Primary Duties: At this level, initial assignments are designed to expand practical experience in applying systems analysis techniques and procedures. This Analyst provides several phases of the required systems analysis where the nature of the system is predetermined, uses established fact-finding approaches, knowledge of pertinent work processes and procedures, and familiarity with related computer programming practices, system software, and computer equipment. This Worker carries out fact finding and analyses as assigned, (usually of a single activity or a routine problem); applies established procedures where the nature of the system, feasibility, computer equipment and programming language have already been decided; may assist a higher level systems analyst by preparing the detailed specifications required by computer programmers from information developed by the higher level analyst, and may research routine user problems and solve them by modifying the existing system when the solutions follow clear precedents. When cost and deadline estimates are required, results receive closer review. The supervisor defines objectives, priorities, and deadlines. Incumbents work independently; adapt guides to specific situations; resolve problems and deviations according to established practices; and obtain advice where precedents are unclear or not available. Completed work is reviewed for conformance to requirements, timeliness, and efficiency. This position may supervise technicians and others who assist in specific assignments. Work at a level above this is deemed Supervisory or Individual Contributor.
In additiona to primary duties, this Analyst applies systems analysis and design skills in an area such as a record keeping or scientific operation. A system of several varied sequences or formats is usually developed, e.g. the analyst develops systems for maintaining depositor accounts in a bank, maintaining accounts receivable in a retail establishment, maintaining inventory accounts in a manufacturing or wholesale establishment, or processing a limited problem in a scientific project. This position requires competence in most phases of system 57 analysis and knowledge of pertinent system software and computer equipment and of the work processes, applicable regulations, workload, and practices of the assigned subject-matter area. Job duties require the incumbent to be able to recognize probable interactions of related computer systems and predict impact of a change in assigned system.

In additiona to primary duties, the Computer Systems Analyst III applies systems analysis and design techniques to complex computer systems in a broad area such as manufacturing, finance management, engineering, accounting, or statistics, logistics planning, material management, etc. Usually, there are multiple users of the system;
however, there may be complex one-user systems, e.g., for engineering or research projects. This position requires competence in all phases of systems analysis techniques, concepts, and methods and knowledge of available system software, computer equipment, and the regulations, structure, techniques, and management practices of one or more subject-matter areas. Since input data usually come from diverse sources, this worker is responsible for recognizing probable conflicts and integrating diverse data elements and sources, and produces innovative solutions for a variety of complex problems.

SUMMIT Personnel’s Expertise Resolves Long-term Dispute and Facilitates Cost-
Effective Remediation, Fort Carson, Colorado
SUMMIT was retained by the US Army Corps of Engineers (USACE), Omaha District to provide independent third party mediation between the Colorado Department of Health and Environment (CDPHE) and the US Army regarding identification of listed investigation derived- and remediation derived-waste. The long-standing dispute was heading towards litigation, when SUMMIT’s Dr.
Anderson met with all parties. He reviewed years of Fort Carson-CDPHE correspondence to understand the history and current issues, and made suggestions to remedy the absence of some historical information, so that informed decisions could be made. The result: CDPHE was able to confidently concur with USACE that the majority of the area in dispute should not be classified as listed waste release/disposal sites and the Army was able to proceed with appropriate remediation activities while managing waste in compliance with RCRA.
Dr. Anderson prepared a Waste Characterization Instruction to facilitate waste analysis and continues to provide consultation to the Army.

SUMMIT Fast-tracks Complex Formerly Utilized Defense Site (FUDS) Under Budget, Tyson Valley Powder Farm, Missouri
In 2008, SUMMIT performed a $1-million RI at a FUDS munitions storage and testing facility.
Contaminants included metals, explosives, and solvents (dense non-aqueous phase liquids).
SUMMIT managed up to four work crews simultaneously to install 12 new shallow and deep (bedrock) wells, and to collect over 500 multi-media samples in 3 months. SUMMIT developed the RI data collection strategy to determine the extent of contamination, characterize its fate and transport, and evaluate human health and ecological risks and remedial alternatives.
Innovations included:
Using an on-site laboratory to provide near real-time data to quickly render decisions in the field
Designing a dye tracer study to define flow paths and contaminant velocities in fractured limestone bedrock
Combining auger and air rotary drilling to quickly drill limestone bedrock up to 150 feet to collect appropriate lithologic data reducing drilling costs by 50 percent
Using X-ray fluorescence in the field to quickly assess metal contamination and identify soil samples for off-site laboratory analysis

Remedial Investigation/Feasibility Studies
SUMMIT personnel’s extensive experience ranges from performing preliminary site assessments and investigations and developing site management plans to developing site- or project-specific RI/FS plans including preparing work plans, sampling and analysis plans, health and safety plans, and supporting community relations plans. For remedial investigations, we perform site characterizations, determine the nature and extent of contamination, evaluate the fate and transport of contaminants, and assess risks to human health and environment. For feasibility studies, we develop, screen, and perform detailed evaluations of alternative remedial actions.
Environmental Remediation
SUMMIT personnel have participated in the remediation of sites under intense regulatory agency and public scrutiny. We routinely prepare pre-remediation documentation for site assessments and have worked with RCRA corrective action for sites impacted by HTRW releases. Our personnel participate in remedial design, developing and implementing voluntary clean up applications, regulatory permitting and regulatory compliance, and contaminated soil and groundwater management. Chemical Depot, Colorado
SUMMIT is currently managing a $2 million per year performance-based Environmental Remediation Services contract for USACE, Omaha District at the Pueblo Chemical Depot. The scope of services includes:
Optimization, operations and maintenance of groundwater extraction, treatment, and reinjection facilities
Executing the installation-wide and off-site sampling and monitoring program
Data validation program for the entire Pueblo Chemical Depot environmental program
