REMEDIATION and FIELD SERVICES SIN 899-8 Remediation Services

Eagle’s Remediation Division has served the environmental industry with practical environmental solutions by offering comprehensive services in numerous areas of expertise. Eagle possesses extensive capabilities and experience in the remediation of contaminated and environmentally impaired sites, as well as cleanup, handling and disposal of hazardous materials. The key advantage Eagle offers is our ability to provide an integrated approach to environmental management as well as our ability to handle all project phases from investigation through design to final cleanup. The result is enhanced control and the ability to streamline costs by employing one provider to manage and execute all phases of a project. EMERGENCY RESPONSE

Sin 899-8 Remediation Services

Eagle’s Emergency Services Division is comprised of some of the most experienced and capable managers, foreman and technicians in the industry. Eagle’s Emergency Services Division is capable of performing spill response activities involving the abatement of present or impending danger through the identification and assessment of hazards presented by unknown substances or explosive chemicals or materials. Eagle has a proven record of quickly and safely controlling and removing spills or releases of oil, hazardous and reactive materials and other substances. From a small oil spill to a terrorist event involving potential Weapons of Mass Destruction, Eagle is capable and ready to respond.

Since the tragedy of 9-11, a heightened sense of awareness has spread across America concerning the fear of terrorism on American soil and the presence of Weapons of Mass Destruction (WMDs). The Homeland of America and its governing bodies have been forced to take actions in order to not only prevent future terrorist attacks, but be prepared to respond to them. Eagle is continually changing to meet the needs of our State and our Country. Eagle has made numerous investments in emergency response equipment, personnel and training which has enabled us to provide solutions to the most troublesome problems.

Eagle’s Reactive Explosive Division “RED” Teams have responded to numerous response activities requiring the identification, control and abatement of highly reactive and explosive substances from areas ranging from road side ditches to inside buildings.

NUCLEAR SERVICES

As part of Eagle’s in-house capabilities, Eagle’s Nuclear Services Divisions maintains a radiological control staff consisting of highly experienced scientists, managers, waste management specialist, transportation specialists, technical writers, health physicists, and safety professionals. Eagle’s Harriman, Tennessee office recently completed work at the East Tennessee Technology Park (ETTP; former K25 facility) and the Y-12 National Security Complex. Projects at the above mentioned facilities included removal/fixing, surveying, packaging, shipping of radioactive materials and radioactive sources, and demolition with work performed in radiation areas, soil contamination areas, airborne contamination areas and other contamination areas. Prior to field activities, Eagle’s staff prepared all documentation required to work in the above mentioned areas and handle radioactive materials including work control packages, waste handling plans, transportation plans, and health and safety plans (including AHAs). Eagle also prepared and executed MARSSIM survey and release plans for radiological facilities. Eagle’s in-house waste management/transportation division prepared 2109 forms, waste profiles and performed field surveillance including manifesting, transportation logs, certification forms, and other packaging and shipping documentation.

INDUSTRIAL TRANSPORTATION

Eagle’s Industrial Transportation Division is constantly on the go offering a comprehensive range of services and conveniences to a broad range of clients. Eagle’s fleet of dump trucks, vacuum trucks, Super Sucker/Air Mover trucks, roll-off trucks, roll-off containers and numerous other storage vessels are available for use at a moment’s notice for any situation that may arise.

Eagle's Training Division is well known for the level of reality involved with the hands-on scenarios. The classroom portion of the training is designed to supplement the real-time exercises in order to give the students a well-rounded level of knowledge and expertise.

Eagle’s Technical Services Division specializes in areas of environmental response and groundwater investigations and remediation, environmental auditing and compliance for national consulting and engineering firms as well as a wide range of services for industrial and government agencies. These activities are headed by our staff of Registered Professional Geologists and Corrective Action Project Managers (CAPMs), hydro geologists, chemists, biologists, and environmental scientists. PROJECTS

Department of the Navy - Region 6 Environmental Multiple Awards Contract Eagle currently maintains the Environmental Multiple Awards Contract (EMAC) with the United States Department of the Navy (Navy) for U. S. EPA Region 6 (Texas, New Mexico, Arkansas, Oklahoma and Louisiana). The contract generally consists of remedial action services at environmentally contaminated sites predominately located at Navy and Marine Corps installations and other Government agencies. Remediation sites consist of those ranked on the Superfund National Priority List (NPL) as well as non-NPL sites regulated under the Comprehensive Environmental Response, Compensation, Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Underground Storage Tanks (UST) and various other sites that may require remediation.

K-1064 Peninsula and Laboratory Area D&D Eagle was awarded the K-1064 Peninsula and Laboratory Area D&D contract by Bechtel Jacobs Company (BJC). Eagle is currently performing the services described throughout the following. The scope of work is for the Decontamination and Demolition (D&D) of two groups of facilities at two different sites. These groups of facilities are the K-1064 Peninsula (K-1064 Area) and the Laboratory Area (Lab Area) facilities. The Lab Area facilities consist of 23 facilities, and the K-1064 Area consists of 17 facilities (with ancillary structures).

Task Release 19A; Administration Building Demolition BWXT Y-12 Eagle was awarded Task Release 19A under a five year General Order Agreement (GOA) based on best overall approach and value to the government. Work is located at the Y-12 National Security Complex, a government-owned facility, managed by BWXT Y-12, for the Department of Energy (DOE), in Oak Ridge, Tennessee. The work involving the TR-19A Facilities demolition was performed within the Property Protection Area of the Y-12 Complex.

City of Houston Emergency Response and Hazardous Materials Management Contract Eagle currently holds a citywide contract for the emergency response to hazardous materials releases for the City of Houston, Texas. Environmental services required under this contract include Emergency Response, non-emergency remediation and the handling, transportation and disposal of hazardous, non-hazardous, toxic and/or reactive materials. Services are required under this contract on a 24 hour per day, seven days per week basis for all city departments.

International Airlines - Nation Wide Emergency Response Contract Eagle Construction and Environmental Services is currently contracted by several international airlines to provide environmental emergency response services to over 175 airports in North and South America. Clean up activities require Eagle to implement proper means of control, containment, store, labeling, removal, and prevention of any further release of the substance into the environment. Eagle’s services also include response to catastrophic events including those associated with fire, explosion, floods, earthquakes, terroristic threats involving WMDs, aircraft incidents and equipment failures.

TCEQ PST ER Contract Eagle Currently Maintains an Emergency Response & Supplemental Site Activities in the North and South Regions (which covers the entire State excluding far west Texas) for the Texas Commission on Environmental Quality (TCEQ). Under this contract, Eagle performs emergency response services for Petroleum Storage Tank (PST) releases, including locating the source, and spill containment and removal. In addition, Eagle’s services include conducting explosive vapor assessments, receptor surveys, water well inventories and sampling, installation of receptor trenches, recovery wells, and remediation equipment. Activities also include performing site assessments, monitoring well installation and sampling, quarterly monitoring, and UST removals.

TCEQ Hazardous Materials ER Contract Eagle currently holds 4 of the 5 regional contracts to provide Emergency Response Services for the TCEQ throughout Texas. Services performed include emergency response activities required to control and respond to incidents involving the release of hazardous, non-hazardous and petroleum products, location and sampling of potentially contaminated water wells, as well as responding to the release of petroleum, hazardous, non hazardous, toxic and environmentally regulated substances.

Refining Company Salvage and Demolition Eagle has several large-scale petrochemical, smelter and other plant salvage and demolition projects in progress. Eagle maintains a list of buyers throughout the world who purchase used facility components. Concurrent with salvage operations, Eagle commences decommissioning and demolition activities.

Hazardous Materials Remediation Eagle was contracted to perform the demolition and removal of hazardous materials present at the Industrial Wastewater Treatment Plant (IWTP) and in the main industrial area of an industrial facility in East Texas. Activities performed include the demolition and removal of three concrete sludge drying beds, a 12-foot security fence, a 10,000 gallon elevated sludge holding tank, three concrete sumps and associated piping and valves.

Former Wood Preserving Facility CERCLA Remediation Eagle was contracted to provide environmental construction and excavation services at a former wood-preserving site located in Madisonville, Louisiana. The project was funded and directed by U.S.E.P.A. Region 6. Eagle’s scope of work included redesign and construction of a DNAPL recovery and wastewater treatment system, construction of temporary and permanent decontamination facilities, road construction, clearing and grubbing, contaminated materials excavation and handling, decontamination, hazardous and non-hazardous waste transportation and disposal, demolition, site security, site safety, and air monitoring.

Solid Waste Landfill Removal - President George Bush Turnpike Extension Major construction activities associated with the extension of the President George Bush Turnpike in North Texas were planned to traverse a large section of the former Farmer’s Branch Landfill. Eagle was contracted to perform the excavation and removal of more than 100,000 tons of municipal solid waste from the closed Landfill to allow construction to continue through the area.

Former Rail Car Fabrication Plant - Demolition/Remediation Eagle was contracted to perform demolition activities at a former railcar fabrication facility. The facility was located on a 24 acre site. The main facility structure was approximately 653,000 square feet and consisted of multiple side structures such as warehouses, paint booths, blasting booths and fabrication booths. Adjacent to the fabrication facilities, a two-story concrete administration building with asbestos containing material (ACM) was present.

Conroe Creosoting Co. Superfund Site The Conroe Creosoting Superfund Site is an abandoned wood treating facility situated on 147 acres of land on the outskirts of Conroe, Texas. Approximately 15 acres of the site was utilized to treat wood with creosote, pentachlorophenol (PCP) and copper-chrome-arsenic (CCA). Eagle was contacted by Environmental Quality Management (EQM) to provide construction and environmental services for the USEPA Region 6 office to mitigate the immediate health hazards associated with the Conroe Creosoting Site.
