Labor Category Descriptions
Principal: The Principal serves as Lead Facilitator in the firm’s projects, providing leadership and strategic planning as well as actively facilitating in-person meetings and webinars. Substantive project responsibilities include leading collaborative dialogues, facilitating face-to-face meetings and ensuring effective communication and enforcement of protocols, actively working one-on-one with stakeholders to resolve conflicts, overseeing project management, working with clients to set budgets, goals and objectives, and serving as final reviewer of all documents and work products. In addition to project duties, the Principal manages the operations of the firm working closely with assistance from the Associates and Project Managers, including marketing, account tracking, operations management, and training. The Principal reviews and approves all budget documents, invoices, and final work products. The Principal serves as President and Chief Financial Officer and sole representative of the firm in contract negotiations. The Principal has a minimum of 20 years active experience and has obtained a PhD in the field of Environmental Policy with an emphasis in environmental conflict resolution.
Senior Associate: Senior Associates serve as Facilitators in firm projects, providing leadership and strategic planning as well as actively facilitating in-person. Responsibilities include leading collaborative dialogues, facilitating face-to-face meetings and ensuring effective communication and enforcement of protocols, actively working one-on-one with stakeholders to resolve conflicts, overseeing project management, working with clients to set budgets, goals and objectives, and drafting documents and work products. In addition to project duties, Senior Associates assist with marketing, account management, and training. Senior Associates have obtained Masters Degrees in environmental planning, public policy, law, natural resource management or a related field, have a minimum of 6-10 years of progressively responsible professional work in public policy dispute resolution, environmental policy/planning or a combination of similar fields, and a background in natural sciences, and the use of science in public policy, strong knowledge of the laws, policies, and actors involved in California and western natural resource issues, demonstrated ability in skilled, competent group facilitation in a work group or large plenary setting, and knowledge of the theory of principled negotiation and mutual gains bargaining.
Associate: Associates serve as Facilitators in firm projects, providing leadership and strategic planning as well as actively facilitating in-person meetings. Associates have minimum of 4 years active experience and have obtained Masters Degrees in conflict resolution, environmental planning, public policy, law, natural resource management or a related field, have a minimum of 4-5 years of progressively responsible professional work in public policy dispute resolution, environmental policy/planning or a combination of similar fields, and a background in natural sciences, and the use of science in public policy, strong knowledge of the laws, policies, and actors involved in California and western natural resource issues, demonstrated ability in skilled, competent group facilitation in a work group or large plenary setting, and knowledge of the theory of principled negotiation and mutual gains bargaining.
Project Manager: The Project Manager works with other staff to manage project budgets, draft and edit documents and work products, and coordinate logistics for project work. Project Managers have minimum of 2 years active experience in a relative capacity with strong project management skills and exceptional attention to detail.
Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
