CONSULTATION SERVICES, SIN 874-1

When policy, planning, and service improvement issues arise, organizations need quick, credible solutions. Understanding the right questions to ask can sometimes be the most difficult part of the process; access to the appropriate expertise can be frustrating and time-consuming.

Conwal Incorporated’s experienced consultation services can solve these problems for many government and private sector organizations. We keep abreast of the most solid insights in management and service improvement, and maintain close relations with recognized experts in many professional and technical fields. When combined with our proven techniques for analyzing and responding to organizational issues, Conwal delivers consistently effective assistance and guidance in its consulting services. Our goal is to produce recommendations that can be justified and accepted by our clients.... and by their stakeholders.

· Measuring Performance and Results. The new passion for accountability “by the numbers” has highlighted the sensitive issues of assessing performance. The evaluation process can be intrusive or disruptive. Inappropriate measures or techniques produce results that can be threatening or irrelevant instead of enlightening. Conwal’s approach avoids these hazards by beginning with careful attention to the client’s purpose for investing in an evaluation. When there are several potential audiences for the evaluation––for example, consumers and policymakers ––our evaluation design addresses each audience’s expectations. We select an evaluation process that objectively meets these requirements while involving as little disruption as possible to ongoing operations. Rather than an “off-the-shelf” assessment template, our customized evaluation products can be as simple as a measurement of performance outcomes or as complex as a thorough assessment of the policy, program, personnel, and management issues that affect the results.

· Policy and Planning Assistance. Environments change, stakeholder expectations change...and sometimes agencies and organizations must respond by reviewing their mission, policies, and plans. Conwal can help this process by clarifying new and existing goals and systematically researching the changing environment. This provides a basis for a planning process that meets each client’s unique requirements. Conwal offers further help through decision models and implementation analyses that pinpoint how policy and planning choices affect performance. Conwal’s expert consultation services produce recommendations and trade-off analyses that make our clients’ policy and planning choices rational, well informed, and sensitive to the needs of the environment.

CONSULTATION SERVICES, SIN 874-1 (CONTINUED)

· Making Best Use of Resources. Doing more with less is both science and art. Conwal’s consulting services can find ways to make service delivery programs more efficient and increase the benefits of the program to the consumers. Our proven techniques analyze the productivity and quality of the program in relation to its available resources and any program-specific constraints. These techniques highlight potential ways to improve consumer satisfaction and eliminate duplicated or wasted steps in the service delivery process. We then recommend a coherent, straightforward action plan to improve the operation of the program. If requested, we can provide the training, technical assistance, and reviews needed to complete client satisfaction with the improvement process.

· Managing Change. One popular image of change is that of a juggernaut, careening toward its destination, leaving battered and bewildered bystanders in its path. Organizational change shouldn’t be so traumatic. Through readiness for change assessment and technical assistance, Conwal’s experts enable clients to bring their staff “on board” the implementation of change. We provide action plans that strengthen lines of communication and prepare personnel for new roles and responsibilities. Whether the goal is to integrate an existing program into a new organizational “home” or to create a whole new organizational entity, Conwal’s approach and technical assistance eases our client’s adjustment to necessary and desirable changes.

FACILITATION SERVICES, SIN 874-2

Conwal understands the importance and value of outside expert facilitators and meeting planners to solicit required inputs from diverse individuals/teams/groups, and to establish an agreed upon consensus based upon these inputs and formulate an overall focused course of action that meets the client’s needs. This approach is essential in ensuring that the client is using team based collaborative approaches throughout his/her efforts to improve and resolve problems. Conwal’s process analyzes the inputs obtained from the several participating sources, binds them together in a cohesive package for in-depth discussion among participants who, with our guidance, can produce more effective solutions and successfully meet their objectives.

· Facilitation. Conwal’s methodology encompasses a comprehensive approach to structuring, planning and conducting meetings that achieves success and client satisfaction. We work closely with our clients to plan and develop each event to ensure that priorities and objectives are clearly understandable and complete. Conwal manages and promotes productive communication and diffuses conflicts among groups with common and/or divergent interests. We create an open forum to encourage participants to voice and resolve issues. Our facilitators keep participants focused on the objectives established, ensure equal participation among all of the attendees, maintain an acceptable completion schedule and ultimately provide unbiased results. Conwal has a well-established track record for providing effective coordination and decision-making support services to our clients. We utilize a basic array of proven tools and processes that enables even the most disparate groups to resolve disagreements and produce convincing results tailored to meet the client’s objectives. We have a formula for arriving at consensus statements signed by all participants. We have developed training materials to improve the management and reporting of activity results. Conwal’s services not only include facilitation within, but across agencies and among non-government participants.

· Meeting and Conference Planning and Development. Conwal assesses the specific requirement and provides thorough planning, complete implementation and any follow-up required to ensure a successful meeting or conference. We track our carefully outlined steps to a successful meeting on a database. Our meetings and conferences are, therefore, carefully planned to provide sufficient time and flexibility to accommodate introduction of emergent problems and other unplanned needs that may arise. At the same time, we still focus on the planned agenda to timely resolve and close-out original issues. Management, organizational and business improvement efforts are significantly accelerated when well planned meetings and conferences are used to specifically address the issues involved. Resources can be quickly and effectively aligned to meet an organization’s changing strategic focus. Their efforts can be applied to the development of improved processes and resolution of outstanding issues.

FACILITATION SERVICES, SIN 874-2 (CONTINUED)

· Logistics Coordination: Conwal strives to identify and be responsive to all client needs. Based upon the years of “hands-on” experience, we anticipate the specific requirements for support of client meetings, conferences, symposia, and other such activities. We provide and monitor our extensive logistic support efforts at all levels to ensure that they enhance the specific activity being coordinated. A sampling of support Conwal provides include: arranging itineraries, tickets, hotel accommodations, and ground transportation, obtaining meeting space, preparing materials and equipment, photocopying and faxing services and arranging secretarial services. In addition, Conwal has extensive experience with ensuring that our meetings are accessible for people who have disabilities. We conduct site visits of the facility we plan to use to assess its physical accessibility. We arrange for Braille, large print, and disk copies of materials and arrange for sign language interpreters, real time translations, audio loops, and other devices and accommodations as needed.

· Materials Development: Conwal accurately prepares documentation such as background papers, bibliographies, meeting agendas, name badges, comprehensive meeting minutes, action item reports and briefings as required to support the efforts described above.
