PLACING AN ORDER WITH FSS
CUSTOMER INFORMATION
1a.
Special Item Numbers (SIN)s
This Contract covers the following Special Item Numbers (SINs), as fully described in this Schedule Price List:

Identification of Lowest Priced Model Number and Lowest Unit Price
CSS prices, (see Services Price List), is the Government price based on a unit of one, exclusive of any quantity/dollar volume, prompt payment, or any other concession affecting price.
2. Maximum Order
(a) The Contractor is not obligated to honor any order or a combination of items in the excess of:

(b) Notwithstanding paragraph (a) above, the Contractor shall honor any order exceeding the maximum orders in above paragraph, unless that order (or orders) is returned to the ordering office within five (5) workdays after receipt, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
(c) Notwithstanding paragraph (a) and (b) above, the Contractor shall honor any purchase card orders exceeding the maximum orders in paragraph (a), unless that order (or orders) is returned to the ordering office within 24 hours after receipt, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
3. Minimum Order
When the Government requires supplies or services covered by this Contract in an amount less than $100, the Government is not obligated to purchase, nor is the Contractor obligated to furnish those supplies or services under the Contract. However, offerors may, if willing to accept smaller orders, specify a smaller amount in their offers. If a smaller amount is offered, it is mutually agreed that the Contractor will accept such orders and specify the smaller minimum order limitation in the applicable catalog/price list. If the offeror fails to specify a smaller amount, the Government may place orders for a smaller amount. Such orders shall be deemed to be accepted by the Contractor, unless returned to the ordering office within five (5) workdays after receipt by the Contractor.
4. Geographic Coverage (Delivery Area)
CSS will provide domestic and overseas delivery. Domestic delivery is delivery within the 48 contiguous states, Alaska, Hawaii, Puerto Rico, and Washington, DC; and to a CONUS port or consolidation point for orders received from overseas activities. Overseas delivery is delivery to points outside of the 48 contiguous states, Washington, DC, Alaska, Hawaii, and Puerto Rico.
Overseas service rates will be negotiated between the Contractor and the ordering agency.
5. Point(s) of Production (City, County, and State of Foreign Country)
If in the performance of any delivery/task order under this contract uses one or more facilities located at a different address than in this Price List, the Place of Performance - City, County, State, and Zip Code is as required by the individual delivery/task order.

7. Quantity Discounts
Blanket Purchase Agreements (BPAs) may be established to obtain the maximum discount (lowest net price) available in those Schedule contracts containing volume or quantity discount arrangements.
BPAs can reduce costs and save time because individual purchase orders and invoices are not required for each procurement but can instead be documented on a consolidated basis. The Contractor agrees to enter into BPAs with ordering activities provided that:
(a) Only items covered by the Contract are ordered under such agreements;
(b)
The period of time covered by such agreements shall not exceed: (1) the period of the Contract, or, (2) in the case of multi-year contracts, the fiscal year, unless the ordering activity has authority to obligate funds in excess of the fiscal year;
(c)
Orders placed under such agreements shall be issued in accordance with all applicable regulations and the terms and conditions of the Contract; and
(d) BPA’s may be established to obtain the maximum discount (lowest net price) available in those Schedule contracts containing volume or quantity discount arrangements.
8. Prompt Payment Terms
Prompt payment discount terms: Net 30 days.
9a.
Government Purchase Cards up to the Micro-Purchase Threshold
CSS will accept the Government purchase card for payments equal to or less than the micro-purchase threshold for oral or written delivery/task orders.
9b. Government Purchase Cards above the Micro-Purchase Threshold
CSS will not accept the Government purchase card for payments above the micro-purchase threshold.
10. Foreign Items
CSS does not offer any foreign items in this Schedule.
11a. Time of Delivery
CSS will adhere to the time of delivery determined for each separate delivery/task order placed under this Schedule.
11b. Expedited Delivery
CSS will provide expedited delivery of a delivery/task order subject to the availability of resources, the scope of work requested, and after an evaluation of financial impact, may require additional funding to accomplish expedited delivery.
11c.
Overnight and 2-day Delivery
Overnight/2-day delivery will be negotiated on a case-by-case basis. If the ordering agency requests overnight/2-day delivery or if the delivery/task order specifies overnight/2-day delivery, please contact CSS’s GWAC Service Center.
11d. Urgent Requirements
When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within three (3) workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all the other terms and conditions of the Contract.

The following are examples of tasks that may be performed under each SIN. These are examples only and are not meant to exclude or limit any authentic environmental service under this Federal Supply Schedule. Examples include but are not limited to the following.
SIN 899-1 – Environmental Consulting Services Under this SIN, only consulting services may be performed. The services include, but are not limited to: Planning and Documentation Services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as Executive Order 13423) in areas of chemical, radiological, and/or hazardous materials; ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA); Endangered species, wetland, watershed, and other natural resource management plans; Archeological and/or cultural resource management plans; Environmental program and project management; Environmental regulation development; Economic, technical and/or risk analysis; other environmentally related studies and/or consultations; Homeland Security solutions that include Biochemical protection; Crime prevention through environmental design surveys (CPTED); Economical, technical and/or risk analysis; Identification and mitigation of threats inclusive of protective measures to mitigate the threats; and Vulnerability assessments. Compliance Services such as review, audit, and implementation/management of EMS and other compliance and contingency plans and performance measures; Permitting; Spill prevention/control and countermeasure plans; Pollution prevention surveys; and Community Right to-Know Act reporting. Advisory Services for ongoing advice and assistance with data and information in support of agency environmental programs involving areas such as Hazardous material spills; Material safety data sheets (MSDS), Biological/medical data sheets; Information hotlines; Poison control hotlines; Environmental regulations and environmental policy/procedure updates; Management, furnishing, or inventory of MSDS. Waste Management Consulting Services to provide guidance in support of waste-related data collection, feasibility studies and risk analyses; Resource Conservation and Recovery Act/Comprehensive Environmental Response Compensation and Liability Act (RCRA/CERCLA) site investigations; Hazardous and/or non-hazardous exposure assessments; Waste characterization and source reduction studies; Review and recommendation of waste tracking or handling systems; Waste management plans and/or surveys; Waste minimization/pollution prevention initiatives; and Review of technologies and processes impacting waste management.
SIN 899-3 – Environmental Training Services
This SIN is designed to aid agencies in training personnel in a variety of environmentally related subjects in order to meet Federal mandates and Executive Orders. Environmentally related training can be conducted on- or off-site using standard off-the-shelf, customized, or computer/web-based interactive courses. Examples of environmental training courses include: Air/blood borne pathogens; Asbestos awareness; Environmental management planning and operations and maintenance (O&M) planning; Asbestos Hazard Emergency Response Act (AHERA); Compliance with environmental laws/regulations; Comprehensive Environmental Response Compensation and Liability Act (CERCLA); Confined space training; Electronics management; Emergency response plans; Environmental audits, awareness, compliance, and management; Fire preparedness training; First responder; Hazardous materials and waste (HAZMAT) training to include compliance, operation, packaging, handling, generators, and incident response; Hazardous waste operations and emergency response (HAZWOPER) training inclusive of transportation, storage and disposal; ISO 14001 Environmental Management Systems (EMS); Lead training to include awareness, inspecting, assessing, rehabilitation, and renovation; Mold (abatement, assessment); National Environmental Policy Act (NEPA); Natural habitat preservation; Occupational Safety and Health Administration (OSHA); Pollution prevention; Public fire safety education; Resource Conservation and Recovery Act (RCRA); Sustainable environmental practices; Water conservation; and Wetlands regulation and permitting.
LABOR CATEGORIES AND SERVICES PRICE LIST
The ES Schedule provides environmental planning, compliance, and training services to enable Government agencies to meet their environmental needs. These services are distinct from engineering, design, and cleanup. Every Government agency has the requirement to comply with environmental laws and regulations. CSS can help meet these needs.
The following table lists CSS’s fixed hourly rates and fixed daily rates as applicable for each of the Environmental Services related labor categories, in response to both SINs.

Labor Category Descriptions
Environmental Services
Special Item Numbers: 899-1, and 899-3 Skill Level 1 – Environmental Expert III
Minimum/General Experience: This is a specific subject matter specialist. This position requires a minimum of fifteen (15) years of general environmental Science/analytical experience including eight (8) years direct, specialized experience in the Specific Subject Matter Area. Specialized experience includes demonstrated experience in environmental/analytical area specifically relevant to the order’s tasks. Incumbent must have served as a project manager in directly related experience areas.
Functional Responsibilities: Applying current disciplines and methodologies to the planning, analysis, evaluation, design, development, implementation, and/or support of environmental/analytical projects (planning services and documentation, compliance services, occupational training services, waste management services and software, and/or Geographic Information Systems (GIS)). Also, responsible for establishing and enforcing technical approaches and standards in the environmental/analytical process, and the application of automated support tools.
Minimum Education: Master’s degree from an accredited college or university which provides substantial knowledge of the environmental sciences. Degrees may emphasize Environmental Science, Biological Science, Physical Science, Computer Science, Chemical Engineering, Civil Engineering, Electrical Engineering, Industrial Engineering, Materials Science Engineering, Agricultural Engineering, Computer/Software Engineering, Environmental Engineering, Systems Engineering and other engineering or scientific disciplines and/or Business Administration.
Education and experience requirements may be substituted with:
1.
Six (6) years of additional direct relevant experience or a Bachelor's degree with two (2) years of additional direct relevant experience may be substituted for a Master's degree.*
2.
A PhD may be substituted for two (2) years of experience.**
Skill Level 2 – Environmental Expert II Minimum/General Experience: This is a specific subject matter specialist.
