LABOR CATEGORY QUALIFICATIONS

Sr. Project Manager (SPM) – Responsible for performing complex or non-routine technical tasks or for supervision and oversight of teams working on technical issues in support of completion of delivery order tasks. Senior Project Manager shall also maintain close communication and coordination with the client for the duration of the project.

Minimum Education and Experience:

- Bachelor’s degree from an accredited school in a technically related field such as engineering, science, or architecture;

- A minimum of ten (10) years Project Management experience, with a minimum of seven (7) years experience managing environmental projects at the field operational level;

- Working knowledge of applicable federal, state, and local laws and regulations.

Project Manager – Provides project oversight and management, and assists with the execution of the project scope of work. Interacts with the project team on field work planning and coordination, and prepares and/or reviews reports associated with the project. Interacts with the clients, contractors, subcontractors, often communicating results, budgets, and schedules. Frequently interacts with regulatory agencies regarding project scope of work, results, and compliance.

Minimum Education and Experience:

- Bachelor’s degree from an accredited school in a technically related field such as engineering, science, or architecture;

- A minimum of three (3) years Project Management experience, with a minimum of two (2) years experience managing environmental projects at the field operational level;

- Working knowledge of applicable federal, state, and local laws and regulations.

Archaeologist – Conducts surveys and reconnaissance, archaeological site testing, data recovery by excavation, and architectural recordings, archival researches and archaeological, ethno historical and historical studies. May also be involved in the preservation of archaeological sites.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of ten (10) years of directly applicable experience since receiving degree is required.

survey, sample collection and analysis (lead-based paint, asbestos, PCBs, specific or general water sampling, air sampling, etc.); development of required and/or supporting regulatory documents (permit applications, storm water pollution prevention plans, air emission inventories, hazardous waste inventories and recovery plans, conformity analyses, etc.); and development of pollution prevention plans/studies (pollution prevention opportunity assessments, etc.).

Hydrogeologist – Sr. - Studies the ways that groundwater moves through the soil and rock of the earth Activities may include, but are not limited to, investigating ways to test water to be sure it is safe to drink, check licenses of those who construct wells and supply water to others, inspect and/or help locate wells for safe water supplies, inspect the design and function of wells, study groundwater flow.

Minimum Education and Experience:

Industrial Hygienist - Performs assessments consistent with safety, health, and personnel protection. Includes industrial worker health and safety programs, environmental clean-up worker protection, and overall health and safety awareness.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of zero (0) to four (4) years of directly applicable experience since receiving degree is required.

Natural Resources Specialist – Sr. – Has demonstrated specialized experience in environmental resource planning, data collection and analysis, training, studies, liaison support, communications, analyses, administration, operations, databases, and report preparation.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of zero (0) to four (4) years of directly applicable experience since receiving degree is required.

Natural Resources Specialist - Mid – Has demonstrated specialized experience in environmental resource planning, data collection and analysis, training, studies, liaison support, communications, analyses, administration, operations, databases, and report preparation.

Planner (Environmental) - Acts as a specialist bringing technical expertise to the assignment in specialist areas such as environmental impact statements under NEPA; endangered species and/or wetlands analysis; watershed and other natural resource management plans; archeological and/or cultural resource management plans; environmental program management and environmental regulation development;

economic, technical and/or risk analysis; vulnerability assessments; biochemical protection; identification and mitigation of threats; and crime Prevention Through Environmental Design (CPTED) Surveys.

Minimum Education and Experience:

Public Involvement Specialist - Responsible for planning and facilitating all aspects of public involvement, working with clients to ensure their projects meets all public involvement requirements and considers public input appropriately. Duties include developing project-specific public involvement strategies and detailed plans, preparing newsletters/brochures and other public meeting materials (e.g., poster boards, presentations, etc.); coordinating public meeting logistics (e.g., securing a location, court reporters, supplies, etc.); attending and facilitating public meetings, including the collection of public comments; analyzing public comments.

Toxicologist/Chemist – Sr. - Analyzes and assesses data, whether chemical or biological, to determine contaminant levels. Reviews existing data to ensure compliance with quality control requirements. Provides input on environmental clean-up from a toxicological and chemical perspective.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of five (5) to ten (10) years of directly applicable experience since receiving degree is required.

Clerical/Project Admin - Sr.: This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence. The Clerical/Project Admin – Sr.

selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Typical duties include: assisting in a variety of administrative matters;

maintaining a wide variety of financial or other records (stored both manually and electronically); verifying statistical reports for accuracy and completeness; compiling information; and handling and adjusting complaints.

Minimum Education and Experience: High school diploma, 8 years experience

Clerical/Project Admin - Mid.: This position requires familiarity with the terminology of the office unit. The Clerical/Project Admin - Mid. selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals. The clerical steps often vary in type or sequence, depending on the task. Recognized problems are referred to others.

Minimum Education and Experience: High school diploma, 3 years experience

Clerical/Project Admin - Jr.: This position follows clearly detailed specific procedures in completing several repetitive clerical steps performed in a prescribed or slightly varied sequence, such as coding and filing documents in an extensive alphabetical file; could involve simple posting to individual accounts, opening mail, calculating and posting charges to departmental accounts, operating basic office equipment, e.g., photocopier, facsimile, multi-line phone/voicemail systems, mailing machines, and minimal computer programs. Little or no subject-matter knowledge is required, but the clerk uses his or her own judgment in choosing the proper procedure for each task.

Minimum Education and Experience: High school diploma, 1 year experience

Graphics Illustrator: The Graphic Illustrator works with the courseware production team to design and develop graphic/visual effects used in courseware material. This position requires the use of specialized computer software to develop high quality computer illustrations, technical drawings, and animations supporting various media used within the training curriculum. The Graphic Illustrator is capable of using specialized hardware and/or software for video/audio capture and editing of multimedia presentations, incorporates principles of layout design throughout the courseware production process, and is responsible for quality control, review and revision of all aspects of graphics development.

Minimum Education and Experience: High school diploma, 3 years experience

Technical Writer/Editor: Under general supervision, the Technical Writer writes and edits technical reports, brochures, and/or manuals for internal documentation, customer reference, or publication. This person researches and analyzes available literature and verifies copy with appropriate departments, and may coordinate production and distribution of materials.

Word Processor: This position uses knowledge of varied and advanced functions of one software type, knowledge of varied functions of different types of software, or knowledge of specialized or technical terminology to perform such typical duties as: a. Editing and reformatting written or electronic drafts.

Examples include: correcting function codes; adjusting spacing formatting and standardizing headings, margins, and indentations. b. Transcribing scientific reports, lab analysis, legal proceedings, or similar material from voice tapes or handwritten drafts. Work requires knowledge of specialized, technical, or scientific terminology. Work requires familiarity with office terminology and practices. Incumbent corrects copy, and questions originator of document concerning missing information, improper formatting, or discrepancies in instructions. Supervisor sets priorities and deadlines on continuing assignments, furnishes general instructions for recurring work and provides specific instructions for new or unique projects, may lead lower level word processors.

Minimum Education and Experience: High school diploma, 1 year experience

Construction Supervisor - Provides on-site field management and coordination as required for the direction of contractors with respect to construction of new facilities or modifications and maintenance to existing facilities. Key responsibilities include maintaining day-to-day surveillance of construction activities to assure compliance with safety, budget, specifications, drawings, and job instructions and assuring compliance of contractors with job working rules, safety procedures, OSHA, and environmental regulations.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of zero (0) to four (4) years of directly applicable experience since receiving degree is required.

Health and Safety Manager – Responsible for ensuring the overall health and safety of personnel and other parties. Prepares health and safety plans, provides direction and oversight to health and safety site personnel, and ensure compliance with corporate health and safety programs.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of zero (0) to four (4) years of directly applicable experience since receiving degree is required.

QA/QC Specialist – Provides direction for personnel performing tasks, including the review of work products/services for correctness, adherence to the customer standards and for progress in accordance with schedules. Coordinates with the Project Manager to ensure problem resolution and customer satisfaction.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of zero (0) to four (4) years of directly applicable experience since receiving degree is required.

Program QA/QC Manager – Provides quality assurance and quality control for remediation projects. This includes assessing adherence to quality control programs, process consistency, and standard protocol. Ensures conformity of remedial methods with applicable contaminant types.

Minimum Education and Experience:

Must possess a Bachelor’s degree from an accredited school in a technically related field consistent with the required duties of the position and a minimum of zero (0) to four (4) years of directly applicable experience since receiving degree is required.

Estimator - Prepares cost estimates for engineering, and environmental projects. This includes utilizing existing cost estimating programs, vendor cost sheets, and to determine the costs for performing tasks and projects.

Minimum Education and Experience:

High school degree and 2-6 years directly related experience.

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the indicated SCA labor categories are based on the U.S. Department of Labor Wage Determinations Number(s) identified in the matrix. The prices offered are based on the preponderance of where work is performed and should work be performed in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.
