SIN 874-1 and -3: Current Rates
Development Associates, Inc. is a private management and governmental consulting firm. We provide public policy research, evaluation, training and technical services to Federal, State, and local government agencies and private organizations in the U.S. and abroad. Our mission is to serve clients with expert advice, technical assistance and management services. Our chief areas of expertise are:
Evaluation, Surveys and Policy Research;
Human Capacity Development Activities/Training;
Education;
Democracy and Governance;
Early Childhood Development;
Substance Abuse and Violence Prevention;
Minorities and Special Populations;
Health Services;
Economic Development and Resource Management; and
Conflict Prevention and Developmental Relief.
Our major clients include: U.S. Department of Health and Human Services; U.S. Department of Education; U.S. Census Bureau; U.S. Agency for International Development; various state and municipal governments; Native American tribal organizations; and private foundations and business enterprises.
In all our activities we:
Work closely with our clients;
Involve other stakeholders to the maximum extent appropriate;
Take a long term, strategic analysis perspective;
Apply best practices in the field; and
Seek to build the internal capacity of the target organization(s).
SIN 874-1: Consulting Services
Our focus is on the planning, implementation and evaluation needs of organizations, particularly from the perspective of improving service delivery and customer/client satisfaction. We have experience working with public and private organizations including those serving minority and special populations, public school systems, and community health agencies. This experience has been gained from over 30 years of working in the United States, Central and South America, Africa, Asia and Middle East, and Eastern Europe. Substantively, we specialize in:
Program evaluation, including the design of simple and complex systems, implementation of qualitative and quantitative process and outcome evaluations, and assisting in the practical application of results;
Performance measurement, including design and implementation of indicators and systems that comply with requirements and best-practices associated with government-wide requirements for improvement and accountability (GPRA, Clinger-Cohen);
Organizational assessments, that may be focused on identifying barriers to organizational effectiveness, human resource requirements and needs, adaptation to technological or cultural change, or resolution of conflicts;
Community needs and resources assessments, including analyses of existing data, focus groups and interviews of community leaders, and estimation of program costs and benefits;
Program planning and design, including education, health, substance abuse and violence prevention, and economic development;
Management systems analysis and design, including development of more efficient and effective operations, recruiting and incorporating more diverse personnel, and monitoring critical management and performance information; and
Organizational development, including team building, strategic planning, and quality control.
SIN 874-3: Survey Services
Surveys can be critically important tools in determining needs, assessing progress, or evaluating impacts. Development Associates has expertise in telephone, mail or face-to-face surveys, as well as focus groups, on-site observations and less structured qualitative data collection designs. The keys to effective surveys are careful strategic planning, skillful execution, meaningful analyses and interpretation and clear presentation of results. A typical survey involves:
Survey design;
Instrument/questionnaire development;
Pretest/pilot instrument (using cognitive methods;)
Sample design;
Sampling frame construction;
| Data collection using one or more of the following models: |
| Computer assisted telephone interviews (CATI) surveys; |
On-line;
Mail;
In person interviews.

Case studies and ethnographic studies.
