Labor Category Descriptions and Requirements

Program Development Manager Master’s degree and twenty or more years of experience (or an equivalent combination of education and experience, or specialized education with increasingly specific subject matter experience), including five years in management. May require advanced degree in specialized discipline pertaining to systems in complex industries. Leads group in design of project solutions, task/scheduling review, and performance tracking. Consults with client senior management to review and assess needs, define requirements, make recommendations for implementation, and develop solutions. Supervises administrative and technical staff. Skilled in areas such as, but not limited to, strategic planning, systems alignment, process improvement, facilitation, quality management, and program management and integration. Responsible for project deliverables and all critical aspects of program management including, but not limited to, budgeting, scheduling, performance review, costing, quality control, and risk management. Works directly with client.

Reports and communicates project status regularly to client and other more senior managers as required. May require specific security clearances for access to classified areas or information.

Program Development Principal 1 Master’s degree and fifteen years of experience (or an equivalent combination of education and experience, or specialized education with increasingly specific subject matter experience), including five years in management. May require advanced degree in specialized discipline pertaining to systems in complex industries. Provides subject matter expertise and leadership in all aspects of solution development and task design. Applies analytical expertise at a senior level and interfaces with the client to develop design concept, user standards, progress schedules, and quality control.

Coordinates and supervises implementation at lower levels. Skilled in areas such as, but not limited to, strategic planning, systems alignment, process improvement, facilitation, quality management, and program management and integration. Skilled in areas such as, but not limited to, performance measurement, quality management, problem solving techniques, and project management. Acts as liason between Program Development Manager and Senior Program Manager. Reviews project reports and communicates project status regularly to other more senior leaders as required. May require specific security clearances for access to classified areas or information.

Program Analyst 2 Bachelor’s degree and seven to ten years of experience (or an equivalent combination of education and experience). Performs technical project support duties, which may include, but are not limited to, lifecycle costing, budgeting, forecasting, and assessing performance measurements. Provides team leadership. Skilled in areas such as, but not limited to, performance measurement, quality management, problem solving techniques, and project management. Creates and maintains project reports for presentation to other more senior leaders as required. May require specific security clearances for access to classified areas or information.

Systems Engineer 1 Bachelor’s degree and seven years of experience (or an equivalent combination of education and experience). Performs in a supporting leadership position, facilitating the implementation of projects. Provides technical direction to project members. Skilled in areas such as, but not limited to, performance measurement, quality management, problem solving techniques, and project management techniques. Organizes and coordinates project activities. Reports to other more senior leaders on a regular basis, as required. May require specific security clearances for access to classified areas or information.

Systems Engineer 2 Bachelor’s degree and five years of experience (or an equivalent combination of education and experience). Analyzes complex data, reviews data collection methods and recommends appropriate activities to reach project goals. Resolves complex problems, works effectively with team members as team lead, and assists other more senior leaders as required. Skilled in problem solving techniques and documentation and presentation methods. May require specific security clearances for access to classified areas or information.

Business Support Specialist 1 Bachelor’s degree and five to seven years of experience (or an equivalent combination of education and experience). Analyzes data and reports data findings as they apply to project goals. Ability to work independently with minimal supervision and support the efforts of more senior individuals.

Can supervise lower level staff members. Skilled in problem solving techniques and documentation and presentation methods. Must have demonstrated experience in the use of software packages such as MS Excel for data analysis and MS Word for documentation of findings. May require specific security clearances for access to classified areas or information.

Business Support Specialist 2 Bachelor’s degree and zero to three years of experience (or an equivalent combination of education and experience). Gathers data, compares data to project requirements, and recommends appropriate changes to meet project goals. Capable of working independently and taking guidance from more senior individuals. Must be skilled in the use of software packages such as MS Word, Excel, and PowerPoint and be capable of assembling data and documentation. May require specific security clearances for access to classified areas or information.

Business Support Specialist 3 Associates degree and three to five years of office administration (or an equivalent combination of education and experience). Assists in the preparation of deliverables to include studies, analyses, and reports. Prepares presentation and publication documents and graphics, through the use of word processing software skills and presentation preparation experience. Additional duties may include coordinating activities, logistical support, managing project records, assisting with project databases and supporting projects as required. Must be able to use software packages such as MS Word, Excel, and PowerPoint and specialized graphics packages such as Adobe Illustrator. Works independently and meets deadlines. May require specific security clearances for access to classified areas or information.

Word Processing/Presentation Support High school diploma, and five years of office administration (or an equivalent combination of education and experience). Assists in the preparation of deliverables, presentation documents and graphics through the use of software packages such as MS Word and PowerPoint and specialized graphics packages such as Adobe Illustrator. Capable of taking guidance from more senior individuals. May require specific security clearances for access to classified areas or information.
