Identification of the lowest priced model number and lowest unit price for that model for each special item number awarded in the contract. This price is the Government price based on a unit of one, exclusive of any quantity/dollar volume, prompt payment, or any other concession affecting price. The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
LABOR CATEGORY DESCRIPTIONS
Title: Senior Management Consultant Functional Duties/Responsibilities: Leads management, organizational, or business improvement projects including strategic planning, program assessments, audits, and program evaluations. Consults with clients. Responsible for the work product and interface with client.
Minimum Education Level: Bachelor’s degree.
Required/Supplemental Certifications: None.
Minimum Experience Requirements: Fifteen years experience.
Substitution Methodology: Master’s Degree for two years of experience.
Title: Managing Consultant II
Functional Duties/ Responsibilities: Provides and leads consulting services, organizational improvement efforts, and facilitation services within the context of MOBIS. Performs executive-level consulting activities to assist clients in activities such as building leadership, performing strategic planning, program assessments, developing process improvements, developing training programs, performing facilitation services, and improving business results. Consults with clients and leads program execution efforts. Experienced in translating strategic plans into action plans, developing resource needs, developing continuous improvement strategies, improving organizational performance, and developing improvements to process management.
Minimum Education level: Bachelor’s degree.
Require/Supplemental Certifications: None.
Minimum Experience Requirements: Ten years experience.
Substitution Methodology: Master’s degree and two years of experience.
Title: Managing Consultant I
Functional Duties/ Responsibilities: Provides consulting services, organizational improvement efforts, and facilitation services within the context of MOBIS. Performs executive-level consulting activities to assist clients in activities such as building leadership, performing strategic planning, program assessments, developing process improvements, performing facilitation services, and improving business results. Leads program management and execution of proposed plan and assists the Managing Consultant II or Senior Management Consultant. Experienced in translating strategic plans into action plans, developing organizational performance, and developing improvements to process management.
Minimum Education level: Bachelor’s degree.
Required/ Supplemental Certifications: None.
Minimum Experience Requirements: Five years experience.
Substitution methodology: Master’s degree for two years of experience.
Title: Consultant Functional Duties/Responsibilities: Prepares information in support of management, organizational or business improvement projects, including strategic planning, program assessments, audits and program evaluations, Supports Senior Management Consultant in work product as well as data accumulation.
Minimum Education Level: Bachelor’s degree.
Required/Supplemental Certifications: None.
Minimum Experience Requirements: Four years experience.
Substitution Methodology: Master’s degree for two years of experience.
Title: Administrative/ Research Analyst 1
Functional Duties/ Responsibilities: Provides support to business and management personal working closely with the Project Director and other project staff. This includes, but is not limited to: research; studies and analysis; gathering of data to be used in developing a process model and measurement of core business processes; program management support including briefings, models, and web sites. Assists consultants in meeting support and the presentation of quality workshops, seminars, and training sessions.
Minimum Educational level: Bachelor’s degree.
Required/ Supplemental Certifications: None.
Minimum Experience Requirements: Zero to two (or more) years of experience.
Substitution Methodology: Associate’s degree and three years of experience.
