28. Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire 874: MOBIS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101,
22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the Contractor adds SCA labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

VDTG develops best-value, performance enhancing solutions for government clients through the application of strategic planning, organizational and process engineering, appropriate technology insertion, implementation planning, and operation’s management expertise to underperforming business and organizational systems.
Through the General Services Administration MOBIS multiple award schedule, VDTG offers performance consultation services and program integration and program management services (Special Item Numbers 874-1, 874-7).
SIN 874-1: Integrated Consulting Services
VDTG harnesses uncommon technical competencies and years of broad industry and government experience to deliver performance enhancing solutions and high-impact organizational change appropriate to our client’s unique requirements. Utilizing the VDTG MOBIS framework, either in part or in an integrated and progressive approach, we deliver superior strategic planning, business process reengineering, and performance measurement and management services to Federal clients:
Strategic Visioning and Requirements Analysis: The objective of this service is to understand the needs and operating environment of the client and to facilitate the articulation of a strategic vision that aligns client operations with a guiding organizational mission to create a plan that is both transformative and achievable.
Service Level Assessment: Once a vision has been articulated, requirements understood, and a strategic approach toward vision fulfillment has been defined, VDTG performs a diagnostic analysis to identify gaps between vision and the current operating reality. This gap analysis ultimately allows VDTG to create a comprehensive organization and management system and implementation strategies that accommodate the organization’s current and future needs.
Business Performance Engineering: Once the operating context is understood and the gaps between current operating reality and strategic vision have been identified, VDTG performs a best practices analysis to benchmark alternative solution approaches.
Modeling, prototyping, laboratory experimentation and other analytical tools are indigenous to this phase. This vital process ensures that business solutions are both context appropriate and leading-edge in application (technology insertion).
Collaborative Solution Development: Any business improvement effort must be realistic in approach and achievable in action. The objective of this phase is to work closely with the client to ensure that the selected solution approach represents the best value solution for the client. Any solution set must be subjected to, and supported by, business case (economic) value analysis and operations research analysis that provides metrics by which alternative solution sets can be compared and that enable clients to measure and track system and business performance through time.
Transition Management: The objective of this final phase is to work with the client to incorporate the vision, solution approach, and associated new business processes and tools into everyday operational practice. We work hand-in-hand with our clients to deploy solutions, train personnel, and support a change management function to appropriately integrate and align new business solutions and operational practices with mission objectives.
SIN 874-7: Integrated Business Program Support Services
VDTG program integration and management services leverage years of large-scale program management experience across a broad range of government and private sector environments to deliver superior program performance. Again, these services are provided within the context of our MOBIS framework emphasizing quality of client service, a thorough understanding of technological developments, and the client environment as driven by seamless, global enterprise access and work flow.
Program Integration Services Standards Development: VDTG’s expertise in secure information exchange platforms and environments has made us a frequent leader of international committees for the development of secure communication and directory standards and protocols. VDTG taps this expertise to develop client standards in security and directory services and minimize the heterogeneity and inefficiencies of information exchange processes and systems.
Prototyping and Benchmarking: By modeling and rapid prototyping in a laboratory we can determine the performance and behavioral characteristics of system alternatives to determine how a system will perform in a given operating environment, benchmark against best-in-class systems when appropriate, and specify best integration strategies.
Periodic re-evaluation provides for continuous process improvement.
Transition Strategies and Deployment Support: In the life cycle of system development, it is critical to have a transition strategy to guide the process of integrating new processes and systems into a legacy environment and to efficiently cut-over to a new system. This process is not limited to the installation and integration of equipments. It may include integration of new organizations, processes, and/or personnel supported by training and system exercise.
Program Management Services Program management of technologically driven business systems is an increasingly complex task. We have considerable experience with system development programs, technology development and application, and the operation and management of enterprise systems. SUBJECT MATTER EXPERT
Subject Matter Expert 5 Description: Authoritative or respected position in a client’s enterprise environment, management systems and practices, or a specific technology area such as complex enterprise networks, information exchange architectures, information assurance, directory services, or network performance engineering. Performs research and functional and empirical analyses and recommends solutions related to the design, development, deployment and integration of complex enterprise or management systems. Offers uncommon subject matter expertise for client specified issues.
Experienced in major enterprise development and operating environments with a broad knowledge of information architecture and operating systems AND/OR experienced in large-scale integrated organizational management systems and approaches with a broad knowledge of the interdependent dynamics of various functional operating areas on organizational performance.
Qualifications: Ph.D. degree and 13 years experience in a technical area, management practice, or operating environment specifically of interest to a specified client.
Demonstrated ability to apply leading-edge principles and methods of problem solving to complex network enterprise systems or organizational environments. A Master’s degree and 2 years additional experience or a Bachelor’s degree and 4years additional directed and subject appropriate experience may substitute for a Ph.D. Allowances for small variations in experience are permitted if individual has particularly unusual and appropriate subject matter expertise, security access or intimate knowledge of a given client’s technical and operating environment.
