Section 3: The Service Contract Labor Standards (SCLS)

The Service Contract Labor Standards (SCLS) is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101,

22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable wage determination number. Failure to do so may result in cancellation of the contract.

SYSTEMS ENGINEERING SERVICES

SUBJECT MATTER EXPERT (SME)

RESPONSIBILITIES

• Acknowledged at the industry level in a technical field or highly specialized engineering or technology area and is an authority in relevant engineering principles and practices

• Applies expertise in defining key concepts for planning, deployment, integration, operation, or enhancement of state-of-the-art and/or legacy systems

• Creates or uses tools to develop solutions for technical engineering or scientific problems

• Possesses unique experience, skills, and expert knowledge in highly specialized technical, functional, and/or process areas within the engineering or scientific disciplines or across engineering disciplines

• Provides leadership and technical direction for engineering of systems, system elements, interfacing systems, components, devices and/or processes

• Develops system architecture and design, including software, hardware, communications and interface requirements

• Applies best industry practices and standards, leading-edge technology, and innovative solutions to intractable problems

• Works directly with customer management to apply advanced principles, theories, and concepts and develops comprehensive solutions to complex problems

MINIMUM QUALIFICATIONS

Minimum of twenty years of experience MS / PhD in Engineering, Science, or other related field. For non-degreed engineers, an additional 10 years’ experience equates to MS degree. An additional 15 years’ experience equates to PhD degree.

PROGRAM MANAGER (PM)

Responsible for effective management of funds and personnel and is accountable for the quality and timely delivery of contractual items. Operates within client guidance, contractual limitations, and Company business and policy directives. Serves as focal point of contact with Contracting Officer (CO) on program activities. Ensures that all required resources including manpower, production standards, and facilities are available for program implementation. Participates in contract negotiations.

CHIEF ENGINEER / SCIENTIST (CE)

RESPONSIBILITIES

• Seasoned professional with demonstrated technical excellence and excellent communication skills and is a recognized expert in a specialized field

• Responsible for major technical / engineering projects of higher complexity and importance than those normally assigned to systems engineers to ensure that customer project development efforts are conducted on a sound engineering basis with proper controls and management of technical risks

• Requires an extensive knowledge of system acquisition principles and ability to build and lead efforts for system development, multidisciplinary engineering, and test activities

• Perform trade-studies and establish and allocate performance and design requirements for an overall spacecraft, subsystems, and interfaces to create an effective spacecraft design that achieves unit production and operational cost objectives

• Establish technical work scope for different internal organizations

• Perform routine internal and contractor/customer technical status and reporting. Chair design and readiness reviews

• Coordinate the activities of engineers and others assigned to specific engineering projects

Minimum of 17 years of engineering-related experience. BS degree in Engineering, Physics, or Mathematics required MS / PhD. ENGINEERING SUBJECT SPECIALIST I (ESS I)

• Self-starters applying standard business improvement techniques, procedures, and criteria in carrying out a sequence of related tasks

• Limited exercise of judgment is required on details of work and in making preliminary selection and adaptations of business alternatives

• Performs business process analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations

• Developing into self-directed experts by increasing their experience, beginning to independently evaluate, select, and apply standard business improvement techniques, procedures, and criteria, and using judgment in making minor adaptations and modifications

Technical Writer (TW) Designs, creates, maintains, edits, formats, and updates technical documentation. Gathers information, analyzing the subject and the audience, and produces clear, accurate, and complete documentation.

• Organize material and complete writing assignment according to set standards regarding order clarity, conciseness, style, and terminology

• Maintain records and files of work and revisions

• Edit, standardize, or make changes to material prepared by other writers or establishment personnel.

INFORMATION / NETWORK SECURITY / ASSURANCE

Programs, develops, and administers computer security procedures for customer computer network(s). These computer networks can be unclassified, proprietary, and/or government classified. Studies and implements information security regulations that apply to various Customer operations. Coordinates with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations. Prepares manuals outlining regulations and establishes computer security policy. Conducts computer security education classes. Investigates computer security violations and prepares reports specifying preventative action to be taken.

INFORMATION / NETWORK SECURITY / ASSURANCE OFFICER / (ISSO)

• ISSO on a small (less than 100 person) classified program

• Conducts investigations of computer security infractions and violations

• Creates and maintains Systems Security Plans (SSPs)

• Conducts computer security audits

• Conducts computer security briefings and orientations

• Performs computer security functions, as assigned

• Coordinates issues with IT and CSPO

Familiarity with DCID 6/3, NISPOM, and customer-specific government security requirements and regulations, Excellent written, verbal and presentation skills. Must be willing and able to obtain TS security clearance with SBI.

INFORMATION / NETWORK SECURITY / ASSURANCE OFFICER / SENIOR (SISSO)

• Performs duties under general supervision. Responsible for all duties of a Computer Security Specialist I, plus:

• ISSO on a moderate to large size (greater than 100 person) classified program

• Performs computer security functions, as assigned

• Conducts investigations of computer security infractions and violations

• Develops/leads creation and maintenance of SSP(s)

• Reviews computer security process for compliance, efficiency, and standardization requirements

• Conducts computer security audits

• Conducts computer security briefings and orientations

• Coordinates technical security issues with IT

• Coordinates computer security issues between security, program staff and customer representatives

• Ensures that all media is cataloged and properly account for

• Maintains media backups and plans to move items to contingency site

• Researches and receives approval to sanitize all equipment and media

• Coordinates with IT administrators to ensure website protection measures are in place

Bachelor’s Degree preferred (computer related) and 4+ years related experience. For non-degreed engineers, an additional 5 years’ experience equates to BS degree. Strong computer background, proven computer security experience, some formal computer security training, Thorough working understanding of DCID 6/3, NISPOM, and customer-specific government security requirements and regulations, excellent written, verbal and presentation skills, viewed as a subject matter expert (SME) including specialty areas of computer security, Ability to train and lead other ISSOs, Must be willing and able to obtain TS security clearance with SBI.

INFORMATION / NETWORK SECURITY / ASSURANCE MANAGER / (ISSM)

• Reviews computer security process for compliance, efficiency, and standardization requirements

• Acts as principal POC for all computer security issues

• Assist with coordinating and providing oversight of system testing

• Implements computer security policies and procedures

• Provides/ensures computer security technical training and briefings

• Manages ISSOs and ISSO activities

• Provides budgetary requirements (i.e., personnel, training, assets)

• Provides security and the estimation of security support to proposals

• Coordinates and is the primary interface between security, IT, program management, and customer representatives for computer security issues

• Develop procedures defined in the Configuration Management authorizing software, hardware use before implementation on the system

Bachelor’s Degree (computer related) and 6+ years related experience. For non-degreed engineers, an additional 5 years’ experience equates to BS degree. Strong computer background, Extensive computer security experience.

Moderate to extensive formal computer security training, Thorough understanding of DCID 6/3, NISPOM, and any customer-specific Government security requirements and regulations, Viewed as a computer security subject matter expert (SME), Supervisory or management experience preferred, Must be willing and able to obtain TS security clearance with SBI.

PROGRAM SECURITY

Programs, develops, and administers security procedures for classified or proprietary materials, documents, and equipment. Studies and implements federal security regulations that apply to Customer requirements. Coordinates with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations.

Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitor’s access to restricted records and materials. Conducts security education classes.

Ensures physical guidelines are met for compartment areas. Provides awareness training regarding operational security procedures to protect sensitive information. Investigates security violations and prepares reports specifying preventative action to be taken.

CONTRACTOR PROGRAM SECURITY OFFICER (CPSO)

• Develops and administers programs security procedures, including standard operation procedures (SOPs) for classified or proprietary materials, documents, and equipment

• Coordinates documentation for personnel security clearances

• Conducts indoctrination briefings, oral attestation, as well as security clearance debriefings

• Prepares procedures outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitor access to restricted records and materials

• Implements applicable security regulations that apply to customer requirements

• Coordinates with customer/government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations

• Conducts security education training

• Investigates security violations and prepares reports specifying preventative action to be taken

• Performs document control, conducts annual inventories for both tracked hardware and documentation, handles both incoming and outgoing visitor control as needed to include sending visitor access request, and acts as focal point for security issues between customer and program staff

• Assist in reviewing information and media for classification

• Develops program protection plans and emergency action plans

• Conducts physical and IA self-assessments

Bachelor’s Degree and 5 to 10+ years’ experience in program security. For non-degreed engineers, an additional 5 years’ experience equates to BS degree. Thorough understanding of DCID’s, NISPOM, and other Government security requirements and regulations, excellent written, verbal and presentation skills, self-starter with little or no supervision required, ability to train and lead other CPSOs. Must be able to obtain TS security clearance with SBI.

CONTRACTOR PROGRAM SECURITY MANAGER (CPSM)

• Administers and coordinates all aspects of program security activities in accordance with company policies and procedures to ensure compliance with U.S. Government guidance, policies, directives, and manuals for safeguarding national security information

• Evaluates company policies and procedures, U.S. Government guidance, policies, directives, and manuals, and recommend/develop, implement, and manage Security Operating Procedures (SOPs) and Systems Security Plans (SSPs)

• Establishes and maintains liaison with external customers and program management/personnel. Manage receipt and dispatch, document control, personnel, and combination records, send/receive facsimiles, brief/debrief and educate personnel, and coordinate visit certifications

• Ensures the safeguarding of facilities, security devices/equipment, and documentation are in accordance with company policies and procedures and compliant with U.S. Government guidance, policies, directives, and manuals for safeguarding national security information

• Coordinates and is the primary interface between security, IT, program management, and customer representatives for computer security issues

• Provides budgetary requirements (i.e., personnel, training, assets)

• Provides security and the estimation of security support to proposals

• Coordinate and conduct security education briefings

• Mentors and trains CPSOs and security personnel

• Endure contractual specific security requirements are accomplished

SOFTWARE ENGINEERING AND DEVELOPMENT SERVICES

SOFTWARE DEVELOPER (SD)

• Code and document moderately complex and/or complex modules based on component design in the user interface, business logic and/or data access layers of the system

• Own and develop artifacts in the Fabrication phase of the project

• Develop artifacts that meet the quality standards established for the project

• Unit test the work after development, and integrate with other components in the system

• Ensure project success by raising development risks to the PM, manages time-to-complete assigned tasks within specified constraints, and adheres to coding standards and source control procedures

• Troubleshoot, fix bugs and improve the functionality of existing software to help clients prepare for future releases

• Adhere to the Standard Expectations for Software Engineering Positions

2-4 years of professional experience in software development B.A. or B.S in Computer Science or related technical field. An additional 2 years of directly related work experience may be substituted for the degree requirement, At least 2 years of experience developing applications in applicable technologies. Demonstrate intermediate proficiency in client-tier, middle-tier, or server-tier development using current technologies.

SENIOR SOFTWARE DEVELOPER (SSD)

• In addition to the responsibilities of a Software Developer, a Senior Software Developer is able to perform the following:

INTEGRATED LOGISTICS SUPPORT

The Assumptions and Definitions stated below are for all Payload and launch integration services for DRS- LEO and TRS-LEO. The difference in prices is based on type of launch and difference of equipment needed for each specific launch. Note: Other orbits can be negotiated after G.S.A. award.

ASSUMPTIONS AND DEFINITIONS

Definition of DRS (Dedicated Ride Share) and TRS (Traditional Ride Share):

A dedicated rideshare (DRS) mission is defined as a mission where a third party integrator (also known as a commercial launch broker) purchases the entire launch from a launch vehicle provider, and then divides up the manifest between numerous other smaller ridesharing spacecraft. The third party integrator contracts directly with the launch vehicle provider for the mission and then establishes separate contracts with each ridesharing spacecraft in the manifest. The third party integrator controls the overall mission requirements, such as launch date and final orbit.

A traditional rideshare (TRS) mission is defined as a mission where a third party integrator purchases some launch capacity (i.e., excess mass and/or volume) of a separate primary mission from either the launch vehicle provider or the primary spacecraft provider. The third party integrator contracts with either the launch vehicle or primary spacecraft provider and then separately contracts with each ridesharing spacecraft provider in the manifest. Neither the third party integrator nor any of the ridesharing spacecraft has any inputs into the primary mission’s requirements, such as launch date or final orbit

The assumptions, services and hardware included in the pricing are as follows:

• All launch prices are for low Earth orbit (LEO). Other orbits will be negotiated.

• All of these prices are as a secondary rideshare customer, i.e., they do not have inputs into the launch requirements.

• DRS pricing assumes a SpaceX Falcon 9 launch vehicle; other LV pricing may be different.

Pricing includes all mission integration hardware and services to launch their spacecraft, to include the following:

• Systems engineering and integration.

• Labor hours are included in all Integrated Logistics Support pricing.

• Interface Control Document (ICD) development between the spacecraft and the associated interface hardware (e.g., dispensers, adapters, launch vehicles, etc.).

• Composition and submission of all range safety documentation, to include the Missile System Prelaunch

Safety Package (MSPSP) and other safety packages to ensure compliance with all US Government range safety regulations.

• Development and composition of spacecraft/interface hardware handling and installation procedures.

• Launch base and/or offsite integration facility concepts of operations (CONOPS) development, including procurement of facility usage.

• Pre-launch range coordination, to include arrangements for commodities and facilities necessary to process and integrate the customer’s spacecraft.

• Oversight of separation analyses, including timing, sequence, re-contact, and collision and collision avoidance maneuver (CCAM) for all IPG spacecraft.

• Preparation and submission of all US Government statutory clearances and licenses, to include frequency allocation with the FCC, FAA overflight requests, Air Force Space Debris Assessment Report (SDAR) or NASA Orbital Debris Assessment Report (ODAR) composition and submission process, to include the review and mitigation of issues associated with all US Government statutes, policies and regulations, such as waivers for 25-year orbital lifetime, etc.

• IPG representation and support for all associated launch working groups (e.g., GOWG, AOWG, MWGs, etc.).

• Hands-on integration support for all fit-check, pathfinder, testing, and actual spacecraft mating operations, as well as physically integrating spacecraft hardware to the LV.

• Management of the launch campaign.

• On-console support for day of launch, ascent, and early on-orbit operations and rehearsals, and monitoring of spacecraft to LV interface telemetry data and anomaly resolution support.

• Establishment of technical assistance agreements (TAA) in compliance with international and federal trade regulatory statutes and laws, i.e., ITAR, if applicable.

• Modeling to include total IPG, adapters, dispensers, separation devices, etc.

• Spacecraft separation/re-contact analyses

• Loads analyses

• Vibrational acceptance testing

• Procurement

• The following hardware: Attachment and deployment mechanisms; launch adapters; harnessing;

sequencing devices; telemetry and power commodities for spacecraft until deployment; ground support equipment
