J & E Associates, Inc. (J & E) is a privately held management consulting firm established in 1985. Our mission is to work in partnership with government and industry to improve the health and well-being of individuals, families, and communities in the United States and around the world. In carrying out our mission, we provide an array of services aimed at helping public agencies assess and continuously improve the quality of their services. Federal agencies, and some state and local agencies, can obtain these services using our Federal Supply Schedule Contract for the Professional Services Schedule (contract number GS-10F-0117K).
Our Experience
The depth and breadth of our corporate experience can be summarized in a single sentence: J & E derives a large portion of its annual revenues from contracts with federal or state agencies under which it provides services relevant to the functional areas that comprise SINS 874-1, 874-1RC, 874-7, and 874- 7RC. In addition, J & E has been awarded many other contracts in recent years that were aimed at improving organizational performance through organizational development, training, consulting and facilitation services, and information analysis and dissemination.

Our Approach to Quality Control
J & E’s proven approach to quality control addresses the following: (1) we will ensure the quality of services and deliverables required under a given task order (2) staff assigned to the task will possess appropriate education, experience, and credentials, (3) potential problems will be identified and resolved, (4) customer complaints will be handled expeditiously and effectively, and (5) urgent requirements will be met. Our approach to quality control varies little from SIN to SIN for a simple reason: our approach is guided by six tenets that apply to any task we perform. They are as follows:
1. Our approach to any contract or task order must reflect a thorough understanding of the customer’s mission and of the environment in which the customer operates. The “environment” encompasses the agency’s culture and organizational structure; pertinent laws, regulations, collective bargaining agreements, and guidelines that impact the agency; budget considerations;
and pertinent federal initiatives such as the National Partnership for Reinventing Government.
2. One of the most fundamental steps we take to ensure the quality of our services and deliverables is to ensure that each individual assigned to work on a task possesses the academic and experiential qualifications necessary to perform assigned responsibilities.
3. How we organize the project team is as almost as important as the team we select. The organization structure used, for any contract or task, will facilitate inter-team communications, provide both a primary and backup point of communication for the government, and provide a mechanism for objective, independent quality monitoring.
4. Assigning the best available personnel to work on a task means nothing if you cannot retain them.
5. Selecting the right person for a given task is a job half done; ensuring that he/she has the tools and support services necessary for the task is a job well done.
6. Consistently high quality service is the result of a corporate commitment to continuous process improvement and a corporate culture that values and rewards efforts to identify and eliminate obstacles to quality.
Our Past Performance
We conduct quarterly customer satisfaction surveys to solicit feedback from all of our customers. On a scale of 1 (low) to 5 (high), our cumulative satisfaction ratings for our contracts range from 4.4 to 5.0.
These results mirror the results of our most recent Dun and Bradstreet performance evaluation report.
Our overall rating, on a scale where 1 is the highest possible rating and 5 is the lowest, is 1.5.

SIN 874-1 / 874-1RC, Integrated Consulting Services J & E has an established reputation as an innovative provider of consulting services aimed at improving the public sector’s delivery of health, social, and educational services. Our experienced, skilled staff, and quality monitoring systems enable J & E to meet customers' needs in a cost-effective manner whether the project requires support at single location or at multiple sites around the world. Services provided include organizational assessments/organizational development consultation, strategic planning, business process re-engineering, program audits and evaluations, and performance metrics.
Facilitation Services J & E has an established record of providing an array of professional and logistical support services to assist customers in their efforts to conduct collaborative planning processes and/or to achieve consensus among parties with divergent interests. The paragraphs below succinctly describe some of the key services we provide planning and facilitation of focus groups; planning and convening work groups; promoting and managing stakeholder involvement; problem solving and dispute resolution; and logistical support for large and small meetings.
Survey Services J & E's approach to survey services is to tailor our methodology to the customer’s requirements, in terms of survey design, data collection, data entry, data management, data analysis, and reporting. Our key areas of expertise are the design and execution of survey projects aimed at measuring the effectiveness of health, social, or educational service delivery systems, and the design and implementation of data-driven quality control/quality improvement programs.
SIN 874-7 / 874-7RC, Integrated Business Program Support Services J & E’s experience in project management encompasses both short- and long-term projects conducted to reach business process improvement objectives. We have a proven capacity to effectively manage projects ranging from a single technical task carried out at our own facility to large, multi-task operations involving personnel at multiple worksites. Regardless of the size, scope, or complexity of a project, we have proven our ability to assign project managers who have the appropriate background and experience and to provide the technical and administrative resources they require to perform their jobs effectively.

Definitions of J & E's Labor Categories for SINs 874-1, 874-1RC, 874-7 and 874-7RC
Management Consultant I
The Management Consultant I is generally the Corporate Monitor or Program Manager. The PM is responsible for planning, execution, and completion of a project or task order, including setting goals, timetables, and quality standards. This individual is the primary point of contact for the client regarding the project. The PM brings to the attention of the Corporate Monitor any issues that cannot be resolved at the PM level. In addition, the PM ensures that all needed corporate resources are made available to accomplish project goals.
Qualifications: The Management Consultant I generally requires the individual to hold a masters degree and 20 years of experience; or a doctorate and 10 years experience. Qualifying experience includes meeting the minimum experiential requirement specified above in either or both of the following categories: (1) successful, high-level management experience in the public or private sectors with responsibility for the management of major programs/operations (typically involving multi-million-dollar budgets); (2) a successful track record in management consulting services, to include experience in the design, evaluation, or quality control/improvement of major programs or operations.
Management Consultant II
The Management Consultant II labor category is generally used for experts who function independently or who manage project staff. Examples of Management Consultant II positions are Program Manager (above), Assistant Program Managers, senior strategic planning experts, and senior survey consultants.
Qualifications: The Management Consultant II generally holds a masters degree and 15 years of experience or doctorate and 7 years of experience. Qualifying experience includes experience in either or both of the following categories: (1) successful, high-level management experience in the public or private sectors with responsibility for the management of major programs/operations (typically involving multi-million-dollar budgets); (2) a successful track record in management consulting services, including design, evaluation, or quality control/improvement of major programs or operations.
Management Consultant III
The Management Consultant III labor category is generally used for Assistant Program Managers and senior level positions in PSS management, consulting, planning, training and specialized areas such as strategic planning, problem solving and dispute resolution, and performance metrics.
Qualifications: The Management Consultant III generally has a bachelors degree and at least 15 years of experience; a masters and 10 years; or a doctorate and 3 years of experience. Qualifying experience includes either or both of the following categories: (1) successful management experience in the public or private sectors with responsibility for the management of major programs (typically involving multi-million-dollar budgets); (2) a successful track record in management consulting services, to include experience in the design, evaluation, or quality control/improvement of major programs or operations.
Technical Expert I
The Technical Expert I labor category is used for individuals who have specific education and/or experience to provide services independently or with little oversight. Examples of Technical Expert I positions are business process re-engineering experts, managers of program audits and evaluations, and subject matter experts for consulting, facilitating, and survey services.
Qualifications: The Technical Expert I generally has a bachelors degree and at least seven years of experience; or a graduate degree and five years. Qualifying experience includes subject matter expertise in a defined area and experience in program management and/or management consultation.

Technical Expert II
The Technical Expert II labor category is used for positions that are independent parts of a team, for example, technical writers, data analysts, rehabilitation consultants, and position classification specialists.
Qualifications: The Technical Expert II generally has a bachelors degree and at least five years of experience; or a graduate degree and at least three years of experience. Qualifying experience includes program management and management consultation.
Program Specialist I
The Program Specialist I labor category includes positions providing services to individuals or small groups and that may oversee a site in a multisite project. Examples of Program Specialist I positions include on-site coordinators, lead positions, and research specialists.
Qualifications: The Program Specialist I generally has a bachelors degree and at least three years of experience or a masters degree and two years of experience. Qualifying experience includes subject matter expertise in a defined technical or programmatic area and must have held positions requiring the ability to carry out assigned tasks on PSS-type projects (e.g., drafting and/or preparing reports, administering surveys, collecting and analyzing research data, logistical meeting/conference support).
Program Specialist II
The Program Specialist II labor category is used for specialized positions that require oversight, for example, data entry, editorial and graphics, and logistical support specialists, and program assistants.
Qualifications: The Program Specialist II generally has a bachelors degree and one year of experience or five years of experience in lieu of a degree. Qualifying experience is defined by the needs of the particular position being filled, such as data entry or call center support.
Operational/Administrative Support I
The Operational/Administrative Support I labor category is generally in a position that performs administrative functions to support the operations of an organizational unit. For example, this individual may be responsible for filing systems, data entry processes, assisting management with preparation of administrative documents, scheduling clients, and other duties that require judgment, tact and discretion.
Qualifications: The Operational/Administrative Support I generally has at least two years of experience in an office environment. Working knowledge of office support hardware and software and document preparation; high school diploma or GED.
Operational/Administrative Support II
The Operational/Administrative Support II labor category is used primarily for clerical or receptionist positions in which an individual may answer phones, enter data input into databases, maintain files, make copies, mails and performs other clerical and office assistance tasks.
Qualifications: The Operational/Administrative Support II has at least one year's experience in an office environment with working knowledge of office support hardware and software and document preparation; high school diploma or GED is preferred.
