing. Excellent writing skills to include competence in grammar, composition and spelling. Ability to work independently, to demonstrate effective time management, to include the ability to determine the appropriate approach and methodology in event /conference management, and to handle several projects at one time. Excellent diplomatic and international skills. Professional presentation and demeanor. Skills in applying tact and diplomacy under all circumstances in personal contacts with senior level personnel and distinguished visitors as well employees. Must possess strong understanding of etiquette, military customs and courtesies and decorum. Understanding of media relations and the ability to work closely with public affairs staff and with media, as required. Strong organizational and management skills. Supports the development of deliverables and reports by developing and updating graphic presentations to improve the quality and enhance the usability of these documents.
Function/Responsibility of Each Position
Consultant: Team member contributing to consulting staff client assignments within specified guidelines. Performs a variety of tasks that require both practical experience and theoretical, state-of-the-art, technical knowledge.
Budget Officer: Serves as the technical expert regarding all phases of budgetary and financial functions including the interpretation, application, and implementation of budgetary principles, procedures and guidelines. Advisor to all resource advisors for the planning, organizing, execution, and monitoring of annual operating budgets and multitude of special programs. Serves as the staff advisor to senior leadership and top management personnel regarding maintaining a balance in efficiency of economy of operations to ensure programmed objectives are accomplished. Interprets guideline material and instructions issued by Office of Management and Budget, Congress, Department of Defense, National Guard Bureau, etc.
Evaluates and identifies the areas and types of corrective/improvements actions needed. Uses automated financial management systems and computer generated products to accomplish financial management objectives. Confirms accuracy of automated systems database information and inform resource advisors and/or accounting personnel of significant problems, trends, or variances. Uses various computer software and web based programs to produce required financial reports, plans, schedules, etc. Presents effective analysis of financial management information regarding the expenditure of appropriated funds for senior leadership.
Analyst: Possesses/applies knowledge of analytic methodologies and principles to address client’s needs in the evaluation of project objectives and contributes to the implementation of strategic direction. Supports analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives. Works closely with senior Analysts, Team Leads, or Project Managers. Directs the activities of junior staff as necessary. With added responsibility/experience is responsible for providing leadership and vision to client and project teams around the methodology. Resolves complex problems, which require an in-depth knowledge of analytic methodologies and principles. Directs the activities of more junior Analysts or other staff as necessary on activities related to the application of analytical techniques and methodologies.
Demonstrates managerial and supervisory skills.
Contracts Specialist, Senior: Possesses documented experience in and working knowledge of government/defense programs. Able to effectively communicate orally and in writing. Performs various contract administration responsibilities which will include all functions from pre and post award procurement functions for a variety of complex, high dollar acquisitions. In-depth working knowledge of federal procurement regulations (FAR & DFARS) and policies as well as the ability to perform complex cost and pricing data analysis is required.
Experienced in working with various contract types such as Cost Reimbursable, Fixed Price, Time & Material and commercial contracts.
Preparation of contractual files and electronic documents is also required. Performs thorough research, analysis and reviews of applicable policies, guidance and regulations to support management’s decision-making. Capable of assisting with strategic requirements review and consolidation, acquisition strategy development, request for proposal development, industry days, and other pre-award duties. Prepare all supporting contract documentation. Must be knowledgeable of acquisition procedures involving best value, price performance tradeoff (PPF), lowest price technically acceptable (LPTA) and general schedule (GSA) source selections. Possession of a Defense Acquisition Workforce Improvement Act (DAWIA) certification or OPM certification in the field of contracting would be ideal.
Contracts Specialist, Journeyman: Possesses documented experience in and working knowledge of government/defense programs. Able to effectively communicate orally and in writing. Should be familiar with FAR, DFARS and other government agencies supplemental procurement regulations. Tasks will include performing all pre-award and post-award procurement functions for a variety of fixed-priced and cost reimbursement contracts. Tasks require analysis and evaluation of certified cost and pricing data and other types of pricing information to determine price reasonableness. Prepares contracting recommendations for the customer that requires research and interpretation of evolving government regulations, policies, guidance and laws. Acts a primary contracts lead for semi-complex, non-Program Executive Officer (PEO) level acquisitions may involve best value, price performance tradeoff (PPT), lowest price technically acceptable (LPTA), or GSA source selections. Responsible for post award administration and for preparing all supporting contract documentations.
Contracts Specialist, Junior: Possesses documented experience in and working knowledge of government/defense programs. Able to effectively communicate orally and in writing. Should be familiar with FAR, DFARS and other government agencies supplemental procurement regulations. Should be able to provide routine contracting services such as acquisition planning, preparing solicitations, proposal analysis and post-award activities in support of less complex acquisitions. Tasks will also include assisting higher- level contracting specialist/personnel by preparing portion of less complex contractual documents and reading and interpreting basic procurement regulations, policies and directives.
Contracts Consultant: Provides expert acquisition services in program management and contracting consultant services. Prepares and provide high-quality and timely contracts and coordinate reviews. Ensures work products and services performed adhere to all regulatory requirements and established procedures for federal contracting. Possesses Level 2 or Level 3 Defense Acquisition Workforce Improvement Act (DAWIA) or OPM certification in the field of contracting. Provides cradle to grave contracting services for a variety of goods, services and information technology. Uses problem solving and creative skills necessary to provide proper service to internal and external customers. Program Director/Senior Advisor: Senior executive responsible for providing strategic direction, vision, leadership, and program management to the team. Contributes to organizational direction through regular involvement with senior level client leadership and team members. Maintains productive and effective client relationship with the most senior levels of the client organization.
Management Consultant: Possesses demonstrated knowledge, extensive experience in the development of solutions, recommendations, or outcomes across multiple complex tasks in multiple organizations. Supports the development of solutions to address organization’s challenges. Evaluates option in the context of project objectives and contributes to the implementation of strategic direction. May be required to define project objectives and strategic direction.
May be responsible for providing leadership and vision to client and project teams and serves as a key facilitator between multiple teams to achieve objectives of complex efforts. Works closely with senior other consultants and Task Leads. May be requested to direct the activities of more management Consultants or other staff as necessary.
Functional Subject Matter Expert: Senior expert with extensive, enterprise-wide knowledge and experience in one or more designated functional and/or domain areas. Provides insight and advice concerning strategic direction and applicability of up to date, industry standard solutions. Is responsible for providing high level vision to program/project manager or senior client leadership to influence objectives of complex efforts. The Functional Subject Matter Expert is primarily utilized on projects for his or her specific expertise, not in a managerial capacity, in support of the creation of comprehensive methods for describing current and/or future structure and behavior of an organization’s processes, systems, personnel and organizational sub-units, so that they align with the organization’s core goals and strategic direction. The Functional Subject Matter Expert is typically a former high-ranking military or civilian official and recognized by industry as an expert in his or her specific field.
Functional Specialist: Possesses knowledge in designated field or discipline. Provides insight and advice concerning task or project strategic direction and outcomes. May contribute to the evaluation, analysis, and development of recommended solutions. Resolves complex problems, which require an in-depth knowledge of subject matter related to the designated field or discipline. Applies principles and methods of the subject matter to specialized solutions. Generally, possess demonstrated ability and experience in management consulting and cross-team facilitation at the senior management level. Other areas of expertise may include, but are not limited to, business process reengineering, statistical process control, individual and organizational assessment and evaluation, process modeling and simulation, strategic and business planning, change management, organizational development, and the development of leadership/management skills. May be requested to direct the activities of other functional specialists, or other staff as necessary on activated related to the specified field or discipline.
Financial Analyst: Responsible for performing financial and or pricing functions which may include preparation and management of financial reports and statements, audit support, and providing financial policy and operations consultation. Utilizes professional knowledge of financial and pricing theory and practice to carry out assignments.
Senior Task Lead: Senior leader, experience in project and task management, responsible for ensuring successful task completion within the scheduled timeframe consistent with the established scope of work to include both the technical and financial solutions. Organizes, directs, and coordinates the planning and production of all activities associated with assigned tasks.
Project Manager: Performs day-to-day management of contract support operations, possibly involving multiple tasks and groups of personnel at multiple locations, on a single project. Demonstrates skills in the scope of work encompassed by the task order; provides technical guidance to the project team in performance of the work and reviews the quality of all work products. Organizes, directs, and coordinates the planning and production of all contract support activities. Responsible for staffing, project planning, project financials, and staff direction and oversight. The Project Manager maintains and manages the client interface at the COTR levels of the client organization.
Assists the Program Manager as required in managing contract performance.
Program Manager: Provides oversight and executive level management to overall contract operations often involving multiple projects/tasks and groups of personnel at multiple locations. The Program Manager maintains and manages relationships with senior level management within the client organization.
Responsible for ensuring senior level management within the client organization is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision; this may include subject matter and unique technical knowledge. The Program Manager is responsible for managing multiple contract operations, ensure quality standards and work performance on all task orders and projects, plans, organizes and oversees work efforts, assigns resources, manages personnel, provides risk management, ensures quality management, monitors overall project and contract performance, etc.
Task Lead: Experienced in task management, responsible for ensuring successful task completion within the scheduled timeframe consistent with the established scope of work to include both the technical and financial solutions. Organizes, directs, and coordinates the planning and production of all activities associated with assigned tasks.
Support Specialist: Depending on the functional specialty, supports the program management staff in the preparation of deliverables, internal reports, briefings, and drawings associated with the project being supported.
Technical Writer: Specialized experience includes: demonstrated experience in editing documents, including technical documents.
Demonstrated ability to work independently or under only general direction. Provides technical writing support to assist in the efficient operations to revise, create, and maintain standardized material for reports, manuals, briefs, presentations, proposals, orders, and related technical and administrative publications. Must analyze requirements of programs to determine the type of publications needed. Must also assist in organizing material and complete writing assignments according to standards regarding order, clarity, conciseness, style and terminology. Maintain records of files of work and revisions. Edit, standardize, or make changes to material prepared by other writers.
Establish technical specifications and determine subject material to be developed for publication. Analyze developments in specific field to determine the need for revisions in previously published materials and development of new material. Selects photographs, drawings, sketches, diagrams and charts to illustrate material. Must keep abreast of current organization changes. Draft prepares Congressional correspondences. Observe production, development, and experimental activities to determine operating procedures and detail. Arrange duplications for distribution. Write, edit, produce and maintain on-line documentation. Provide quality assurance efforts, assemble documentation for audits and ensures that documents are compliant with Federal Regulations.
