Larta provides expert advice, assistance, guidance or counseling in support of agencies’ mission-oriented business functions. This includes assessments, studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Examples of support and consultation include but are not limited to:
• Customized Training & Mentoring: Development of strategic plan, materials & documentation, communications strategies, and qualified personnel to mentor and train participants.
Includes survey, program management, and measurement tools to gauge effectiveness and impact. May be deployed in live or virtual (webinar) fashion.
• Commercialization, Technical, and Business Assistance: Full end to end support services to design, manage, and deploy national-scale program and methodology to advise & train both small and large number of participants toward commercial market relevance. Includes performance metrics and indicators.
• Industry Engagement: Development of strategies and methods to meaningfully engage the private sector to obtain insights and gain private stakeholder involvement in programs and initiatives that support mission objectives.
• Organizational Assessments & Evaluations:
Business process reviews, survey development, implementation, and analysis, including stakeholder interviews and recommendations.
• Strategic, business, or action planning: Review, assessment and advisory on management, organizational, and business improvement strategies. Provision of metrics and measurement techniques.
• SCAN™: Systematic, Critical Assessment of Needs: Needs Assessment that provides a concise, high-level systematic and critical overview of the market positioning and gaps for a specific solution/technology across core areas:
market attractiveness & strength in meeting customer “pain”, regulatory pathway, viability of business model, competition and IP, sales strategy, management team, key partnerships, and funding and financial plan.
• SABER™: Strategic Assessment of Barriers to Entry Report: Summarizes the Regulatory, Technological, Competitive, Market, Management, Supply Chain, and Financial Barriers facing emerging science-based ventures. Includes high level tactics to overcome, mitigate, and neutralize the threats limiting new market introductions of breakthrough innovation.
• Targeted Outcomes™: Analysis of a specific, intended critical need or requirement that can bridge the transition to market for a specific product or service. This is a collaborative effort between the company and Larta to accomplish a tangible outcome, including a timeline with specific milestones, as well as an estimated date for completion. Components include: Executive Summary, Outcome Proposal, Work Plan, Quad Chart/Virtual Showcase and Keywords, and Road to a Deal™ Presentation.
• Commercialization Strategy Toolkit (CST)™: The CST provides a comprehensive set of action-oriented and practical products for high growth technology companies to concisely articulate their gaps, requirements & competitive advantage, and then put that into practice with customer-facing documents. Components include: SCAN ™, Executive Summary, Competitive Matrix, Work Plan, Quad Chart/Virtual Showcase and Keywords, Road to a Deal™ Presentation, and 18-Month Commercialization Roadmap.
• Road to a Deal ™: A brief, compelling roadshow presentation can be customized for specific targeted groups or a stand-alone general-purpose presentation. The objective of the document is to “pitch” the company to potential investors, strategic partners, licensees, customers, or other parties. It provides a glimpse of your company & value proposition to attract the interest of a targeted audience at private meetings or at pitch events such as investment forums, conferences, or trade shows.
• The ComPlan™: A market-tested commercialization plan that demonstrates market and management competence, instills confidence, sets expectations and increases chances of success. It conveys that the entrepreneur/founder is in a position to pursue commercial applications of the R&D. A Larta subject matter expert works iteratively with the entrepreneur to develop, test, and validate the ComPlan, covering market opportunity, company and team, competition and IP, and finance and revenue model. The final product serves as a guide for science-based ventures and also positions Phase I SBIR awardees for Phase II Success.
• FeedForward™ Sessions: Virtual or face-to-face, private working meetings for entrepreneurs/PIs to present their 18-Month Commercialization Roadmap (Strategic Action Plan) to a group of external stakeholders and industry experts who provide constructive feedback and validate go-to-market strategies.
• Close Out Webinars™: A virtual session where entrepreneurs/PIs have the opportunity to provide agency program managers/program sponsors a “live” recap of the company’s progress at the end of a program. The primary focus is to present the feedback received from the program, demonstrate accomplishments in the program, the impact the program had on overall commercialization efforts, and next steps/goals.

The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. The prices of the SCLS labor categories are based on the U.S.
Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide).
Description of Labor Categories
Principal/ Senior Executive Consultant
Oversees negotiation of delivery/task orders and consulting tasks. Interfaces with top-level executives, officials, and customers and ensures successful completion of work in a timely manner.
Recognized expert with experience in technology commercialization, entrepreneurship and management in business, as well as a deep understanding of government contracting and sectoral issues & trends.
Minimum degree required: A Bachelor’s degree with a minimum of 19 years’ specialized experience.
This would be equally acceptable to a Master’s degree with minimum of 15 years’ specialized experience.
Senior Consultant/ Technical Expert Advisor
Serves as an expert advisor for a consulting project in specialized or technological areas. Examples of such areas include, but are not limited to, life sciences, communications, information technology, homeland security, aerospace/defense, materials, environmental and energy technologies, computer hardware/software, and digital media. Domain expert with proven experience in specific tech areas. Expert must be comfortable discussing technical details as well as commercial opportunities.
Minimum degree required: A Bachelor’s degree with a minimum of 14 years’ specialized experience.
This would be equally acceptable to a Master’s degree with minimum of 10 years’ specialized experience.
Senior Consultant/ Technical Specialist
Has supervisory responsibility for multiple complex projects and principle liaison responsibilities with customer on technical matters for consulting/project implementation.
Professional with experience working with specific technology driven businesses. The specialist coordinates different programs and the participation of technical experts.
Minimum degree required: A Bachelor’s degree with a minimum of 9 years’ specialized experience.
This would be equally acceptable to a Master’s degree with minimum of 5 years’ specialized experience.
Senior Consultant/ Business Specialist
Has supervisory responsibility for large and complex projects and principal liaison responsibilities with customer on business matters for consulting project implementation.
Experienced professional with experience in the areas of program management and business consulting. The business specialist is well versed in government contracting. Coordinates many actors from industry, universities, corporate and government areas for the benefit of client companies.
Minimum degree required: A Bachelor’s degree with a minimum of 9 years’ specialized experience.
This would be equally acceptable to a Master’s degree with minimum of 5 years’ specialized experience.
Consultant I
Serves as the senior consultant/analyst responsible for performing high-level analytical/operational project implementation, consulting and training.
Experienced professional with a minimum of 3 years operational and consulting experience in the areas of market research and business development.

Consultant II
Serves as a member of the implementation/consulting team performing mid-level analytical assignments.
