EnviroIssues was founded in 1990 to provide public outreach and communications support on a range of sensitive and often controversial projects. Since that time, we have grown to approximately 90 professionals and have been privileged to work on many of the region’s most interesting and challenging issues – land use and open space planning, natural resources management and conservation, transportation, design and construction of capital facilities, economic development, environmental and social justice, environmental impact assessment, cleanup and redevelopment of industrial sites, and many others. 874-1: Integrated Consulting Services EnviroIssues is an environmental consulting firm, specializing in the facilitation and resolution of technical issues through regulatory analysis, strategic planning and participatory decision-making. The company also provides visioning, assessment and documentation of collaborative efforts relating to an agency’s mission-oriented business functions. Specific areas of expertise include land use planning, natural resource management, endangered species, transportation, contaminated site remediation, wastewater management and environmental policies and regulations. EnviroIssues specializes in the facilitation of collaborative public and private decision-making and advisory processes related to landscape-scale conservation, tribal consultation, endangered species, NEPA and other environmental studies, natural resources management, risk analysis, and other land use planning and conservation issues.

Senior Associate A Senior Associate works at the highest and most strategic levels of the company to oversee and implement projects for a variety of clients, acting as a senior project manager and senior facilitator. A Senior Associate:

Independently develops and manages projects with minimal or no oversight required

Oversees a variety of national, regional and local federally-funded projects, including complex, specialty, and politically or technically difficult projects

Provides expert advice and assistance in support of the agency’s functions, including stakeholder involvement, negotiation, facilitation and dispute resolution

Provides senior-level facilitation services to clients as requested

Provides strategic project direction and advice to clients, including analyses, strategy formulation development and regulation development.

Manages project teams and oversees product and service quality

Has at least 20 years of professional experience and demonstrated expertise in strategic communications, facilitation and stakeholder engagement

Associate III An Associate III works at a high level of the company to manage and implement projects for a variety of clients, acting as a project manager and lead facilitator. An Associate III:

Develops and manages a variety of large projects with some oversight from the leadership team or Senior Associates

Manages small project teams and provides support to more experienced project managers on a variety of national, regional and local federally-funded projects of varying degrees of complexity

Develops and implements project strategies based upon guidance from more experienced project managers, including stakeholder involvement, negotiation, facilitation and dispute resolution.

Provides facilitation services to clients as requested

Represents the client at public events and meetings with minimal oversight

Has at least 10 years of professional experience and demonstrated expertise in multiple project settings

Associate I An Associate I is responsible for assisting project managers on a variety of larger projects, acting as a deputy project manager and assistant facilitator. An Associate I:

Leads coordination and implementation of project activities, with oversight from more experienced associates

Supports project managers on a variety of national, regional and local federally-funded projects of varying degrees of complexity

Develops initial drafts of project materials and manages drafting process

Implements project strategies based upon guidance and direction from more experienced project managers, including stakeholder involvement, negotiation, facilitation and dispute resolution

Coordinates project team communications and progress, including work with graphic designers, vendors and clients

Supports project managers by delegating task assignments and working with other staff to complete work

Project Coordinator A Project Coordinator is primarily responsible for supporting the project manager and other project staff on federally-funded project activities, including general facilitation, technical and documentation support. A Project Coordinator:

Coordinates logistics for and participates in facilitated processes

Supports material preparation

Supports implementation of project strategies with guidance from more experienced project managers, including stakeholder involvement, negotiation, facilitation and dispute resolution

Takes notes and prepares meeting summaries

Has at least 3 years of professional experience, education and demonstrated expertise in project settings. At the Project Coordinator level, years of experience may be composed of a combination of education and experience.

Graphic Designer A Graphic Designer is responsible for managing and leading graphic design projects with limited oversight from the leadership team. This person provides professional expertise in conceptualizing, creating and editing visual information for a variety of projects and may provide oversight for the work of other graphic designers.

A Graphic Designer:

Oversees product design and development services provided by the graphic design team

Provides direction to strategic graphic approaches in consultation with leadership and project managers Works directly with EnviroIssues’ staff to create graphic support materials (e.g. folios, postcards, display boards, logos) for federally-funded projects

Provides graphic design support to customers with hard and soft copy products, including web graphics

Coordinates and manages multiple graphics requests and meets deadlines

Manages all pre-press duties, file packaging, color correction, paper selection, writing print specifications and uploading files to FTP sites

Coordinates vendor cost estimation, production and delivery of completed materials

Has at least 10 years of professional experience and demonstrated expertise in supporting a variety of projects

Administrative Lead An Administrative Lead provides high-level secretarial/administrative/clerical support for federally-funded projects.

Acts as a local point-of-contact for major federally-funded projects

Fields requests from stakeholders

Oversees the production and distribution of project-based meeting materials for facilitated processes

Supports facilitators with room set-up, note taking and other tasks, as needed

Maintains filing system for all official project documents and correspondence, distributes handouts and sends meeting announcements

Manages all meeting logistics, including scheduling lodging and meeting rooms, arranging for audio-visual services and other materials production and distribution

SCA Applicability Statement

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire MOBIS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and/or when the contractor adds SCA labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable wage determination number. Failure to do so may result in cancellation of the contract.
