ATTACHMENT I -- LABOR DISCIPLINE DESCRIPTIONS

FOR SIN 899-7

CONTRACTS MANAGER

EDUCATION : A Bachelors Degree or at least 7 years of experience in related field.

GENERAL EXPERIENCE : At least 7 years of work experience in the field. Has knowledge of standard concepts, practices, and procedures within the Federal market. Relies on limited experience and judgment to plan and accomplish goals. Experience dealing with Geospatial contracts is considered a plus.

DUTIES : Plans and directs all aspects of an organization’s contract administration function.

Works closely with organization’s legal advisor to develop proposals, oversee preparation, and monitor progress. Develops resources, researches funding sources, and writes proposals to a variety of organizations. Prepares contract proposals and may administer major contracts. Also may negotiate contractual provisions with potential partners.

PRODUCTION MANAGER

EDUCATION : A Bachelors Degree or the equivalent combination of training and experience in a related field.

GENERAL EXPERIENCE : Minimum of 5 years Supervisory Management experience in photogrammetric, database, and cartographic production. Needs strong communication skills.

Specific knowledge of proprietary software applications and/or GIS applications and tools used for Digital Map Products.

DUTIES : Is responsible for the completion of high quality projects. Manages production plan and schedules for assigned programs. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Provides technical and analytical guidance to project team leaders. Recommends and takes action to direct the analysis and solutions of problems. Ensures adherence to quality standards and specifications. Selects, develops and evaluates personnel to ensure the efficient operation of projects. Interacts and maintains positive relationships with external and internal clients across all levels of the organizations.

PROGRAM MANAGER

EDUCATION : Bachelor’s degree or 10 years experience in a related field.

GENERAL EXPERIENCE : At least 5 years of proven experience in government procurements and solicitations. Must have the ability to translate varying business requirements into sound contractual terms and requirements. Requires the ability to meet deadlines and manage multiple programs simultaneously.

DUTIES : Plans, directs, coordinates, and executes activities directing capture and execution of new federal, civil, and classified/non-classified DoD/Intelligence procurements to ensure that goals or objectives of the programs are accomplished within prescribed time frames and funding parameters. Develops policies and procedures for operational processes in order to ensure optimization and compliance with established standards and regulations. Demonstrates expertise in a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.

PROJECT MANAGER

EDUCATION : Requires a Bachelor’s Degree in a related field or the equivalent experience.

GENERAL EXPERIENCE : Must have a minimum of 5-7 years of experience in the field or related area. Familiar with standard concepts, practices, and procedures within the field of GIS, Geography, Geospatial Imagery and Photogrammetry.

DUTIES : Manages and trains a team of production staff members. Supports the activities of the operations department. Oversees the daily department production activity and facilitates departmental workflow. Makes recommendations to improve the productivity, quality, and efficient delivery of products and services. Relies on experience and judgment to plan and accomplish goals. Lead and directs the work of others.

QUALITY ASSURANCE MANAGER

EDUCATION : A Bachelors Degree or the equivalent experience in the related field.

GENERAL EXPERIENCE : Must have 7 years of experience in Quality Control procedures and policies of the related field. Familiar with a variety of the field’s concepts, practices, and procedures.

DUTIES : Responsible for planning and directing quality assurance policies, programs, and initiative. Ensures that procedures are followed in the production of the product. May assist in the development of quality control standards. Relies on extensive experience and judgment to plan and accomplish goals.

SENIOR GEOSPATIAL ANALYST

EDUCATION : A Bachelor’s Degree in Geography or experience in a related field.

GENERAL EXPERIENCE : Must have a minimum of 5 years experience using GIS software. Solid understanding of GIS, photogrammetric processes, or map compilation.

DUTIES : Collection, updating, and analysis of geospatial databases from intelligence databases and other ancillary sources, and producing mission specific data sets. Incorporates source materials from Notices, Scans, Field Annotated Notes, and hard copy sources in the production and maintenance of: TLM, JOG, DNC, FLIP, EVC, and HAC

SENIOR PHOTOGRAMMETRIST

EDUCATION : Requires a Bachelor’s Degree in Geography or experience in a related field.

GENERAL EXPERIENCE : Five (5) years experience of photo interpretation, imagery analysis, or map compilation.

DUTIES : Produce products from aerial or satellite data and update databases for GIS implementations using softcopy or hardcopy photogrammetric methods. Responsible for the production of geospatial products such as: DSM, DTM, DEM, TIN, FFD, FD, and TLM data sets.
