National Park Service at Yosemite National Park
Since 2002, NewFields has provided environmental consulting services to the National Park Service at Yosemite National Park on a wide range of environmental planning, permitting and regulatory compliance issues, including the support of several large and controversial projects.
In addition to developing environmental compliance standard operating procedures for the park, we have prepared documents and studies compliant with the National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA).
Further, we have conducted natural and cultural resource surveys and analyses that are consistent with current laws, regulations and governing orders, including the following:

Department of Defense
NewFields has been a strong ally to the United States Air Force for the past several years, providing support on multiple fronts. The scope of services has ranged from technical evaluations of individual sites (such as evaluations of performance based contracting, Facilitated Decision Consequence Analysis®, and Decision Based Partnering), to the analysis of the portfolio of liabilities AF-wide.
To provide maximum value and targeted efficiency, several of the above services were developed and crafted specifically for the USAF. NewFields’ ongoing support has expanded through the years in response to evolving needs. We now provide multiyear Portfolio Risk Management Analysis® of 119 installations across 10 EPA regions and 39 states. Going forward, we are focused on generating increased value from developed real estate. Plans include the development of a Sustainable Asset Accounting System to provide a holistic perspective of an installation’s value, viewed across multiple operations.

Thea Foss Waterway – Contaminated Sediment Allocation
Scheduled for commercial redevelopment, the Thea Foss Waterway in Tacoma, Washington, was discovered to contain elevated concentrations of polycyclic aromatic hydrocarbons (PAH) in the waterway and adjacent land. The redevelopment authority threatened current operators of bulk fuel storage facilities along the waterway with a substantial portion of remediation costs. The operators formed Thea Foss Petroleum Group and asked NewFields scientists to determine the actual nature and sources of contamination. NewFields scientists designed and executed an extensive field program, collecting and analyzing sediment samples using detailed chemical forensic techniques, and mapping the distribution and detailed chemistry of the PAH to determine its nature and sources.
NewFields scientists prepared a report that traced the overwhelming nature of PAH in the waterway to a manufactured gas plant facility that was sited at the head of the waterway in the early 1900s. With NewFields scientists’ comprehensive, documented analysis, Thea Foss Petroleum Group had the basis for a strong factual argument that they were not responsible for PAH contamination in the waterway.

Geographical Information Systems
When facing an environmental challenge, it is essential to have a clear understanding of all relevant data before formulating a strategy to address it. NewFields uses GIS (geographical information systems) to collect and integrate information from multiple data sources, such as aerial images, environmental chemistry, geotechnical data, infrastructure, ecology and demographics.
We vigorously test and process this information to create a comprehensive site analysis that details its history, nature and fate. NewFields also uses GIS to efficiently communicate and collaborate with our clients. We create an interactive presentation of all relevant data that helps clients to better understand the challenge and move forward with clarity and confidence.

Groundwater Modeling
NewFields applies and interprets groundwater models to assist clients in strategic planning and risk-based decision making. Applications range from remedial design and optimization, to water resources management and planning. Working with NewFields scientists, clients can benefit from enhanced value of existing data, clear communication of risks associated with design alternatives, and facilitation of shareholder decision making. Based on client goals and site conditions, NewFields pursues the most cost-effective modeling approach for each project.
Capabilities range from basic analytical solutions to complex three-dimensional numerical solutions. Flexible and practical, NewFields offers experience applying public domain and proprietary modeling software in addition to commercial pre-and post-processing modeling software. For complex projects and those requiring visualization and communication to stakeholders, NewFields integrates groundwater modeling software with sophisticated analysis and visualization tools such as GIS and Google Earth. NewFields may also develop custom software, drawing upon its facility in a broad range of computer programming languages.
SIN 899-8 Remediation and Reclamation Services NewFields has been able to systematically and cost effectively evaluate current conditions, predict future conditions, and lead a clear path to the remedial solution without costly over-analysis and re-sampling. To speed the result, we use advanced field, data management, modeling, and visualization techniques. Our interpretations and solutions have a strong risk-based component and have been largely unchallenged by agencies.

Wastewater Process Design
A factory in Huangpu produces and packages toothpaste, shampoo, body wash, cream rinses, antiperspirants and other personal care products. To meet new Chinese environmental standards for industrial wastewater treatment, the company retained NewFields to develop and evaluate options for upgrading treatment.
At the time, approximately 500 m3/day of wastewater was generated, high in surfactant, COD (chemical oxygen demand) and oil & grease—a significant load. NewFields scientists explored the situation from several critical perspectives. They developed a preliminary survey specifically for the factory to collect and assess essential data. Evaluating the plant and its cleaning operations, they established recommendations for reducing the factory load, including suggesting alternative treatment methods. Turning their attention upstream, NewFields scientists worked with factory personnel to explore potential options for treating wastewater before it traveled to the site. Looking ahead, NewFields worked with factory personnel and a local engineering company to establish design criteria and requirements for a new industrial wastewater treatment plant.

A Refinery - Biologic Treatment of Highly Saline Water to Remove TKN, Sulfides, BOD, and Metals, Peñuelas, Puerto Rico.
Following the 1990 Gulf War, a refinery offloaded a high volume emulsion of crude oil and seawater from Kuwait into bulk storage tanks. After oil was recovered, approximately 68 million gallons of highly saline “Kuwait water” remained in refinery tanks. The water was treated and a small amount discharged as required, but contaminant concentrations exceeded Puerto Rican water quality criteria.
A refinery retained NewFields to design and test a biological treatment process for the Kuwait water, as well as pipeline/test waters and future wastewaters. The Kuwait water contained high concentrations of high dissolved solids and chlorides, which made biologic treatment difficult. Other disposition options had been dismissed:
High concentrations of nitrogen, undissociated hydrogen sulfide and trace metals rendered mixing zone credits unacceptable to regulators. Dilution of the water to conventional wastewater salinity levels was also ruled out because it would prohibitively raise water volume levels. An innovative solution was needed.
NewFields designed, constructed and operated a pilot study mixing highly saline water with other wastewater, resulting in a salinity slightly less than seawater. Operating for three months on a mixture of wastewaters, the refinery plant met all discharge requirements. Full scale implementation is underway.
