1.0 ADVATECH PACIFIC, INC. COMPANY INFORMATION

Advatech Pacific, Inc. was incorporated in February 1995 and is registered with the State of

California as an engineering firm. Since its incorporation, the company has been providing

Professional Engineering Services with applications in aerospace, defense, and industrial equipment. The majority of Advatech Pacific’s engineering services involve the Mechanical

Engineering and Electrical Engineering disciplines, with certain aspects of Chemical

Engineering. Advatech Pacific’s headquarters is located in San Bernardino, CA, with satellite offices in Centreville, VA; Palmdale, CA; and Phoenix, AZ.

The Advatech Team has extensive experience working in aerospace and defense with both government and commercial customers. This experience base gives Advatech a vast resource for supporting program and mission planning, development of architectures, and technology evaluations for government and commercial organizations. Advatech’s primary engineering specialties include but are not limited to developing software engineering tools, communication/electronic solutions, interoperability solutions, commercial software development, and advanced engineering design and analysis. Advatech is supported by a network of part time “gray beard” employees and consultants that provide depth, breadth, and unique perspectives. Advatech Pacific’s personnel have extensive experience with many high-profile systems, from the early jet liners to the B-2, from the Tomahawk to the

Peacekeeper missile, as well as satellite design and analysis programs. This cumulative experience base is the foundation for the company’s success.

Advatech Pacific’s primary customers include the Air Force Research Laborator ies (AFRL) at Edwards AFB and Kirtland AFB, the Missile Defense Agency (MDA), Office of Naval

Research (ONR), Naval Air Systems Command (NAVAIRSYSCOM), Pratt & Whitney, Aviation Partners, Inc., and Northrop Grumman. Advatech Pacific has an extensive, successful record of developing engineering software tools, linking them with existing customer and commercial engineering tools, and performing analyses services with these tools to create a multi-disciplinary engineering design and analysis environment. Our goal is to provide customers with the information and tools required to advance technology, improve cycle time, reduce risk, and reduce system costs. Advatech also has established and working relationships with universities and subject matter experts throughout the country to keep abreast of the latest developments in our core competencies.

Advatech Pacific has performed on multiple government engineering service contracts, which have contributed to the development of our expertise and capabilities as related to

PES. These contracts include but are not limited to: Integrated Propulsion Analysis Tool

(IPAT) for AFRL/RZ at Edwards AFB; Advanced Computational Engineering Simulator

(ACES) for AFRL/RV at Kirtland AFB, Advanced Cost Model (ACM) for AFRL/RV at

Kirtland AFB and in support of Penn State Applied Physics Lab for NAVSEA; Integrated

Hypersonic Aeromechanics Tool (IHAT) for Naval Air Warfare Center Weapons Division, China Lake; Sprite “lowest cost” launch vehicle in support of Whittinghill Aerospace for

DARPA; Highly Mobile Tactical Communications (HMTC) for the Office of Naval

Research; and SBIR Phase I, Space Propulsion Modeling and Simulation (SPMS).

2.0 CUSTOMER INFORMATION

Advatech Pacific, Inc. has been awarded a GSA Federal Supply Service contract to provide

Professional Engineering Services within the scope of the Electrical and Mechanical

Engineering disciplines. Advatech pursued this contracting mechanism to better serve our clients, make the company readily available to the GSA customer base, and to streamline business practices. The following contains contract information authorized by GSA.

The pricing for the SINs with the suffix “RC” is the same as the corresponding SIN awarded without the suffix.

AWARDED SPECIAL ITEM NUMBERS & DESCRIPTIONS:

871-1 Strategic Planning for Technology Programs/Activities Services available under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing.

Example: The evaluation and preliminary definition of new and/or improved performance goals for navigation satellites - such as launch procedures and costs, multi-user capability, useful service life, accuracy and resistance to natural and man made electronic interference.

Inappropriate use of this SIN is providing professional engineering services not specifically related to strategic planning for technology programs/activities and its associated disciplines.

871-2 Concept Development and Requirements Analysis Services available under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical tasks include, but are not limited

ADVATECH PACIFIC, INC. API-11-063 Page 3 to: requirements analysis, cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technological conceptual designs, training, privatization and outsourcing.

Example: The development and analysis of the total mission profile and life cycle of the improved satellite including examination of performance and cost tradeoffs. Inappropriate use of this SIN is providing professional engineering services not specifically related to concept development and requirements analysis and its associated disciplines.

871-3 System Design, Engineering and Integration Services available under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, trace ability, and then integrating the various components to produce a working prototype or model of the system.

Typical associated tasks include, but are not limited to: computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, prototype fabrication, assembly and simulation, modeling, training, privatization and outsourcing.

Example: The navigation satellite concept produced in the preceding stage will be converted to a detailed engineering design package, performance will be computer simulated and a working model will be built for testing and design verification. Inappropriate use of this SIN is providing professional engineering services not specifically related to concept development and requirements analysis and its associated disciplines.

871-4 Test and Evaluation Services available under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to: testing of a prototype and first article(s) environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of a product or system, training, privatization and outsourcing.

Example: The navigation satellite-working model will be subjected to a series of tests, which may simulate and ultimately duplicate its operational environment. Inappropriate use of this SIN is providing professional engineering services not specifically related to testing and evaluating and its associated disciplines.

871-6 Acquisition and Life Cycle Management Services available under this SIN involve all of the planning, budgetary, contract and systems/program management execution functions required to procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to technology-based systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to: operation and maintenance, program/project management, technology transfer/insertion, training, privatization and outsourcing.

Example: During this stage the actual manufacturing, launch, and performance monitoring of the navigation satellite will be assisted through project management, configuration management, reliability analysis, engineering retrofit improvements and similar functions. Includes planning, development, evaluation and control of systems and components involving the production and transfer of energy, with the conversion of one form of energy to another. 2.1c GSA LABOR CATEGORIES & DEFINITIONS

This section provides a detailed position description for each proposed labor category.

Descriptions include functional responsibilities, minimum years of experience, minimum educational/degree requirements, and any applicable training or certification requirements.

Educational degrees can be traded off for “demonstrated equivalent”. Demonstrated equivalent is defined as either substitution of an acceptable alternate discipline for a degree or equivalent related experience for a degree. For example, instead of a BS in Mechanical, Aerospace, or Electrical degree, a BS in Structural engineering may be substituted. Additionally, a four year equivalent amount of related aerospace engineering experience may be substituted in place of a BS in

Aerospace degree. Figure 2-3 shows the defined “demonstrated equivalent” for degree levels on these LBC Descriptions.

DOCUMENT SPECIALIST 1 (DOCS 1)

Functional Responsibility: Writes a variety of technical articles, reports, brochures, and/or manuals for documentation for a wide range of uses. May be responsible for coordinating the display of graphics and the production of the document. This category may prepare and/or maintain documentation pertaining to programming, systems operation and user documentation.

Translate business specifications into user documentation. Plan, write, and maintain systems and user support documentation efforts, including online help screen. Use knowledge of current graphic design software to produce graphic art and visual materials for promotions, advertisements, films, packaging, and informative and instructional material through a variety of media outlets such as websites and CD-ROMs. Generate and manipulate graphic images, animations, sound, text and video into consolidated and seamless multimedia programs.

Must remain abreast of technological advances in the field and be able to identify areas of use in the organization. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Primary job functions do not typically require exercising independent judgment.

Works under immediate supervision.

Minimum Education or Degree: Occupationally related BS degree, or demonstrated equivalent.

Minimum Years of Experience: 0 years of related experience without a BS degree.

Additional applicable training or certification: None

Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others as needed. A wide degree of creativity and latitude is expected. Typically reports to a manager or head of a unit/department.

Minimum Education or Degree: Occupationally related BS degree or demonstrated equivalent.

Minimum Years of Experience: 15 years of related experience.

Additional applicable training or certification: None

ENGINEERING / DRAFTER TECHNICIAN (EDD B)

The EDD B Labor Bid Category consists of two Technical Service groups:

1. Engineering Technicians with an emphasis primarily in Electrical, Aerospace, Mechanical, Design, or Software.

2. Drafters

The following includes a description of capabilities, education and experience for this level of technical services, as provided by the EDD B Labor Bid Category, for each Technical Service group.

ENGINEERING TECHNICIAN B

Functional Responsibility: Assists all levels of engineers with tasks and assignments.
