Our firm is a small business with 39 years of experience in performing Construction Management and Engineering Consulting Services related to Real Property for our governmental clients through our offices in Kansas City and Chicago. We have a professional staff of 50 architects, engineers and construction managers, with degrees in Engineering, Construction Management, Safety/Industrial management and Architecture. Professional registration is held in 40 states.

Our project experience includes renovation and new construction projects under the Design Excellence Program and IDIQ contracts. We have provided these services on government owned facilities and leased build-to-suit facilities developed for the government. We have a thorough understanding of governmental procedures and processes. Our construction management as advisor service to the GSA includes 500 project assignments – representing in excess of $2 billion in completed construction value.

Our client relationships include the GSA PBS and FAS, US Army Corps of Engineers, Department of Labor, National Oceanic and Atmospheric Administration, Social Security Administration, Department of Agriculture, Environmental Protection Agency, Department of Energy, Fermilab, National Nuclear Security Administration, National Archives and Records Administration, Department of Veterans Affairs and the Federal Bureau of Investigation.

Services we perform under this contract include Project Management, Construction Management during the Design, Procurement and Construction phases, Commissioning Agent, Testing, Claims Resolution and Post Occupancy Evaluation.

Service Contract Act (SCA) Statement:

The Service Contract Labor Standards, formerly the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Awards Schedule and all services provided.

While no specific labor categories have bene identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Category 1.

Job Title: Construction Executive (CEx)

Function/Responsibility: The principal CM employee responsible for overall direction, coordination and accomplishment of CM contractual functions on multiple contracts and projects. The CEx will work closely and cooperatively with the project A/E, the CO, the construction contractor and COR during all phases of each project. The CEx typically manages multiple multi-year Indefinite Delivery contracts. HSPD-12 and DOE Q-level security clearance required.

Education: Graduate of an accredited architectural/engineering or construction management curriculum with a bachelor’s or master’s degree.

Years of experience: 20

Professional Registration: Required, licensed Architect or Engineer.

Category 2.

Job Title: CM Project Manager (CMPM)

Function/Responsibility: The CM employee designated as the “key in-office” or “on-site” representative of the CM responsible for ensuring delivery of the day to day quality management services provided by the CM under the contract. The CMPM closely manages and administers the CM’s work during the procurement and construction phases of the project. The CMPM manages a single multi-year Indefinite Delivery contract with multiple work orders for project assignments.

HSPD-12 security clearance required.

Education: Graduate of an accredited architectural/engineering or construction management curriculum with a bachelor’s or master’s degree.

Years of experience: 10

Professional Registration: Not required.

Category 3.

Job Title: Quality Control Superintendent (QCS)

Function/Responsibility: The CM employee designated as the “key on-site” representative of the CM responsible for ensuring delivery of the day to day quality management services provided by the CM under the contract. The QCS closely manages and administers the CM’s work during the procurement and construction phases of the project. The QCS is assigned to a single large project, or a few smaller projects. HSPD-12 security clearance required.

Education: Graduate of an accredited architectural/engineering or construction management curriculum with a bachelor’s or master’s degree.

Years of experience: 10

Professional Registration: Not required.

Category 4.

Job Title: Engineer

Function/Responsibility: The CM employee responsible for reviewing A/E design drawings, performing the actual field inspection work, and recommending approval/rejection of material and workmanship, monitoring labor and safety provisions and maintaining inspection logs and records of defects. Construction work is civil, structural, mechanical/electrical or fire protection related and medium to complex in scope with construction budgets over $1,000,000. No design work is required. HSPD-12 security clearance required.

Education: Graduate of an accredited engineering curriculum with a bachelor’s or master’s degree in civil, structural, mechanical or electrical engineering.

Years of experience: 5

Professional Registration: Required, licensed Professional Engineer.

Category 5.

Job Title: CM Architect

Function/Responsibility: The CM employee responsible for reviewing the A/E design drawings, performing the actual field inspection work, and recommending approval/rejection of material and workmanship, monitoring labor and safety provisions and maintaining inspection logs and records of defects. Construction work is of a general nature, medium to complex in scope with construction budgets above $1,000,000. No design work is required. HSPD-12 security clearance required.

DOE Q-level security clearance is desirable.

Education: Graduate of an accredited architectural curriculum with a professional 5 year bachelor’s degree or master’s degree.

Years of experience: 5

Professional Registration: Required, licensed Architect.

Category 6.

Job Title: Estimator

Function/Responsibility: CM employee responsible for preparing independent government construction cost estimates. Construction work is of a general, civil, structural, mechanical and electrical nature. HSPD-12 security clearance required.

Education: Graduate of an accredited architectural/engineering or construction management curriculum with a bachelor’s degree.

Years of experience: 5

Category 7.

Job Title: Inspector

Function/Responsibility: The CM employee responsible for performing the actual field inspection work, quality assurance/quality control and recommending approval/rejection of material and workmanship, monitoring labor and safety provisions and maintaining inspection logs and records of defects. Construction work is of a general nature, relatively simple in scope with construction budgets under $1,000,000. HSPD-12 security clearance required.

Education: Graduate of an accredited architectural/engineering or construction management curriculum with a bachelor’s degree.

Category 8.

Job Title: CM Administrative

Function/Responsibility: Support project personnel with administrative duties to include general word processing, archiving computer/project files, preparing reports/meeting notes, managing contracts/agreements and participating in client/contractor meetings.

Education: Graduate of an accredited Community College curriculum with a 2 year Associate’s degree. Prior experience in construction related industries.

Years of experience: 5

Professional Registration: Not required.

Category 9.

Job Title: Senior Engineer

Function/Responsibility: The CM employee responsible for reviewing A/E design drawings, performing the actual field inspection work, and recommending approval/rejection of material and workmanship, monitoring labor and safety provisions and maintaining inspection logs and records of defects. Construction work is civil, structural, mechanical/electrical or fire protection related and medium to complex in scope with construction budgets over $3,000,000. No design work is required.

HSPD-12 security clearance is required. DOE Q-level clearance is desirable.

Education: Graduate of an accredited engineering curriculum with a bachelor’s or master’s degree in civil, structural, mechanical, electrical or fire protection engineering.

Professional Registration: Required, licensed Professional Engineer.

Job Title: CM Senior Project Manager (SRPM)

Function/Responsibility: The CM employee designated as the “Key in-office” representative of the CM responsible for ensuring delivery of the day to day quality management services provided by the CM under the contract. The SRPM closely manages and administers the CM’s work during the procurement and construction phases of the project. The Sr. CMPM typically manages a single multi-year Indefinite Delivery contract with multiple work orders or large scale individual task orders for very complex in scope project assignments with construction budgets above $3,000,000. HSPD- 12 and DOE Q-level security clearance required.

Education: Graduate of an accredited architectural/engineering or construction management curriculum with a bachelor’s or master’s degree

Job Title: Senior Estimator
