LABOR CATEGORY DESCRIPTIONS
Project Manager
Responsibility:
Responsible for the overall direction and coordination of projects including management of daily operations, allocation of appropriate resources, development and implementation of policies and procedures, evaluation and implementation of Geographic Information System technologies and budget control. Responsible for ensuring that the goals and objectives of the contract are met. Serves as the primary point of contact with the client’s contracting officer and technical representatives.
Minimum Education & Experience:
Bachelor’s Degree in related field plus seven years of experience in Geographic Information Systems.
Project Supervisor
Responsible for project supervision and coordination including analysis of project requirements and scheduling of resources, workflow and data delivery. To generate quality assurance standards, status reports, work plans and procedural directives. To provide guidance to the project team, ensuring that all technical requirements and quality processes are implemented. Ensures the project is delivered in a timely manner and in accordance with project requirements. Acts as the administrative and technical point of contact to the client.
Minimum Education & Experience:
Bachelor’s Degree in related field plus five years of experience in Geographic Information Systems.
GIS Analyst
Determines the functional requirements of the tasks to be performed analyzing and evaluating the technical elements and data sources. Provides technical direction and guidance to the technicians and performs quality control of the data including review of the work for correctness, completeness and accuracy in adherence to project specifications and user standards. Review of program documentation to ensure standards/requirements are adhered to and monitors progress in accordance with schedules.
Minimum Education & Experience:
Bachelor’s Degree in related field plus three years of experience in Geographic Information Systems.
Sr. GIS Technician
Performs GIS data production, maintenance and validation. Data conversion, analysis and source compilation and integration. Importing data sources, updating existing GIS products, database management, data testing, harmonization of data and product master and template generation. Tasks also include quality control and training. Various GIS products and standards are supported including AIL (Additional Information Layers), AML (Additional Military Layers), DNC (Digital Nautical Chart), ENC (Electronic Navigational Chart), HPD (Hydrographic Production Database), MGCP (Multinational Geospatial Co-production Program), MIO (Marine Information Objects), and new product standards and specifications as required.
Minimum Education & Experience:
Associates Degree in related field plus two years of experience.
Jr. GIS Technician
Performs GIS data compilation, conversion, spatial processing, updating and standard data testing.
Minimum Education & Experience:
Associates Degree in related field with no minimum experience requirement.
Sr. Photogrammetrist
Performs a combination of production, quality control, training, and research and development tasks related to stereo compilation and data collection using aerial photography and satellite imagery. Also responsible for checking source data to be used in the compilation process.
Minimum Education & Experience:
Associates Degree in related field plus two years of experience.
Jr. Photogrammetrist
Performs standard tasks related to stereo compilation and data collection using aerial photography and satellite imagery.
Minimum Education & Experience:
Associates Degree in related field with no minimum experience requirement.
Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
