Develop a statement of work for one or more of the services (SINs noted on next page) provided by AECOM under this contract. This statement should include, at a minimum, the work to be performed, location of the work, the period of performance, a schedule of deliverables, applicable standards, and any special requirements needed to complete the work (such as travel, special knowledge, specific equipment, and modeling).
Develop a government cost estimate using your agency’s standard format.
There are a number of available sources of information on potential contractors who can support your requirements under their existing GSA contract for Environmental Services.
This information may be accessed throughout the GSA Advantage! online shopping service (www.
gsaadvantage.gov). You can also visit our website at www.aecom.com to find out more about AECOM’s services.
Issue a request for quote (may include both technical and cost requirements) to at least three of the firms holding a GSA Environmental Services Contract with the proper qualifications (a list of these firms can be found at www.
gsaelibrary.gsa.gov). This request should include the proposed scope of work and the time a response is required back by your agency.
Upon receipt of the responses to your Request for Quote, determine which contractor provides the best value for your requirements.
In considering “Best Value” you may take into consideration not only cost but also other relevant information such as technical experience, special qualifications, and past performance.
Once you have decided the firm that provides the “Best Value” for your needs, issue a task order to that firm and award the work under their existing GSA contract. In the case of AECOM our GSA Environmental Services Contract is GS-10F-0115K.

Vegetation Treatments Programmatic NEPA EIS / ER / BA for the Western States, including Alaska
AECOM prepared a National Environmental Policy Act (NEPA) Programmatic Environmental Impact Statement (EIS), Environmental Report (ER), and Biological Assessment (BA) that evaluated vegetation treatment activities for the Bureau of Land Management.
The EIS focused on herbicide treatments, while the ER focused on the use of prescribed fire, manual and mechanical methods, and biological controls. AECOM developed project management and public involvement plans; participated in numerous agency Interdisciplinary Team meetings and other meetings; developed a reasonable range of alternatives; prepared a Programmatic BA for over 300 plant, fish, and wildlife species, and an Essential Fish Habitat assessment for over 100 salmonid, estuarine, and marine fish, mollusk, and crab species; conducted air quality modeling for wildland and prescribed fire impacts in Alaska and the western U.S.;
prepared the protocol and conducted human health and ecological risk assessments for 10 herbicides; prepared paleontological, cultural resource, Native American resource use, and Alaska National Interest Lands Conservation Act (ANILCA) § 810 reports; analyzed impacts to resources using GIS analysis; prepared a Record of Decision; and maintained the administrative record.
Environmental Impact Statement Saint Croix National Scenic Riverway, Wisconsin
AECOM was awarded a delivery order by the National Park Service (NPS) to address a request by Minnesota Power and the Wisconsin Public Service Corporation to cross the Saint Croix National Scenic Riverway with a 345 kilovolt (kV) transmission line. AECOM participated in public scoping sessions; prepared a draft and final EIS; and supported the NPS in analyzing and responding to public comments on the draft EIS. AECOM also provided support for the preparation of the Record of Decision.
Environmental Assessment Belle Mead Depot, Hillsborough, New Jersey, GSA, Region 3
AECOM prepared an Environmental Assessment (EA) to address the impacts associated with the disposal of some 369 acres of the Belle Mead Depot, a former World War II supply facility transferred to GSA in 1991. This effort involved the review of existing information pertaining to the Depot; development and implementation of a public participation strategy; preparation of a thorough analysis of the potential impacts of the proposed action; identification, development, and evaluation of alternatives to the proposed action;
identification of measures to mitigate any adverse impacts; and preparation of preliminary, draft, and final EA documents for GSA.
In addition, AECOM provided support for field surveys, literature searches, risk assessment, modeling, and analysis required in completing this action under NEPA, to include maintaining the administrative record.

Indoor Firing Range Evaluation at Federal Court House Facilities, Various States
AECOM conducted indoor firing range evaluations at Federal courthouse facilities in Cleveland, OH, Hammond, IN, and Minneapolis, MN. These ranges were operated by the United States Marshal Service and evaluated against the GSA Indoor Firing Range Design and Operations Criteria. The elements of the evaluations included employee exposures to lead, noise, and carbon monoxide, range design and construction, written operational programs, and operating procedures. Upon completion of each evaluation, engineering cost estimates were assembled by a team of construction engineers for tasks needed to bring each range into compliance with the design and operations criteria.
NESHAP Impact Assessment, Edwards Air Force Base, California
AECOM conducted assessments and surveys for any impacts associated with National Emission Standard for Hazardous Air Pollutants as well as the development of a cost effective compliance strategy for each pollutant. Specifically AECOM was tasked to focus on the bases’ internal combustion engines, process heaters, commercial institutional boilers, miscellaneous metal parts, rocket and engine testing facilities, paint stripping operations, and plastic parts (surface coating, reinforced plastic composites, production, and auto and light duty surface coating).
Environmental Consulting Services for Managing the NEPA Process for GSA Cargo Inspection Facility at the Ambassador Bridge in Detroit, Michigan
AECOM provided support to GSA Region 5 on the NEPA process for the cargo facility, a 24-hour operation on the U.S. side of the Ambassador Bridge. Due to building age and an increase in the level of traffic near the building, the need to replace the existing facility became a high priority for GSA. Originally retained to assist with environmental documentation needed for what was described as the “northern expansion,” AECOM’s role expanded into providing general environmental consulting as GSA dealt with its own real estate development plans while it tried to accommodate the changes that were done by the bridge owner, the Detroit International Bridge Company (DIBC). AECOM prepared a Checklist Categorical Exclusion document related to the GSA’s use of toll booths that the DIBC installed on lands that they controlled, but for which no environmental review was performed. AECOM completed necessary Phase I studies, cultural resources review, noise modeling, and air quality modeling which were reflected in the NEPA Categorical Exclusion document. Proceeding with the Environmental Review, AECOM prepared a second Checklist Categorical Exclusion document that focused on the acquisition of 10 additional acres. Subsequent to completion of the expansion, GSA initiated long-term master planning for the site to provide improved site circulation that will improve overall facility operation. Under this master planning effort, AECOM worked with GSA on property acquisition that required an EIS.

Automated Pollution Prevention and Hazardous Waste Training, Ellsworth AFB, South Dakota
AECOM was tasked to incorporate Ellsworth AFB’s existing pollution prevention/recycling and hazardous waste training curricula into web-based programs that base personnel can access via the Internet and that will administer a short quiz to them and record the results. AECOM developed content and designed three separate web-based training programs for use at Ellsworth Air Force Base. Training was provided in HTML format.
Environmental Management Systems Support Moody Air Force Base, Georgia
In support of the implementation of the U.S. Air Force Environmental Management Systems (EMS) program at Moody AFB, AECOM conducted EMS implementation training and technical evaluations of environmental, facility management, infrastructure, and construction activities. In addition, AECOM assisted in the development of EMS plans to rectify deficiencies or areas of concern. AECOM developed EMS procedures (as applicable) and prepared an EMS Implementation Plan as well as related guidance to ensure continual improvement in mission performance. The final EMS program integrated environmental programs into all applicable departments located on the Base.
Phase II Environmental Baseline Study, Former Nike Missile Base, GSA, Property Disposal Division, Swedesboro, New Jersey
AECOM provided remediation oversight services for the abandoned NIKE Missile Battery PH-58. AECOM performed a focused ground penetrating radar and electromagnetic survey to identify underground storage tank orientations and piping layouts, as well as to clear underground utilities in the sampling areas; tank product sampling for waste characterization, asbestos and lead paint sampling; a hazardous material survey;
soil and grab groundwater sampling; monitoring well installations and sampling; lead in soil sampling; and slug testing.

SIN 899-7 Geographic Information Systems (GIS) Representative Experience
Development of MEARNG EGIS Implementation Plan, Augusta, Maine
AECOM conducted a user needs assessment for the Directorate of Facilities Engineering (DFE), Environmental Programs Division.
AECOM first reviewed available documentation on spatial data management, and then, using a customized questionnaire, interviewed DFE personnel on their program objectives, workflow processes, and data input and output needs. We evaluated candidate technologies and data standards alternatives and prepared an Enterprise GIS Implementation Plan for the establishment of a combined web-based and desktop GIS. The plan documented current systems, business processes and stakeholders, and defined various procedures and alternatives;
the factors involved in decision-making between the alternatives;
and made recommendations. The plan provided a roadmap for an integrated system that would allow efficient access, management, and analysis of geographically oriented data.
Environmental Management Systems Support Moody Air Force Base, Georgia
Under contract to the U.S. Army Corps of Engineers New England District, AECOM has been providing environmental services to the U.S. Army Reserve, 94th Regional Readiness Command (94th RRC) since 1994, and support is ongoing. Our GIS services relate to Army Reserve facilities throughout New England, and additionally our GIS-related activities have had a nationwide significance.
AECOM developed the Geographic Army Reserve Information System (GARIS) for the Army Reserve. GARIS is a GIS/CADD system designed to assist the Army Reserve fulfill its mission for environmental and facilities management and support master planning. AECOM provides support for the system, including a web version. AECOM provides CADD services in creating designs for new facilities and updating of site and building drawings. AECOM also conducts field verification and updating of site and floor plans, along with developing and updating supporting attribute data in maintaining the GIS dataset.

Time Critical Removal Actions, Seneca Army Depot, New York
AECOM was awarded a delivery by the U.S. Army Engineering and Support Center in Huntsville, Alabama to support a time critical removal action at Seneca Army Depot. This effort involved the removal of sources of semi-volatile organic compounds, pesticides, PCBs, and metal contamination at two sites identified as the fill area west of building 135 (SEAD-59) and an alleged paint disposal area (SEAD-71).
Approximately 24,000 cubic yards of potentially contaminated soil were excavated from previously delineated areas within the SEADs. The soil was temporarily stored on lined containment areas while characterization samples were being analyzed. Soil that was classified as hazardous was shipped to a hazardous waste landfill for disposal. Simultaneously, confirmation samples were collected from the walls and floor of the excavated areas and analyzed to determine if the excavation had been advanced sufficiently, or if additional soil needs to be removed. Once the excavation had been cleared to be backfilled, excavated soil found suitable was used to regrade the excavated area.
Asbestos Abatement Project, Brooklyn Navy Yard, New York
AECOM was awarded a delivery order by the Bureau of Prisons to conduct the complete abatement of confirmed Asbestos- Containing Materials (ACMs) present at the site. Services provided include asbestos abatement project design, preparation and submittal of the required regulatory permits and notifications, asbestos abatement and disposal, background testing, project air monitoring, and final clearance testing. At the conclusion of the abatement activities and final clearance sampling, AECOM prepared a Final Compliance Report.
Expedited Remedial Action, Bolling AFB, Washington DC
AECOM performed an expedited remedial action for contaminated soil investigation, removal, and restoration at Geisboro Park on Bolling AFB. Geisboro Park is approximately 5 acres located on the western side of Bolling AFB. During the recent removal of contaminated soil, the result of a previous military exercise at Geisboro Park, additional contaminated soil was encountered. This additional soil, contaminated by diesel-range petroleum hydrocarbons was the focus for the expedited remedial action. Specific tasks performed by AECOM include soil sampling via Geoprobe to determine the depth and extent of the contaminated soil; laboratory analysis for total petroleum hydrocarbons/diesel range organics; excavation of contaminated soil;
backfill and re-seed excavation; disposal characterization analyses;
and contaminated soil disposal.
