Under this SIN, only consulting services may be performed. The services include, but are not limited to: Planning and Documentation Services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as Executive Order 13423) in areas of chemical, radiological, and/or hazardous materials; ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA); Endangered species, wetland, watershed, and other natural resource management plans; Archeological and/or cultural resource management plans; Environmental program and project management; Environmental regulation development; Economic, technical and/or risk analysis; other environmentally related studies and/or consultations; Homeland Security solutions that include Biochemical protection; Crime prevention through environmental design surveys (CPTED);

Economical, technical and/or risk analysis; Identification and mitigation of threats inclusive of protective measures to mitigate the threats; and Vulnerability assessments. This SIN is designed to aid agencies in training personnel in a variety of environmentally related subjects in order to meet Federal mandates and Executive Orders. Environmentally related training can be conducted on- or off-site using standard off-the-shelf, customized, or computer/web-based interactive courses. Examples of environmental training courses include:

Air/blood borne pathogens; Asbestos awareness; Environmental management planning and operations and maintenance (O&M) planning; Asbestos Hazard Emergency Response Act (AHERA); Compliance with environmental laws/regulations; Comprehensive Environmental Response Compensation and Liability Act (CERCLA); Confined space training; Electronics management; Emergency response plans; environmental audits, awareness, compliance, and management; Fire preparedness training; First responder; Hazardous materials and waste (HAZMAT) training to include compliance, operation, packaging, handling, generators, and incident response; Hazardous waste operations and emergency response (HAZWOPER) training inclusive of transportation, storage and disposal; ISO 14001 Environmental Management Systems (EMS); Lead training to include awareness, inspecting, assessing, rehabilitation, and renovation; Mold (abatement, assessment); National Environmental Policy Act (NEPA); Natural habitat preservation; Occupational Safety and Health Administration (OSHA); Pollution prevention; Public fire safety education; Resource Conservation and Recovery Act (RCRA); Sustainable environmental practices; Water conservation; and Wetlands regulation and permitting.

GSA has already reviewed and approved contractor qualifications, prices, small business subcontracting plans, and other contract requirements so that you don't have to. This streamlined system makes it faster and easier for you to select qualified contractors who best support your needs. You retain control of your project by dealing directly with the contractor and can have long-term support with the FSS evergreen contracts (5-year base period and three 5-year option periods = 20 years).

The labor rates presented in the table below are applicable to each of the Special Item Numbers (SINs) for which we are approved under this Federal Supply Schedule (SINs 899-1 and 899-3). The labor category rates include the 0.75% Industrial Funding Fee (IFF). The Service Contract Act is applicable to this contract and it includes service contract act applicable labor categories. The prices for the indicated service contract act labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the matrix. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower service contract act rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.

Labor Category Descriptions Experience/Education Substitutions

1. Any combination of additional years of experience in the proposed field of expertise plus full time college level study in a particular field totaling four (4) years will be an acceptable substitute for a B.A./B.S. degree.

2. A B.A./B.S. (undergraduate) degree plus any combination of additional years of experience or graduate level study in the proposed field of expertise totaling two (2) years will be an acceptable substitute for a Master's degree.

3. Years of graduate study (beyond undergraduate degree) may substitute one-for-one for years of experience (up to 4 years).

Principal II Senior technical staff member that manages multiple contracts and/or is a nationally recognized expert in their field. Responsibilities include directing multiple contracts, overseeing contract costs and administration, managing QA/QC reviews under contracts, and overseeing staff development. Must possess a master’s degree or equivalent and have a minimum of 15 years of experience.

Plans, conducts and supervises assignments; oversees staffing and allocation of resources; supplies technical expertise and QA/QC review; initiates liaison between staff and client; and oversees budget. Administers and negotiates contracts prepares and/or reviews all cost estimates, interfaces with client contract administrators. Serves as in-house contractual consultants. Operates with wide latitude for independent action. Must have a bachelor's degree and a minimum of 10 years of experience.

Works under the supervision of senior administrative staff, but operates with some latitude for independent action. Project Support II Performs progress reporting, record maintenance and retrieval, document control, literature searches, project budget and schedule tracking and reporting, data entry, and word processing. Works closely with technical staff, but with some latitude for independent action. Must have a high school diploma or GED and a minimum of 6 years of related experience.

Project Support I Works under close supervision of more senior project support or technical staff in performing progress reporting, record maintenance and retrieval, document control, literature searches, project budget and schedule tracking and reporting, data entry, and word processing. Must have a high school diploma or GED; no minimum number of years of experience is required.
