Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Analyst (Associate Consultant) Functional Duties/Responsibilities: Possesses demonstrated knowledge and experience applying analytic methodologies and principles to address client needs. Applies analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction. Performs analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives under the close supervision of Project Managers and consultants.

Minimum Education: Bachelors Degree.

Minimum Experience/Training: 2 years of professional experience.

Associate Partner Functional Duties/Responsibilities: Designs and implements client development activities, held accountable for generating revenues. Manages complex projects from developing study design, budget, research plan, delegating tasks, overseeing staff, and monitoring overall progress. Prepares reports for clients, continual interfacing with clients concerning project progress, results and costs. Has substantial subject area knowledge in at least one area of practice. Participates in business development activities, including proposal preparation.

Minimum Education: Masters Degree.

Minimum Experience/Training: 8 years of relevant work experience. Member of senior management group of the company.

Consultant Functional Duties/Responsibilities: Applies economic/business management concepts and analytical techniques in project setting, with direct supervision. Oversees work of research/administrative assistants, prepare high quality drafts of sections of client reports, and communicates directly with clients on technical aspects of engagements and management of relatively small projects. Performs analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives under the close supervision of Project Managers and consultants.

Minimum Education: Bachelors Degree in business-related or economic development major.

Minimum Experience/Training: 3 years of professional experience.

Partner Functional Duties/Responsibilities: Responsible for the practice’s growth and increasing its profitability though leadership, management and technical skills. Has the authority to allocate resources within practice area’s budget, set goals and program priorities, control and incur costs, and make staffing decisions. Represents the firm as the executive with overall responsibility for the project and is authorized to take actions on behalf of the company in order to achieve project’s objectives.

Minimum Education: Masters Degree.

Minimum Experience/Training: 10 years of relevant work experience. Member of senior management group of the company.

Project Leader Functional Duties/Responsibilities: Applies economic/business management concepts and analytical techniques in project settings, with little direct supervision. Oversees work of research/administrative assistants, prepare high quality drafts of sections of client reports, and communicates directly with clients on technical aspects of engagements and management of relatively small projects.

Minimum Education: Masters Degree.

Minimum Experience/Training: 5 years of relevant business consulting or economic development experience. Mastery of broad array of technical skills called for in the firm’s projects.

Project Manager Functional Duties/Responsibilities: Experience in managing the business issues associated with client requirements. Responsible for management and supervision of the engagement team, on-site quality control, review and approval of working papers and findings, adherence to applicable standards, report review, and assisting in development of overall engagement approach.

Provides technical guidance and project management functions associated with client requirements including, financial management of projects through budget monitoring; recruitment of qualified personnel to support unique client environments; assist in the development and writing of client work plans and budgets; establish regular correspondence with field teams to monitor project activities;

reporting to appropriate parties and monitoring of compliance issues; initial review of technical scopes of work; maintain client relations assigned to the project; development of subcontracts and maintain subcontractor relations; coordination of on-going research, monitoring and evaluation activities;

participation in research activities that have implications for program management.

Minimum Education: Masters Degree.

Minimum Experience/Training: 6 years of relevant work experience.

Senior Consultant Functional Duties/Responsibilities: Applies economic/business management concepts and analytical techniques in project settings, with little direct supervision. Oversees work of consultants and associate consultants, prepare high quality drafts of sections of client reports, and communicates directly with clients on technical aspects of engagements and management of relatively small projects.

Minimum Education: Bachelors Degree in business-related or economic development major.

Minimum Experience/Training: 4 years of relevant business consulting or economic development experience. Mastery of broad array of technical skills called for in the firm’s projects.
